As a world leading institution, the OECD provides analysis of macroeconomics and structural issues with comparison of policies
across countries. The Economics Department is at the core of the Organisation’s work and counts on the solid expertise of a team of economists. Its policy advice is derived from a variety of sources such as country surveillance, cross-country benchmarking
and evidence derived from empirical research. Much of the Department’s policy analysis and advice is provided as input to committee-based peer review and multilateral surveillance processes. The Economic Department cooperates with other OECD directorates
and participates in horizontal work. Apart from closely engaging with governments, the department liaises with academic, civil and business organisations.
ECO currently employs approximately 160 staff members who support work across a broad range of economic policy areas to advance
the Strategic Orientations of the Secretary-General and his 21x21 agenda to ensure impact of the OECD economic policy work both at the national level and in the international governance architecture. For details of the Department’s work see

ECO is looking for senior professionals to lead highly qualified teams. They will be expected to contribute to the Organisation’s
major initiatives, including the New Approaches to Economic Challenges initiative and the global governance agenda in close collaboration with the OECD Sherpa and her Office, fostering collaboration between ECO, other OECD directorates through horizontal strategies
and advancing the agenda with Key Partners and accession countries. As a key member of the management team of ECO, the selected persons will work under the supervision of the Chief Economist and the Directors and Deputy Directors to support, advance and provide
strategic direction to the Department’s work. They will work closely with the Office of the Secretary General (OSG) and the rest of the Organisation in the development and implementation of horizontal initiatives, and on strategies to advance implementation
of OECD advice in member and partner countries.
The selected persons will have excellent management and communication skills, a strong analytical and policy background and
a deep knowledge of current and emerging policy issues in the relevant areas and benefit from a wide professional network. They should have a proven track record of delivering high quality and policy relevant outputs to tight deadlines and presenting findings
in international meetings and public/media events. They should also be open to new analytical approaches and innovative ways of developing, evaluating and discussing policy options. They should also be able to fruitfully exchange views with a diverse group
of experts with different disciplinary backgrounds in order to enrich the Department's toolbox and recommendations proposed to Member and Partner countries. Reporting to the Directors and Deputy Directors, they will have line management experience in a multicultural
environment.
Main Responsibilities
Leadership
·
Support the advancement of the Strategic Orientations of the Secretary-General, in particular as they relate to economic policy and advice, and ensure
effective coordination with the Office of the Secretary-General.
·
Assist in providing support to the Sherpa and the Sherpa team on targeted policy advice and on the Organisation’s contributions in the area of economic
policy and advice, including to the G20 and G7.
·
Contribute to ensure the global impact of the OECD economic work, including through increased engagement with key partners, and in line with the global
relation strategy of the OECD.
·
Contribute to flagship corporate initiatives such as NAEC, and horizontal initiatives such as Inclusive Growth, Innovation Strategy, Gender, among others.
·
In line with the strategic orientations of the Secretary-General and the 21x21 agenda, contribute to the identification, development and implementation
of a policy-relevant and innovative programme of work in the area of economic policy and advice provided by the Division.
·
Ensure the soundness and policy relevance of economic policy analysis and advice provided by the Division, in light of the evolving needs of governments.
·
Identify and experiment new approaches in developing relevant policy options, being knowledgable of and open to more cutting-edge or non-mainstream analytical
frameworks and tools, including strategic foresight, behavioural economics, system thinking and complex modelling, etc.
·
Increase the impact of policy recommendations in member and partner countries; direct analytical work, taking into account external developments; ensure
timely and tailored policy advice to assist countries in advancing their reform agendas. Communicate clearly and effectively OECD goals and the strategies for achieving them. Help others understand how their daily work contributes to the OECD mission and objectives,
and inspire staff to proactively contribute to them.

Contribute actively as a member of the Deparment’s senior management team in discussions on corporate priorities and planning of the overall work of
the Department.
This work includes:
·
contributing to the identification of upcoming policy challenges, taking into account the views of the OECD Chief Economist
·
exercising critical oversight of research and policy oriented documents (such as OECD Economic Surveys, the OECD Economic Outlook, Going for Growth,
and other cross country policy analysis) intended for Committees, OECD top management, and the public; this involves drafting and editing documents as necessary
·
keeping abreast of new and useful developments in the fields that are of relevance to the work of the Department, with a view to enlarge its toolbox
and to broaden its strategic thinking
·
ensuring that the work is appropriately reflected in, and contributes to, the Economics Department's publications and documents, as well as to other
outputs of the Organisation.
Representation and liaison
·
Foster collaboration amongst the relevant policy communities both within the Economics Department - notably by exploiting synergies between insights
obtained at the country level and cross-country analytical work – and external to the Economics Department.
·
Build and maintain close contacts with staff members of other OECD Directorates, national authorities, research institutes, other stakeholders, and other
international organisations.
Contribute to the planning and organising of meetings and other aspects of the Economics Department's programme of work.
·
Participate in the general work of the Department, in particular to ensure consistency in the area of work for which s/he takes the lead.
·
Represent the Department and the Organisation at internal and external meetings and conferences.
Ensure close co-operation and fruitful exchange of views with other substantive Directorates of the OECD, often in the context of Organisation-wide
projects. Seek and implement synergies with other directorates of the OECD.
·
Contribute to the effective communication of the Department’s outputs by taking an active role in the dissemination of his/her division’s work as well
as the work of the Department more generally, including through media interviews and other communication events.
Management
·
Lead, manage and support staff to ensure the delivery of high-quality evidence based policy information, analysis and advice, in support of the Division
work plans, corporate initiatives and emerging new priorities.
·
Establish high standards of performance and demonstrate a commitment to excellence and to horizontal cooperation across the Organisation.
·
Create an environment conducive to teamwork, continuous learning, innovation and active collaboration inside and outside the OECD.
·
Manage financial resources under the responsibility of the division and mobilise additional sources of financing to support the work programme of the
Economics Department.
Ideal Candidate Profile
Academic Background
·
An advanced university degree in economics including macro and micro-economics and econometrics.
Professional Background
·
At least ten years’ experience in empirical research, policy analysis and policy recommendations at senior management level in a national administration,
international organisation, research institute or the private sector; preferably in a multicultural environment.
·
Solid and up-to-date knowledge of theoretical and empirical economics as well as the application of economic reasoning to a wide range of policy questions.
·
Strong analytical skills combined with an ability to identify emerging issues with implications for economic performance on Member countries and major
emerging economies, and the ability to formulate and execute an innovative work programme.
·
Knowledge of and interest in other social sciences as well as cutting-edge or non-mainstream analytical frameworks and tools, including strategic foresight,
behavioural economics, system thinking and complex modelling, would be an advantage.
·
Proven ability to manage and develop professional and support staff in a multicultural environment, and a demonstrated commitment to equal opportunities.
·
Proven management capacities to plan and schedule complex and dynamic work programmes, including research projects, and to foster collaborative problem
solving in a horizontal manner.
·
Ability to manage financial resources and raise additional funding.
·
Demonstrated skills in public speaking, presenting and dealing with non-technical audiences in order to contribute to the diffusion of the Economic Department’s
outputs.
Languages
·
Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
·
An excellent capacity to draft, both technical and policy-oriented papers, in one of the official languages.
·
Knowledge of other languages would be an asset.

Contract Duration
Two or three year fixed term appointment, with the possibility of renewal.
What the OECD offers

Monthly base salary starting from 9 679 EUR, plus allowances based on eligibility, exempt of French income tax.
