"Do Family Policies Reduce Gender Inequality? Evidence from 60 Years of Policy Experimentation"

 

Abstract: Over the past decades, many countries have experienced a strong decline in gender inequality through higher female labor force participation and smaller gender earnings gaps. Have family policies contributed to the decline or the stalling of gender inequalities? Using a sequence of family policy reforms that took place in Austria, we show that neither the generosity of parental leave rules nor the availability of public child care (and the interaction between the two) had an impact on “child penalties”, the earnings reduction experienced by mothers — relative to fathers — after the birth of their first child. This null result is estimated rather precisely and is robust to equilibrium or fertility effects.
