Liebe Kolleg:innen, die Wirtschaftspolitischen Blätter schreiben zur gezielten Nachwuchsförderung erstmals den WPBl Best Paper Award aus. Mit diesem Preis soll herausragende wirtschaftswissenschaftliche Forschung junger Ökonom:innen im Gebiet der Wirtschaftspolitik gewürdigt und sichtbar gemacht werden. Der Preis ist mit 1.000 Euro dotiert und wird für das beste eingereichte wissenschaftliche Paper von Nachwuchsökonom:innen vergeben. Er wird von der WKÖ gesponsert und im Rahmen der WPBl Jahreskonferenz am 29. September 2026 auf der WU Wien überreicht. Das Paper wird anschließend (nach erfolgreichem Single-Blind Peer Review) in den Wirtschaftspolitischen Blättern publiziert. * Wer kann einreichen? Abstract: The thesis of this paper is that increased automation, through the continued adoption of industrial robots and the rapid proliferation of artificial intelligence, may challenge the fiscal sustainability of public pension systems. We develop a general equilibrium overlapping generations model with two types of automation capital, substituting for routine and cognitive labor respectively, and ask whether it is welfare-improving to shift pension funding from labor income taxes to taxes on automation capital income. Analytically, we show that the payroll tax rate required to maintain a given benefit level depends on the product of the labor task share and total output, that a revenue-neutral tax shift toward automation capital unambiguously increases savings and capital accumulation, and that labor supply policies become increasingly ineffective for generating pension revenue as automation deepens. Calibrating the model to Germany, we find that shifting pension funding toward automation capital is always welfare-improving, with consumption-equivalent welfare gains ranging from 3.8 percent under current conditions to over 8 percent when population aging and increased automation coincide. Abstract: Central clearing counterparties (CCPs) manage counterparty risk by requiring clearing members to post margins. This paper explores the role of margins as “canaries in the coal mine:” By inducing defaults of fragile counterparties before contract maturity, margin calls enable CCPs to transfer these contracts to other counterparties, thereby preserving risk sharing. Our model reveals a pecking order of CCP risk management tools. When fragility is low, loss sharing among original counterparties suffices. When fragility is high, such that defaults at contract maturity would trigger cascading failures among clearing members, the CCP optimally complements loss sharing with margins. It is optimal to use margins as canaries when the balance sheets of fragile counterparties are severely impaired. Our findings highlight the complementary nature of CCP risk management tools: margins, loss sharing, and counterparty replacement. Abstract This paper examines the causal effect of high school majors on cognitive skills. We compare students just above and below GPA admission cutoffs using a regression discontinuity design and find that fields of study at age 16 impact cognitive skills around age 18. Admission to STEM relative to non-academic programs raises both crystallized and fluid cognitive skills by about 0.05 standard deviations, while admission to business, social sciences, and humanities (BSH) relative to STEM lowers both by 0.10 standard deviations. Analyses of test components indicate that STEM programs particularly foster spatial reasoning and technical problem-solving skills. Dear all, Our next seminar speaker at CEU is Xavier Jaravel (LSE). Seminar title: "Conversations at Scale: Robust AI-led Interviews" (joint work with Friedrich Geiecke). Abstract: The advent of large language models (LLMs) creates new opportunities to conduct qualitative interviews at scale and at low cost, with thousands of respondents, thereby bridging qualitative and quantitative methods. We develop a simple, versatile approach for researchers to run AI-led qualitative interviews, including voice interviews. We assess its robustness by drawing comparisons to human experts and with several respondents-based quality metrics. The versatility of the approach is illustrated through four broad classes of applications: eliciting key factors in decision making, political views, subjective mental states, and mental models of the effects of public policies. High performance ratings are obtained in all of these domains. Our applications highlight the potential of AI-led interviews as a tool for measurement, hypothesis generation, and discovering mechanisms. Abstract: This paper develops a framework for integrating carbon pricing into existing international trade agreements, which traditionally have overlooked climate concerns. We start by showing that: (i) Countries benefiting most from trade agreements also generate higher trade-related emissions. (ii) National-level carbon taxes create pecuniary terms-of-trade externalities, causing the burden of carbon taxes imposed in one country to fall onto consumers elsewhere. Finding (i) indicates that contingent trade reforms that link market access to carbon pricing could effectively reduce emissions. However, due to the pecuniary externalities described by(ii), a redistribution mechanism may be necessary to equalize the tax burden internationally. To address this, we propose a Global Climate Fund to redistribute border-related carbon tax revenues.
