Eine Reise in die globale Wertschöpfungskette: Erkundung des Übergangs von der Rückwärts- zur Vorwärtsintegration

Abstract:

Globale Wertschöpfungsketten (GVCs) werden weltweit als ein Tor zur technologischen und wirtschaftlichen Modernisierung angesehen. Die Länder integrieren sich in rückwärtsgerichtete, wertimportierende Verbindungen mit dem Ziel, technologische Fähigkeiten zu akkumulieren und den Übergang zur Schaffung eigener vorwärtsgerichteter, wertexportierender Ketten zu vollziehen und einen größeren Anteil des innerhalb der GVCs erzeugten Wertes zu erobern.

 

Das vorhandene Wissen, das weitgehend fragmentiert und deskriptiv ist, weist auf eine Reihe von Unwägbarkeiten und Komplexitäten hin, die diesen Prozess alles andere als linear machen. Es ist eine offene Frage, ob die Vertiefung der Rückwärtsverflechtungen die Vorwärtsintegration in GVCs erleichtert.

 

Im Rahmen dieser Veranstaltung wird eine neue Studie, die Daten aus 65 Ländern über zwei Jahrzehnte verwendet, zeigen, dass die Auswirkungen der Rückwärtsintegration auf die Vorwärtsintegration in GVCs im Laufe der Zeit variieren und dass sie durch den Entwicklungsstand des Landes, die Vielfalt des GVC-Partnernetzes und die Innovationsbedingungen auf dem Heimatmarkt gemildert werden.

 

Die Seminarreihe wird vom Wiener Institut für Internationale Wirtschaftsvergleiche (wiiw) in Zusammenarbeit mit dem FIW sowie dem European University Institute organisiert. Das Seminar bietet ein Forum für die Präsentation und Diskussion aktueller akademischer Forschung im Bereich der internationalen Wirtschaft.

FIW-Projektleiter Harald Oberhofer diskutiert mit Guntram Wolff (Bruegel) zum Thema „CBAM und die europäische Industrie- und Nachbarschaftspolitik“ u.a. die folgenden Fragen: Wie können Handelsinstrumente wirksam eingesetzt werden, um zur Bewältigung der Klimakrise beizutragen? Wie können sich Unternehmen wirksam an die neuen Regulierungen anpassen? Wie können wir sicherstellen, dass auch Schwellenländer von der Ökologisierung des Handels profitieren?

Guntram Wolff

Guntram Wolff ist Senior Fellow bei Bruegel und Honorarprofessor der Universität Erfurt. Er war von 2022-24 Direktor der Deutschen Gesellschaft für Auswärtige Politik (DGAP). Von 2013 bis 2022 war er Direktor von Bruegel, einem in Brüssel ansässigen Institut für Wirtschaftspolitik in Europa, das er zu einem führenden globalen Think Tank ausbaute. Seine Forschungsschwerpunkte liegen in den Bereichen europäische politische Ökonomie, wirtschaftliche Staatskunst, Geo-Ökonomie, Klimapolitik und Deutschlands geopolitische Strategie. Seine Arbeiten wurden in wissenschaftlichen Fachzeitschriften wie Nature, Science, Nature Communications, Journal of European Public Policy, Journal of Money, Credit, and Banking, European Journal of Political Economy, Climate Policy, Energy Policy und Foreign Affairs veröffentlicht.

Seit 2013 spricht Wolff zweimal jährlich vor dem Rat für Wirtschaft und Finanzen (ECOFIN), dem informellen Treffen der Finanzminister und Zentralbankpräsidenten der EU, zu einer Vielzahl von Themen. Von 2012 bis 2016 war er Mitglied des Conseil d’Analyse Economique des französischen Premierministers. Von 2008 bis 2011 arbeitete Wolff bei der Europäischen Kommission an der Makroökonomie des Euroraums und der Reform der Governance des Euroraums.

Abstract:

Global value chains (GVCs) are embraced worldwide as a gateway to technological and economic upgrading. Countries integrate into backward, value-importing linkages with the aim of accumulating technological capabilities and transitioning towards creating their own forward, value-exporting chains and capturing a greater share of the value generated within GVCs.

 

Existing knowledge, which is largely fragmented and descriptive, points to a number of uncertainties and complexities that make this process anything but linear. It is open question whether the deepening backward linkages facilitates forward integration in GVCs.

 

During this event, a new research using data from 65 countries over two decades will show that the impact of backward integration on forward integration in GVCs varies over time and that it is moderated by the level of development of the country, the diversity of the GVC partner network and the innovation conditions in the home market.

 

The seminar series is organised by the Vienna Institute for International Economic Studies (wiiw) in co-operation with FIW and the European University Institute. The seminar provides a forum for presentation and discussion of recent academic research in the field of international economics.

FIW project leader Harald Oberhofer discusses the following questions with Guntram Wolff (Bruegel) on the topic of ‘CBAM and European industrial and neighbourhood policy’: How can trade instruments be used effectively to help tackle the climate crisis? How can companies effectively adapt to the new regulations? How can we ensure that emerging countries also benefit from the greening of trade?

Guntram Wolff

Guntram Wolff is Senior Fellow at Bruegel and Honorary Professor at the University of Erfurt. He was Director of the German Council on Foreign Relations (DGAP) from 2022-24. From 2013 to 2022, he was Director of Bruegel, a Brussels-based institute for economic policy in Europe, which he developed into a leading global think tank. His research focuses on European political economy, economic statecraft, geo-economics, climate policy and Germany's geopolitical strategy. His work has been published in academic journals such as Nature, Science, Nature Communications, Journal of European Public Policy, Journal of Money, Credit, and Banking, European Journal of Political Economy, Climate Policy, Energy Policy and Foreign Affairs.

Since 2013, Wolff has spoken twice a year at the Economic and Financial Affairs Council (ECOFIN), the informal meeting of EU finance ministers and central bank governors, on a variety of topics. From 2012 to 2016, he was a member of the French Prime Minister's Conseil d'Analyse Economique. From 2008 to 2011, Wolff worked at the European Commission on the macroeconomics of the euro area and the reform of euro area governance.
