Does the relevance of the three factors differ between types of regions (rural/urban) and types of industries (simple, complex)? What is more conducive for regional growth: occupational or industrial relatedness? Approach: Using industry-regions as unit of analysis, cross-sectional growth regressions are employed to assess the relation between key variables approximating diversity, complexity, and relatedness for regional (industry-specific) employment and wage growth. Subsampling is employed to explore heterogeneities between industries and regions. Data: The empirical analysis builds on a novel data set for Norwegian labor market regions and 4-digit NACE industries. The unit of observations are industry-regions. The central variables are occupational & industrial relatedness, skill-based complexity of occupations, occupational diversity. Main result(s): The presence of related industries is positively associated to employment growth. Industries relying on diverse and more complex skills as well as knowledge are experiencing higher growth in their employees' wages. Complex industries perform better in rural regions in terms of wage growth, while occupational relatedness and, by association, knowledge spillovers, is more conducive for wage growth in urban regions. Policy implication(s): The study highlights the importance to look beyond industries and also apply an occupational perspective when designing industrial and technological policy. In addition, the results further strengthen the idea of place-specific policies as well as the importance of considering complexity and relatedness as relevant dimensions when drafting policies for regional developments.
