We propose a non-parametric quantile estimate for the non-stationary sequence that incorporates the rate with which the true quantile diverges as the integration horizon expands. The asymptotic normality established for the estimate enables us to construct the confidence interval for the true quantile. Monte Carlo experiments are conducted to demonstrate both the consistency and the advantages of our approach. Abstract In his presentation, Professor Basu will address international spillovers of national economic policies in an economically strongly integrated world. Globalization has thrown a spanner in the way national policies are crafted. Whether it be a decision concerning quantitative easing in an EU economy, the hiking of rates by the U.S. Fed, fiscal policy design by India, or an exchange rate intervention by the People´s Bank of China - in today´s world, a critical element is the awareness that what you do will impact other countries and that in turn may cause a backlash which will come to have an impact on growth, employment and inflation in your own economy. This lecture will take examples from contemporary policy challenges in rich industrialized countries and also emerging economies to illustrate how we can design effective policy in this changed scenario. It will highlight some of the open challenges that we will no doubt have to confront in the coming years. Speaker Kaushik Basu is heading the World Bank´s Development Economics Vice Presidency, the premier research and data arm of the World Bank. He is a Fellow of the Econometric Society and currently on leave from Cornell University, where he is Professor of Economics and C. Marks Professor of International Studies. He also taught at the Delhi School of Economics, Harvard, Princeton and MIT. Prior to his joining the World Bank, he served as Chief Economic Adviser to the Government of India. He received India´s Padma Bhushan award as well as the National Mahalanobis Memorial award. [cid:image001.jpg@01D10040.7A2C5E10] Podiumsdiskussion Sinn und Unsinn von Wirtschaftsprognosen Die Prognose von Konjunktur und Wirtschaftsentwicklung gehört seit langem zu den zentralen Arbeitsbereichen wirtschaftswissenschaftlicher Forschungseinrichtungen. Ihre Bedeutung kann gar nicht zu hoch geschätzt werden: wirtschafts- wie sozialpolitische Maßnahmen beruhen auf Prognosedaten, und insbesondere für demokratische Gesellschaften handelt es sich um eine zentrale Schnittstelle ökonomischen Expertenwissens und der breiten Öffentlichkeit. Das IHS liefert seit rund 40 Jahren eine der beiden zentralen Prognosen in Österreich - ein vierteljährliches, mit hoher Aufmerksamkeit bedachtes Ereignis, das wesentlich zur wissenschaftlichen Profilierung des Instituts beigetragen hat. Ebenso selbstverständlich, wie die Ergebnisse für politische, bürokratische und mediale Schlussfolgerungen herangezogen werden, werden sie aber auch in Zweifel gezogen. Wie exakt sind die Vorhersagen? Welche Vorannahmen liegen der ökonomischen Modellierung zugrunde? Welcher Darstellungsmethoden bedient sich die Prognose, und welche Effekte - intendierte wie nicht intendierte - hat sie? Diese Fragen zu diskutieren heißt, die Prognosetätigkeit zu optimieren, aber auch, sich ihre Möglichkeiten und Beschränkungen klar zu machen. Die Veranstaltung bietet Raum für diese Reflexion: Ausgehend von zwei Impulsreferaten, die jeweils eine spezifische Sicht auf das Phänomen der Wirtschaftsprognose werfen, werden Prognostiker und Rezipienten von Prognoseergebnissen aus Wirtschaft und Politik mit dem Publikum diskutieren. The economic and financial crisis has triggered far-reaching new regulation which forces banks to select and price their business more rigorously. Low interest rates put revenues under pressure and may also change saving and borrowing behaviour. Higher banking fees as an alternative to shrinking interest margins may in some cases be hard to implement in the face of competitive pressure. A number of banks were resolved, nationalised, taken over or merged as a result of the crisis. Cost pressures and a strategic rethinking of bank business models trigger further mergers and takeovers. Electronic and mobile banking are progressively being used and are fundamentally changing customer behaviour and banks’ relations with customers. Demographic change alters the relative weight and the profile of banks’ various target groups. A rising number of wealthy individuals with considerable financial sophistication open up new avenues for custom-tailored wealth management. At the same time, cost-effective customer services need to be shaped for all customer segments. Against this environment, banks will have to rethink their channels of distribution, business and operating models, generate radical and continuous innovation to bridge cost pressures with changing customer needs and the need not to lose touch with their customer base, while at the same time observing regulatory rules and managing risk wisely. Content of submissions: This call for papers invites original research – theoretical or empirical, academic or policy-oriented – on aspects relevant for banks’ retail business in the years to come. Some examples for fields of research are: - Implications for banks’ retail business from changing demographics, including ageing, wealth distribution, immigration - Implications for banks’ retail business from electronic and mobile banking – how to shape future customer relations - Innovation in banking: how can it shape the future of retail banking? - The future of physical bank branches - How might the quest for productivity affect retail banking, e.g. by weakening “relationship banking” and customer loyalty? - Implications for banks’ retail business from new regulatory constraints, including equity standards, liquidity ratios, the separation between traditional and investment banking etc. - How might evolving banking standards and culture change retail banking? - Retail banking, financial education and consumer protection – prospects and challenges - How will the growing importance of shadow banks affect banks' retail business? - Is P2P lending a threat to the traditional banking model? - How will new entrants in the payments business (such as Google, Apple, …) alter traditional retail banking as banks lose their monopoly in the payments area? - Implications for banks’ retail business from mergers and acquisitions in banking - Implications for banks’ retail business from competitive and cost pressures - The future of banks’ retail credit business - The future of