Wolff* <https://wiiw.ac.at/files/events/images/575-776.jpg> Director of Bruegel since June 2013, Guntram Wolff is a recognized thought leader and academic. He regularly testifies at the European Finance Ministers' ECOFIN meeting, the European Parliament, the German Parliament (Bundestag) and the French Parliament (Assemblée Nationale). From 2012-16, he was a member of the French prime minister's Conseil d'Analyse Economique. In 2018, then IMF managing director Christine Lagarde appointed him to the external advisory group on surveillance to review the Fund’s priorities. In 2021, he was appointed to the G20 high level independent panel on pandemic prevention, preparedness and response. He is also a professor (part-time) at the Solvay Brussels School of Université Libre de Bruxelles, where he teaches economics of European integration. *Climate and Macroeconomics* Economic growth has historically been the main driver of rising greenhouse gas (GHG) emissions. To achieve steep emission reductions, the world would have to either decouple global GHG emissions from gross domestic product (GDP) at an unprecedented pace or face deep cuts to GDP. The lecture will review the literature on both degrowth and green growth and discuss their most important arguments and proposals. It will then discuss the outlines of a ‘green fiscal pact’ in the European context. The additional public investment need required to meet the European Union’s climate goals is between 0.5 percent and 1 percent of GDP annually during this decade. Increasing green public investment while consolidating deficits will be a major challenge. While simulations show that budget consolidation can be done at a moderate pace in line with EU rules if those rules are interpreted flexibly, past consolidation episodes resulted in major public investment cuts. This time, there is a need for a major increase in investment. A ‘green golden rule’ (excluding net green investment from the fiscal indicators used to measure fiscal rule compliance) is the most promising option to address this tension. Relaxing the strictness of the EU fiscal framework beyond its existing flexibility and the proposed green golden rule does not appear necessary in the next few years. The uncertain growth impact of green public spending and the risks to growth from climate change create difficult trade-offs in fiscally weaker countries. In any case, better regulatory policy and a higher price on emissions should incentivise private green investment and reduce public costs. These ingredients should be combined to form a ‘green fiscal pact’. We are very much looking forward to seeing you there! WIC Colloquium (hybrid format) ********************* Jenny Trinitapoli, University of Chicago An Epidemic of Uncertainty Tuesday, May, 31st, 2022, 10:00-11:00 (CEST) Please register for the presentation here: https://www.oeaw.ac.at/vid/events/wic-colloquium/wic-colloquium-registration Abstract: After a four-decades-long battle against HIV, the standard global-health metrics have started to point to good news: new infections are down, prevalence has stabilized, life-saving antiretroviral drugs are widely available, mother-to-child transmission is lower than ever, and AIDS-related mortality has declined. But in the wake of pandemic AIDS, an epidemic of uncertainty persists. In Malawi, adult prevalence of HIV has been steady at roughly 14% since 2000; yet at any given point in time, half the young-adult population doesn't know their HIV status. I argue that AIDS-related uncertainty is measurable, pervasive, and impervious to biomedical solutions. The consequences of uncertainty are pertinent to multiple domains of life including relationship stability, fertility, health, and well-being. Even as HIV is transformed from a progressive, fatal infection to a chronic and manageable condition, the accompanying epidemic of uncertainty remains central to understanding social life in this part of the world. About the presenter: Jenny Trinitapoli is an Associate Professor in the Department of Sociology at the University of Chicago, where she also directs the Center for International Social Science Research. Her training is in two areas: social demography & the sociology of religion. Dear colleagues, I would like to draw your attention to the OeNB Summer School on the topic "Macro models with heterogeneous agents and their use for monetary policy based on household-level micro data". The course aims to provide (i) the basic theoretical insights about the key features of modern micro-based macro models dealing with monetary policy transmission, (ii) an understanding about the development of these tools, how to solve these models and major differences with regard to more traditional macro models (iii) knowledge about the data needs and techniques to calibrate/estimate them based on micro-level household data (HFCS). Title Greater Than the Sum of the Parts: Aggregate vs. Aggregated Inflation Expectations Abstract Using novel survey evidence on consumer inflation expectations disaggregated by personal consumption expenditure (PCE) categories, we document the paradox that consumers' aggregate inflation expectations usually exceed and are more volatile than any category expectation. We explore procedures for aggregating category inflation expectations, and find that the inconsistency between aggregate and aggregated inflation expectations rises with subjective uncertainty and systematically relates to socio-economic characteristics. Overall, our results are inconsistent with the notion that consumers' aggregate inflation expectations comprise an expenditure-weighted sum of category beliefs. Moreover, aggregated inflation expectations explain a greater share of planned consumer spending than aggregate inflation expectations.
