FIW-Policy Brief Nr. 59 "Advancing the European Green Deal with Industrial Policy" veröffentlicht

 

Das kürzlich veröffentlichte Policy Brief Nr 59 von Roman Stöllinger (WU Wien) behandelt industriepolitische Anstrengungen, die erforderlich sind, um das ehrgezeigte Netto-Null-Ziel des Europäischen Grünen Deals (EGD) zu erreichen.

 

Abstract:

Die Argumente für eine grüne Industriepolitik sind überzeugend, und sie ist das offensichtliche Instrument, um den Strukturwandel hin zu einer emissionsfreien Wirtschaft einzuleiten. Im Zentrum eines solchen Wandels steht die Dekarbonisierung des Energiesystems. Die industriepolitischen Anstrengungen, die erforderlich sind, um das ehrgeizige Netto-Null-Ziel des Europäischen Grünen Deals (EGD) zu erreichen, lassen sich in drei politische Aufgaben unterteilen: Ausbau der erneuerbaren Energiequellen, Steigerung der Energieeffizienz in allen Sektoren und Entwicklung neuer Technologien für industrielle Produktionsprozesse, für die es noch keine sauberen Technologien gibt. Während die ersten beiden Aufgaben auf kostenkompatiblen Technologien beruhen und sich die erforderlichen Investitionskosten langfristig selbst tragen könnten, stellt die dritte Aufgabe eine große technologische Herausforderung dar, die mit einer missionsorientierten Industriepolitik angegangen werden muss. Das industriepolitische Maßnahmenpaket sollte eine Mischung aus öffentlichen Investitionen, umweltfreundlichen Subventionen in Verbindung mit angemessenen Umweltvorschriften und einer industriellen Mission zur Entwicklung von Netto-Null-Industrietechnologien sein. Wichtig ist, dass die Investitionskosten auf 1,75 % des BIP pro Jahr geschätzt werden, so dass die Ziele des EGD auch aus finanzieller Sicht realisierbar erscheinen. Trotz dieses optimistischen Tons ist der EGD alles andere als eine sichere Sache, und sein Erfolg kann leicht durch eine Vielzahl von Faktoren gefährdet werden, einschließlich des Widerstands von Interessengruppen oder geopolitischer Konfrontationen.

Österreich hat sich zur Umsetzung der Agenda 2030 der Vereinten Nationen mit ihren 17 Nachhaltigen Entwicklungszielen (Sustainable Development Goals, SDGs) verpflichtet. Die Agenda 2030 bietet einen international verbindlichen Rahmen, in dem systematisch alle Dimensionen der nachhaltigen Entwicklung berücksichtigt werden und so ein gutes Leben für alle gemäß dem Grundsatz „Leaving no one behind“ gewährleistet werden soll. Vier Jahre nach dem ersten Freiwilligen Nationalen Umsetzungsbericht 2020 (FNU), in dem die Fortschritte zur Erreichung der SDGs dargestellt werden, soll im Juli 2024 der zweite österreichische FNU in New York präsentiert werden. Die Vorbereitungsarbeiten dazu sind bereits angelaufen.

 

Parallel dazu findet seit 2021 jährlich ein von Bundesverwaltung und Zivilgesellschaft gemeinsam getragenes SDG-Dialogforum statt, das den Umsetzungswillen weiter bestärken soll. Der diesjährige Event mit einem politischen high-level Diskurs mit Teilnahme auf Minister-Ebene ist für 12. Oktober 2023 vorgesehen. Im Vorfeld dieser politischen Debatte finden vorbereitende Innovationspools (Workshops) statt, welche die Schwerpunktthemen des ersten FNU (Klima, Soziales, Digitalisierung) weiterentwickeln. Das BMAW hatte im 1. FNU den Schwerpunkt-Bereich Digitalisierung diskutiert, über die letzten beiden Jahre hat sich daraus die breitere Thematik der „Skills für 2030“ entwickelt.

 

Der Innovationspool 2022 ersuchte das BMAW um die Erstellung eines Mappings/einer Landkarte der „Skills für 2030“ in Österreich. Das BMAW beauftragte die Universität für Weiterbildung Krems mit dem Studienprojekt „Skills für 2030“ zur Erreichung der Sustainable Development Goals (SDGs), in dem internationale Rahmenkonzepte zum Thema Future Skills mit einen Mapping/einer Landkarte gegenständlicher Initiativen in der „Skills für 2030“ in Österreich kombiniert werden sollen. Ziel ist es, Schwerpunkte zu erfassen, allfällige Lücken sichtbar zu machen und Handlungsmöglichkeiten zu entwickeln.

 

In Folge sollen die Studienergebnisse daher einerseits in den übergeordneten Vorbereitungsprozess des zweiten FNU Österreichs einfließen, als auch über den Innovationspool 2023 zum Thema „Skills für 2030“ die politische Debatte des SDG Dialogforums 2023 erreichen.

