“Who bears the bad news of capitalism? Gender, race, and austerity”

Abstract:
The Great Recession that began in 2008 was initially identified as a “mancession” under the assumption that men from dominant racial groups were most hurt by the economic downturn. That assessment, however, is incomplete. The ensuing austerity measures taken in a number of countries, although ostensibly race- and gender-neutral, have had disproportionately negative effects on people of color and women of all racial backgrounds. This talk explores the pathways by which structural inequality by race and gender interacts with national economic policy in a way that delivers the “bad news of capitalism”— economic exclusion and insecurity—to subordinate racial and gender groups, with a focus on the US and Europe.

Stephanie Seguino is Professor of Economics at the University of Vermont, USA. Prior to obtaining a Ph.D. from American University, she served as economist in Haiti for several years in the pre- and post-Baby Doc era. Her current research explores the relationship between intergroup inequality by class, race, and gender, on the one hand and economic growth and development on the other.

She is Associate Editor of Feminist Economics and Journal of Human Development and Capabilities, and a member of the editorial board of Review of Keynesian Economics, as well as past president of International Association for Feminist Economics. She has consulted with a variety of international organizations including the UNDP, UNRISD, UNCTAD, World Bank, and USAID.
