Abstract In Italy, as in the rest of Europe, the stagnant dynamics of productivity represent a structural constraint, often overlooked in the formulation of public policies. Since the determinants of productivity are cross-cuIing - from innovation to the quality of institutions - it is necessary to adopt an integrated approach, overcoming the fragmentation between areas of intervention.