banks’ retail savings business - The future of banks’ securities and wealth management - Profitability of retail banking in an environment of ultra-low interest rates and low interest margins - Should banks focus on banking business in a narrow sense or cross-sell other products such as insurance, real estate? This list is non-exhaustive, other contributions fitting into the overall topic of the call for papers are welcome. Formal Requirements and Procedure for Submissions: The SUERF/UniCredit & Universities Foundation Research Prize is open to authors and co-authors who are citizens or residents/students in the EEA, Switzerland, and other countries in which UniCredit is present (in addition to EEA countries, the latter also include Azerbaijan, Bosnia and Herzegovina, Russia, Serbia, Turkey and Ukraine) and born after 30 September 1980. Prizes of EUR 5,000 gross will be awarded to up to two outstanding papers on topics related to “The future of retail banking”. The winning papers will be presented at a SUERF/UniCredit & Universities Foundation Workshop to be held at Vienna University of Economics and Business on the morning of Thursday, 10 December, 2015. Subject to agreement by the authors, SUERF and the UniCredit & Universities Foundation the papers may be published on the organisers’ respective websites. Call for Abstracts Zweite ATHEA-Konferenz für Gesundheitsökonomie „Efficiency and equality in health systems“ Wien, 25. und 26. Februar 2016 Im Bestreben, Gesundheitssysteme an zukünftige Herausforderungen anzupassen, muss eine Balance zwischen effizienter Leistungserbringung und gerechter Ressourcen- bzw. Lastenverteilung zwischen BürgerInnen, Versicherten, PatientInnen, aber auch zwischen health professionals gefunden werden. Auch in Österreich will man mit der laufenden Gesundheitsreform viele Veränderungen umsetzen. Die Gesundheitsökonomie kann dabei mit ihren Forschungsergebnissen die Politik dahingehend unterstützen und informieren, welche Maßnahmen in Mittelaufbringung, Mittelverteilung und Mittelverwendung gesetzt werden können, um diesen Zielen besser gerecht zu werden. Zur Jahreskonferenz im kommenden Jahr werden daher insbesondere Einreichungen begrüßt, die sich mit Effizienz und/oder gerechter Verteilung in unterschiedlichen Bereichen des Gesundheitssystems beschäftigen. Smith, Professor emeritus am Imperial College London und · Leonie Sundmacher, Professorin an der Ludwig-Maximilians-Universität München Peter C. Smith ist Professor emeritus am Imperial College London, wo er das Centre for Health Policy am Institute of Global Health Innovation gründete und als Co-Direktor führte. Seine Forschungsschwerpunkte der letzten Zeit sind die Messung von Performance und Produktivität in Gesundheitssystemen sowie Fragen der universellen Gesundheitsversicherung. Neben seiner umfangreichen Publikationstätigkeit berät er auch Regierungen und Institutionen weltweit. Leonie Sundmacher leitet seit Oktober 2013 den Fachbereich Health Services Management an der Fakultät für Betriebswirtschaft der Ludwig-Maximilians-Universität München und war davor Juniorprofessorin für das Fachgebiet Versorgungsforschung und Qualitätsmanagement im ambulanten Sektor an der Technischen Universität Berlin. These considerations affect citizens, insurees, patients and also health professionals, and their viewpoints have to be taken into account. Austria tries to address many challenges with the current health care reform, and health economics research can provide the evidence base for policy makers needed to implement the right measures in raising, pooling and allocating funds in order to meet these goals. For our conference next year we especially encourage the submission of research in efficient and equitable allocation in all areas of health systems. We are happy to announce two well-known keynote speakers: · Peter C. Smith, Professor emeritus at Imperial College, London and · Leonie Sundmacher, Professor at Ludwig-Maximilians-University, Munich Peter C. Smith is Professor emeritus at the Imperial College in London, where he co-founded the Centre for Health Policy at the Institute of Global Health Innovation. He also held the position of co-director. His main research areas over the last few years have been the measurement of performance and productivity in health systems as well as issues of universal health coverage. Besides his active research he also advises governments and institutions worldwide. Leonie Sundmacher is head of the department of Health Services Management at the faculty of business administration of the Ludwig-Maximilian University in Munich. Galbraith Lyndon B. Johnson School of Public Affairs, The University of Texas at Austin Abstract James Galbraith worked closely with Yanis Varoufakis for the five months of the latter's tenure as Finance Minister of the Hellenic Republic. He will discuss the experience and the implications of the outcome for the future of Greece and for the future of Europe. James Galbraith is visiting Vienna at the invitation of the Renner Institute. In the framework of that invitation he will give a talk at the Architekturzentrum Wien on Tuesday, October 6, 6 pm. James K. Galbraith holds the Lloyd M. Bentsen Jr. Chair in Government/Business Relations and a professorship of Government at the Lyndon B. Johnson School of Public Affairs, The University of Texas at Austin. He holds degrees from Harvard and Yale (Ph.D. in economics, 1981). He studied as a Marshall Scholar at King's College, Cambridge in 1974-1975, and then served in several positions on the staff of the U.S. Congress, including executive director of the Joint Economic Committee. He directed the LBJ School's Ph.D. Program in Public Policy from 1995 to 1997. He directs the University of Texas Inequality Project, an informal research group based at the LBJ School. Galbraith is a member of the Lincean Academy, the oldest honorary scientific society in the world. He is a senior scholar of the Levy Economics Institute and chair of the Board of Economists for Peace and Security, a global professional network. He writes frequently for policy magazines and the general press. We propose a non-parametric quantile estimate for the non-stationary sequence that incorporates the rate with which the true quantile diverges as the integration horizon expands. The asymptotic normality established for the estimate enables us to construct the confidence interval for the true quantile. Monte Carlo experiments are conducted to demonstrate both the consistency and the advantages of our approach.
