Zunächst wird das Ausmaß der Arbeitsmigration in ausgewählten EU-Mitgliedsstaaten und deren Entwicklung in den letzten Jahren dargestellt. Anschließend wird zusammengefasst, wie sich neue Technologien auf inländische und ausländische Arbeitskräfte auswirken, wobei der Schwerpunkt auf dem Einfluss von Innovationen und der Robotisierung liegt. Er war von 2022-24 Direktor der Deutschen Gesellschaft für Auswärtige Politik (DGAP). Von 2013 bis 2022 war er Direktor von Bruegel, einem in Brüssel ansässigen Institut für Wirtschaftspolitik in Europa, das er zu einem führenden globalen Think Tank ausbaute. Seine Forschungsschwerpunkte liegen in den Bereichen europäische politische Ökonomie, wirtschaftliche Staatskunst, Geo-Ökonomie, Klimapolitik und Deutschlands geopolitische Strategie. Seine Arbeiten wurden in wissenschaftlichen Fachzeitschriften wie Nature, Science, Nature Communications, Journal of European Public Policy, Journal of Money, Credit, and Banking, European Journal of Political Economy, Climate Policy, Energy Policy und Foreign Affairs veröffentlicht. Seit 2013 spricht Wolff zweimal jährlich vor dem Rat für Wirtschaft und Finanzen (ECOFIN), dem informellen Treffen der Finanzminister und Zentralbankpräsidenten der EU, zu einer Vielzahl von Themen. In diesem Papier dokumentieren wir die angebotsseitigen Auswirkungen der Verhängung eines plötzlichen und vollständigen Embargos für bestimmte Produkte sowie die Reaktion auf die Aufhebung der Maßnahmen. Anhand türkischer Zolldaten dokumentieren wir zunächst die Auswirkungen auf den Handel - die direkten Auswirkungen des Embargos, die Umleitungseffekte auf andere Bestimmungsländer sowie die Umgehungseffekte auf andere Produkte - auf die intensive Handelsspanne der Unternehmen. Anschließend untersuchen wir die umfassenderen Auswirkungen der Sanktionen auf den Inlandsabsatz, die Einkäufe und die Beschäftigung der Unternehmen und decken dabei erhebliche und dauerhafte Auswirkungen auf, die über die Handelseffekte hinausgehen. Die Studie stützt sich auf ein genau definiertes quasi-natürliches Experiment - den unerwarteten Abschuss eines russischen Militärjets und die rasche politische Reaktion in Form eines Embargos - sowie auf verschiedene administrative Datensätze auf Unternehmensebene. Außerdem schlagen wir einen neuartigen methodischen Ansatz zur Schätzung der Auswirkungen von Handelskostenschocks auf Unternehmensebene vor, der Daten auf Unternehmens- und Länderebene kombiniert. Die Seminarreihe wird vom Wiener Institut für Internationale Wirtschaftsvergleiche (wiiw) in Zusammenarbeit mit dem FIW sowie dem European University Institute organisiert. First, the level of labour migration in selected EU member states (including Austria) and how it has developed in recent years is presented. It then summarises how new technologies are affecting domestic and migrant labour while focusing on the influence of innovations and robotisation. In this paper we document the supply side effects of the imposition of a sudden and complete embargo on specific products, as well as the response to the lifting of measures. Using Turkish customs data we first document the trade effects - the direct embargo impact, diversion effects to other destinations, as well as circumvention effects towards other products - on the intensive margin of firms. We then investigate the broader consequences of sanctions on firms' domestic sales, purchases, and employment, uncovering significant and lasting impacts beyond trade outcomes. The study makes use of a well-defined quasi- natural experiment - the unexpected downing of a Russian military jet and the swift policy response in the form of an embargo - and various administrative datasets at the firm-level. We also propose a novel methodological approach to estimate firm-level effects of trade costs shocks, combining firm- and country-level data.
