Vor fünfundsiebzig Jahren, am 30. Oktober 1947, unterzeichneten 23 Länder die Schlussakte des Allgemeinen Zoll- und Handelsabkommens (GATT). Das GATT war als befristetes Abkommen zur Förderung des internationalen Handels gedacht und regelte fast 50 Jahre lang den Welthandel, bevor es 1995 von der Welthandelsorganisation abgelöst wurde. Das GATT besteht jedoch immer noch als Rahmenvertrag der WTO für den Warenhandel.

FIW-Trade Talks ist eine Reihe von Online-Veranstaltungen, die durch das FIW organisiert werden. Internationale Wirtschaftsforscher oder hochrangige politische Entscheidungsträger disktutieren mit Prof. Harald Oberhofer zu aktuellen Themen der internationalen Wirtschaft und Wirtschaftspolitik.

Abstract:
Technical regulations are numerous and growing, but less transparent than price measures. They are frequently used in support of the environmental protection, because of challenges posed by climate change, but little is known about the trade-effects of environmental measures. Relying on a unique and original dataset of technical measures notified for environmental reasons, we investigate their effects on trade patterns. We show that environmental measures naturally hinder bilateral trade flows, but tend to favour flows originating in trading partners with a strong economic and political influence, such as high income countries or members of the Group of 20 more industrialised countries, who tend to dominate the notification processes. This suggests that, while the objective of these measures is to improve environmental outcomes, they shape trade in favour of wealth and industrialised partners who have better financial and technical means to comply with requirements of technical measures.

Seventy-five years ago, on 30 October 1947, 23 countries signed the Final Act of the General Agreement on Tariffs and Trade (GATT). Devised as a temporary agreement that would boost international trade, the GATT regulated world trade for almost 50 years before being succeeded by the World Trade Organization in 1995. However, the GATT still exists as the WTO’s umbrella treaty for trade in goods

FIW-Trade Talks is a series of online-events organized by the Research Centre International Economics (FIW). International economic researchers or high-ranking policy makers are being interviewed on current topics in international economics and economic policy.
