[International_seminars] New Jour Fixe - European Centre (14 Jan): Posting of Workers Directive in the Western Balkans
Dear Sir / Madame, We would like to invite you to our new and upcoming Jour Fixe seminar series of the European Centre for Social Welfare Policy and Research. This year the European Centre starts the Jour Fixe seminar series, in which our researchers will present research findings, (draft) reports or papers (also project proposals, theoretical concepts or methods) to colleagues for feedback and discussion in an open space for mutual exchange in a friendly environment. The convenors of the Jour Fixe are Sonila Danaj, Michael Fuchs, and Kai Leichsenring. The Jour Fixe takes place ONCE per month (every second Tuesday in the month) with a pre-announced agenda (duration: 90 min, 12:00-13:30). On Tuesday 14.01.2020, 12:00 - 13:30 Sonila Danaj Title: An institutional analysis of Posting of Workers Directive in the Western Balkans In the first session of the Jour Fixe that takes place on 14 January 2020, our colleague Sonila Danaj will discuss findings of the Posting of Workers in Eastern Europe (EEPOW) project. The presentation focuses on the transposition of Posting of Workers Directive (which regulates the free movement of services of transnational operations by ‘posting’ their workers across the EU) in the four candidate countries of the Western Balkans. The analysis draws from research conducted in Albania, Montenegro, North Macedonia and Serbia, and a needs assessment of their capacities to implement this Directive in terms of six interdependent institutional domains: legal framework, institutional arrangement, inter-agency cooperation, human resources, stakeholder engagement, and public governance. The findings indicate that the transposition and the implementation of the Posting of Workers Directive reveals the contradictions in the EU integration process, where potential members are asked to adopt the EU legal and institutional framework prior to membership, while they cannot implement such framework fully until they join the EU. This creates circumstances of vulnerability and risk of exploitation for posted workers. On Tuesday 11.02.2020, 12:00 - 13:30 Michael Fuchs Tamara Premrov Title: Non-take-up of minimum income benefits in Austria Michael Fuchs and Tamara Premrov investigated whether the reform 2010/11 which replaced monetary social assistance by minimum income benefit was successful in terms of the facilitated access to the benefit. For the analysis, they used the tax-/benefit microsimulation model EUROMOD/SORESI based on EU-SILC data. The present study complements the existing literature in two ways: first, it offers an insight into the development of the target efficiency of benefits of last resort in Austria. Second, it explores the relevance of different measures embedded in the reform.
