FIW-Policy Brief "Internationaler Handel, Klimapolitik und Carbon Leakage" Das Policy Brief von Stefan Borsky betrachtet die mögliche Einführung von Grenzausgleichsmaßnahmen als ergänzendes Instrument der EU-Klimapolitik mit Carbon Leakage. Es wird der aktuelle Stand des Emissionshandelssystems der Europäischen Union als Instrument zur einheitlichen Bepreisung von CO2-Emissionen gezeigt und ein Überblick über die aktuelle Diskussion zur möglichen Ausgestaltung eines Grenzausgleichs gegeben. Darüber hinaus werden mögliche Effekte auf Wohlfahrt, Handel und CO2-Emissionen analysiert. Abschließend werden die Einführung einer Grenzausgleichsmaßnahme im Licht der WTO-Rechtskonformität betrachtet und Handlungsempfehlungen abgeleitet. FIW Policy Brief "International trade, climate policy and carbon leakage" (in German) The policy brief by Stefan Borsky considers the possible introduction of border adjustment measures as a complementary instrument of EU climate policy with carbon leakage. The current status of the European Union's emissions trading system as an instrument for the uniform pricing of CO2 emissions is shown and an overview of the current discussion on the possible design of a border adjustment is given. Furthermore, possible effects on welfare, trade and CO2 emissions are analysed. Finally, the introduction of a border adjustment measure is considered in the light of WTO conformity and recommendations for action are derived.