Shaping Globalization - Economic Consequences and Policy Responses 

 

Dieser Workshop soll Nachwuchswissenschaftler zusammenbringen, die sich auf internationale wirtschaftspolitische Fragen spezialisiert haben.

 

Zu den relevanten Themen des Workshops gehören:

 

·         Internationale Handelspolitik

·         Steuerpolitik und multinationale Aktivitäten von Unternehmen

·         Einkommenseffekte und Umverteilungspolitik

·         Umweltpolitik in einer globalisierten Welt

 

Der Workshop findet am 14. und 15. Dezember 2023 an der Universität Mainz statt und zielt darauf ab, das Netzwerk von Nachwuchswissenschaftlern zu stärken, die Wirtschaftspolitik in einem internationalen Kontext analysieren. Einreichungen von Beiträgen, die sich mit der Interaktion zwischen wirtschaftlichen Effekten und politischem Design in einer globalisierten Welt beschäftigen, sind herzlich willkommen.

FIW-Policy Brief Nr. 59 "Advancing the European Green Deal with Industrial Policy" published

 

The recently published Policy Brief Nr 59 by Roman Stöllinger (WU Vienna) discusses industrial policy efforts needed to achieve the ambitious net-zero target of the European Green Deal (EGD).

 

Abstract:

The case for green industrial policy is strong and it is the obvious instrument to induce the structural transformation towards an emission-free economy. At the core of such a transformation lies the decarbonisation of the energy system. The industrial policy effort required to achieve the ambitious net zero objective in the European Green Deal (EGD) can be divided into three policy tasks: expanding renewable energy sources, raising energy efficiency across sectors and developing new technologies for industrial production processes where clean technologies are not available yet. While the first two tasks can rely on cost-competitive technologies and the required investment costs could in the long run pay for themselves, the third task constitutes formidable technological challenges that need to be tackled with a mission-oriented industrial policy. The industrial policy package employed ought to be a mix of public investments, green subsidies coupled with appropriate environmental regulations and an industrial mission for developing net zero industrial technologies. Importantly, with investment costs estimated at 1.75% of GDP per year, achieving the objectives of the EGD seems feasible also from a financial perspective. Despite this optimistic tone, the EGD is far from being a safe bet, and its success can easily be threatened by a plethora of factors, including opposition by vested interests or geopolitical confrontations.

Austria is committed to implementing the United Nations Agenda 2030 with its 17 Sustainable Development Goals (SDGs). The 2030 Agenda provides an internationally binding framework in which all dimensions of sustainable development are systematically taken into account to ensure a good life for all in accordance with the principle of “Leaving no one behind”. Four years after the first Voluntary National Implementation Report 2020 (FNU), which presents the progress made towards achieving the SDGs, the second Austrian FNU is to be presented in New York in July 2024. Preparations for this have already begun.

In parallel, an annual SDG dialogue forum has been held since 2021, jointly supported by the federal administration and civil society, to further strengthen the will to implement the SDGs. This year’s event with a political high-level discourse with participation at ministerial level is scheduled for 12 October 2023. In the run-up to this political debate, preparatory innovation pools (workshops) will be held to further develop the focal topics of the first FNU (climate, social affairs, digitalisation). The BMAW had discussed the priority area of digitalisation in the 1st FNU, over the last two years this has developed into the broader topic of “Skills for 2030”.

The Innovation Pool 2022 asked the BMAW to create a mapping of the “Skills for 2030” in Austria. The BMAW commissioned the University of Continuing Education Krems with the study project “Skills for 2030” to achieve the Sustainable Development Goals (SDGs), in which international framework concepts on the topic of future skills are to be combined with a mapping/map of concrete initiatives in the “Skills for 2030” in Austria. The aim is to identify focal points, make any gaps visible and develop possibilities for action.

Subsequently, the results of the study will be incorporated into the overall preparatory process of the second FNU Austria as well as into the political debate of the SDG Dialogue Forum 2023 via the Innovation Pool 2023 on the topic of “Skills for 2030”.

 

Call for Papers: International Workshop for Early Career Economists on Globalization | Deadline: 30.09.2023

 

Shaping Globalization - Economic Consequences and Policy Responses

 

This workshop aims to bring together junior researchers who specialize in international economic policy questions.

Relevant topics of the workshop include:

·         International trade policy

·         Tax policy and multinational activities of firms

·         Income effects and redistribution policies

·         Environmental policy in a globalized world

The workshop takes place on December 14 and 15, 2023 at the University of Mainz and aims to enhance the network of junior researchers who analyze economic policy in an international context. Submissions of papers that study the interaction between economic effects and policy design in a globalized world are highly welcome.
