"The impact of internationally co-funded public technology transfer programs on academic productivity, collaboration,
and commercialization"
Abstract:
University researchers are increasingly encouraged to seek out alternative funding sources next to the standard public funding mechanisms and to engage in knowledge transfer activities (the so-called "third mission" of universities).
As the prominence of commercially oriented research jointly with industry has increased in recent years, scholars progressively worry about the long-term effects of this change in funding mechanisms on scientific production. In this paper, we analyze data
stemming from the Eurostars Joint Programming Initiative, a public R&D support scheme that is jointly organized by 33 European countries. Eurostars financially supports close-to-market research projects by international consortia of small and medium-sized
enterprises together with scientific partners from public research organizations. Based on bibliometric analyses and a quasi-experimental research design, the paper investigates the effect of Eurostars funding specifically on scientists' productivity (in terms
of quantity, quality and direction), commercialization efforts, as well as collaboration patterns.
