Dear all, Applications are open for Vienna Graduate School of Economics-Programme (VGSE) 2017: *Vienna Graduate School of Economics offers positions for PhD students (fully financed)* Vienna Graduate School of Economics (VGSE) is located at the University of Vienna and offers a broad three-year PhD programme in economics focusing on specialized field courses, research seminars and intensively supervised research time. One year is allocated to course work and research training; two years to research. The programme is entirely run in English. Applicants at VGSE have completed a high quality research master programme with advanced courses in microeconomics, macroeconomics, and econometrics. As a VGSE PhD student you work on your own research in the VGSE office and contribute to an active research environment. In countries where the news media is highly regulated and censored, the free distribution of information (including auto and any visual imagery) over the Internet is often seen as a threat to the legitimacy of the ruling regime. This study compares electoral outcomes at polling station level between the Russian presidential election at the beginning of March 2012 with the parliamentary election held three months earlier in December 2011. Electoral regions in two cases are compared: regions that experienced internet censorship at the presidential election but not the parliamentary election, versus regions that maintained a good internet connection without interference for both elections. Internet censorship is identified using randomised internet probing data in accuracies down to 15-minute intervals for up to a year before the election. Using a difference-in-difference design, an average effect of increased vote share of 3.2 percentage points for the government candidate is found due to internet throttling. Results are robust to different specifications and electoral controls are used to account for the possibility of vote rigging. A PRESENTATION OF THE STUDY “FROM REFUGEES TO WORKERS” IVÁN MARTÍN Migration Policy Centre, European University Institute, Italy Abstract Integrating the more than one million refugees who have come to Europe since 2015 is a key challenge for the present social peace and the future economic prosperity of the continent. Rapid labour market integration is crucial in making that integration succeed and in turning the refugee crisis into an economic boost for Europe. However, the OECD has estimated that it takes 20 years for refugees to achieve the same employment rates as native workers. Now, what are EU Member States doing to facilitate that process and shorten the labour market assimilation process for recent refugees? The presentation will review the main findings of a recent study carried out by the Migration Policy Centre of the European University Institute with the support of the Bertelsmann Stiftung. The study, ‘From Refugees to Workers: Mapping Labour Market Integration Support Measures for Refugees and Asylum-Seekers in EU Member States’, is based on nine country case studies (including Austria, carried out by wiiw). It reviews 94 concrete support measures for skills assessment and skills development, economic incentives for integration, job intermediation, recognition of skills and qualifications and ‘integration packages’. It researches how these measures work and the challenges that they face, and what can be learnt from the experience so far. According to the conclusions of the study, despite different social, institutional and labour market contexts across Europe, there is a high degree of comparability, both in terms of the structural challenges faced and in terms of policy responses to them. Some recurrent challenges to the labour market integration of refugees throughout the European Union include: the legal and administrative hurdles making their integration more difficult; the lack of capacity in public employment services and other state institutions for tackling the specific needs of this group; and insufficient coordination among local and national governments, leading to some fragmentation in implemented measures. However such models are impractical for applications, as they assume that a large number of observations are available, often all subsets of a starting universal set of alternatives. In this paper we show how to retrieve the unknown distribution of cognitive parameters in a population of agents from a single dataset recording grocery store sales of painkillers, and provide a simple example to illustrate how to apply our methodology with actual data. Paper jointly with Valentino Dardanoni, Marco Mariotti and Christopher Tyson and Degustibus est disputandum - How Society Shapes Preferences (Ernst Fehr) Economists assume that preferences are exogenously given and stable. Therefore, they are not interested in examining how society shapes preferences. Sociologists believe that it is obvious that society affects individuals' preferences and therefore they also do not examine this question - apart from the fact that they largely lacked the tools to do so. However, methodological progress makes it now possible to tackle this question. We show, by example, that important economic phenomena such as excess volatility of asset price, the role of business culture, the economic impact of education and parental style or the long run impact of catastrophic events can be better understood by also studying how they affect preferences. Mariya Hake (with Christian Alexander Belabed) OeNB Abstract Using data from the OeNB Euro Survey, this paper sheds light on the determinants of trust in national governments in ten Central, Eastern and Southeastern Europe (CESEE) countries in the period 2009-2015. Using a unique data set that allows us to construct a measure of income inequality at the regional level, this study is one of the first to focus on the impact of regional income inequality on trust in public institutions for most of the countries in our sample. By applying multilevel modelling to account for the hierarchical structure of the data, our main findings indicate that while trust in national institutions increases with relative income, it overall declines with the increase of regional inequality. This result is valid across different specifications tested and despite the slight decrease of income inequality over the period as shown by the regional Gini index. In addition, our analysis shows that institutional trust in the CESEE countries tends to be pro-cyclical, while households in the EU countries in our sample react less negatively to higher income inequality. Der Preis richtet sich an qualifizierte Wissenschafterinnen bis zu einer Altersgrenze von 35 Jahren, die ihre Masterarbeiten (oder Diplomarbeiten) an einer österreichischen Universität im Bereich „International Economics“ verfasst haben. Der „FIW Award“ hat das Ziel, hervorragende Masterarbeiten und Diplomarbeiten von Frauen sichtbar zu machen und zu prämieren. Frauen sollen damit motiviert werden, eine wissenschaftliche Karriere einzuschlagen. Die Höhe des Preises von insgesamt € 3.000,00 kann auf mehrere Nachwuchswissenschaftlerinnen aufgeteilt werden.
