It focuses on a reassessment of the relative effectiveness of fiscal policy and its ability to stabilize the economy when monetary policy reaches its limit. This paper aims to present in detail the main principles of The New View, to extend them, bring additional theoretical and empirical evidence, as well as concrete policy implications for the architecture of the European Monetary Union. The New View builds upon five core principles. Firstly, fiscal policy is a significant and efficient complement to monetary policy at the zero lower bound on theoretical grounds. Secondly, we take a closer look at the empirical evidence on government spending multipliers in a recession, both in the DSGE and in the VAR literature, and show it points to much higher multipliers than in normal times. Thirdly, we provide evidence to why fiscal space is actually higher than normally perceived in a recession, because fiscal stimuli can pay for themselves by enhancing current growth and potential output. We shortly discuss whether it is not better to have a sustained stimulus rather than a short one and whether enhanced global spillover effects in an environment of insufficient aggregate demand further enhance fiscal policy effectiveness. All of the above arguments point to the welfare enhancing effects of fiscal stimulus during a zero lower bound episode and that an approach, led by the New View, would have delivered better macroeconomic outcomes during the Eurozone crisis. Yet even as administrators and policymakers extol the benefits of global science, few recognize the diversity of international research collaborations and their participants, or take gendered inequalities into account. Zippel considers systematically the challenges and opportunities that the globalization of scientific work brings to U.S. academics, especially for women faculty. While some have approached underrepresentation as a national concern with a national solution, Zippel highlights how gender relations are reconfigured in global academia. The case of STEM fields shows how gendered cultures and structures in academia persists and contribute to an underrepresentation of women also in global science. But for U.S. women in particular, international collaboration offers opportunities to step outside of exclusionary networks at home. International collaboration is not the panacea to gendered inequalities in academia, but, as Zippel argues, international considerations can be key to ending the steady attrition of women in STEM fields and developing a more inclusive academic world. Dear colleagues, The Department of Economics cordially invites you to the WU Economic Research Seminar (Department Seminar) on Wednesday, November 14, with Dieter Pennerstorfer (JKU Linz) on "When Weak Ties are Strong: Ethnic Enclaves, Information Frictions, and Labor Market Sorting of Immigrants" Abstract: In this paper, we investigate the effects of ethnic enclaves on the economic prospects of newly arrived immigrants. Using a geo-coded full population longitudinal matched employer-employee data for Stockholm metropolitan region, we create dyads between residential neighborhoods and potential workplace neighborhoods for newly arrived unemployed immigrants from the Balkans and the Middle East, who arrived to Sweden during two distinct time periods following wars. By estimating a conditional logit model on the first workplace location, we control for unobserved individual heterogeneity, as well as general enclave effects stemming from the residential neighborhood. We find that immigrants are more likely to find their first jobs in locations where many ethnic peers from their neighborhoods are employed. Our analysis provides evidence for causal effects from ethnic networks on reducing labor market frictions associated with information on jobs and job locations. The suggested Constrained Poisson Pseudo Maximum Likelihood Estimator exhibits some useful properties for trade policy analysis and allows to obtain estimates and confidence intervals which are consistent with structural trade theory. Assuming different counterfactual post-Brexit scenarios, our main findings suggest that UK's exports of goods to the EU are likely to decline within a range between 7.2 percent and 45.7 percent (EU's exports to UK by 5.9 percent to 38.2 percent) six years after the Brexit has taken place. For the UK, the negative trade effects are only partially offset by an increase in domestic goods trade and trade with third countries, inducing a decline in UK's real income between 1.4 percent and 5.7 percent under the hard Brexit scenario.
