Februar 2022 sein insgesamt drittes Jahresgutachten zur "Lage der österreichischen Außenwirtschaft" vor. Das Jahresgutachten widmet sich den aktuellen internationalen Rahmenbedingungen für die österreichische Außenwirtschaft und der Handelsentwicklung im Jahr 2021. Darüber hinaus präsentieren die Studienautorinnen und Studienautoren kurz- und mittelfristige Prognosen für die zu erwartende zukünftige Entwicklung der österreichischen Außenwirtschaftsbeziehungen. Für 2021 prognostiziert das Kompetenzzentrum "Forschungsschwerpunkt Internationale Wirtschaft" (FIW) ein Leistungsbilanzdefizit in Höhe von 3,2 Mrd. € (‑0,8% des BIP). Gründe für Österreichs erstes Defizit seit 20 Jahren ortet das FIW-Jahresgutachten im Totalausfall des Wintertourismus 2020/21 sowie der Verschlechterung der Handelsbedingungen bei einer gleichzeitig dynamischeren Entwicklung der österreichischen Importe. 2022 wird wieder mit einem Überschuss in Höhe von rund 3,5 Mrd. € gerechnet. Yotov* Abstract: We quantify the partial and general equilibrium effects of GATT/WTO membership on trade and welfare. Using an extensive database covering manufacturing trade for 186 countries over the period 1980-2016, we find that the average impact of GATT/WTO membership on trade among member counties is large, positive, and significant. We contribute to the literature by estimating country-specific estimates and find them to vary widely across the countries in our sample with poorer members benefitting more. Using these estimates, we simulate the general equilibrium effects of GATT/WTO on welfare, which are sizable and heterogeneous across members, and relatively small for non-member countries. We show that countries not experiencing positive trade effects from joining GATT/WTO can still gain in terms of welfare, due to lower import prices and higher export demand. Description: Using a novel event study specification that accounts for treatment heterogeneity together with Belgian social security and geo-location data at the individual level, we study mobility as a determinant of the gender gap in employment. We find that, following childbirth, individuals are less likely to change of residence regardless of their gender, but that only mothers commute less and work less outside their region of residence. Consistent with this finding, childbirth not only reduces employment for mothers relative to fathers, but the gender gaps on non-local employment and high-paying jobs are higher than the gender gaps on local employment and low-paying positions, respectively. Lastly, we show that a higher level of unemployment in the region of residence prior to childbirth lead to a higher gender gap in employment after childbirth. The annual report is dedicated to the current international framework conditions for Austrian foreign trade and trade developments in 2021. In addition, the study authors present short- and medium-term forecasts for the expected future development of Austrian foreign trade relations. For 2021, the FIW forecasts a current account deficit of € 3.2 billion (-0.8% of GDP). The reasons for Austria's first deficit in 20 years, according to the FIW annual report, are the total loss of winter tourism in 2020/21 and the deterioration of trade conditions accompanied by a more dynamic development of Austrian imports. A surplus of around €3.5 billion is expected again in 2022.
