• Historischer Überblick: von der Havanna Charta zur WTO
• Vorstellung der heutigen WTO

  − Beschlossene Abkommen

2. Positive Entwicklungen vs. strukturelle Probleme der WTO

• Größe der WTO und Diversität der Interessen der Mitgliedsstaaten
• Landwirtschaft: Spannungsfeld zwischen Nahrungsmittelsicherheit und Wettbewerbsverzerrung
• Dienstleistungshandel als Konfliktfeld zwischen globalem Norden und Süden
• Verhandlungsmodus der WTO: Single Undertaking oder „nothing is considered agreed until everything is agreed“
• Moderne Freihandelsabkommen und die Fragmentierung des Welthandelssystems
  – eine Alternative zur WTO?

3. Aktuelle Verhandlungspunkte und Zukunft der WTO

• Aktuelle Verhandlungen (z.B. Fischerei, Impfstoffe) und Wechselwirkungen mit strukturellen Problemen
• Ist die WTO (in der bestehenden Form) obsolet?
• In welchen Bereichen besteht Reformbedarf für die Lösung der strukturellen Herausforderungen?
