Calls Environmental Protection and Sustainability Forum | Climate Economics Spring School Dear all, The Karl-Franzens University Graz, Austria, is pleased to announce, both, the Environmental Protection and Sustainability Forum, taking place in Graz, Austria, from April 7-9, 2020 and the immediately pre-running Spring School on Climate Economics for PhD students and early PostDocs, from April 4 (arrival) to April 6, 2020 at the Castle Seggau, in Styria, Austria. The Environmental Protection and Sustainability Forum is a 3-day international forum dealing with international and global environmental problems, including for instance climate change and biodiversity and the link between trade and the environment. Dear colleagues, The Department of Economics cordially invites you to the WU Economic Research Seminar (Department Seminar) on Wednesday, November 6, with Paul Hünermund (Maastricht University) on "The impact of internationally co-funded public technology transfer programs on academic productivity, collaboration, and commercialization" Abstract: University researchers are increasingly encouraged to seek out alternative funding sources next to the standard public funding mechanisms and to engage in knowledge transfer activities (the so-called "third mission" of universities). As the prominence of commercially oriented research jointly with industry has increased in recent years, scholars progressively worry about the long-term effects of this change in funding mechanisms on scientific production. In this paper, we analyze data stemming from the Eurostars Joint Programming Initiative, a public R&D support scheme that is jointly organized by 33 European countries. Eurostars financially supports close-to-market research projects by international consortia of small and medium-sized enterprises together with scientific partners from public research organizations. Based on bibliometric analyses and a quasi-experimental research design, the paper investigates the effect of Eurostars funding specifically on scientists' productivity (in terms of quantity, quality and direction), commercialization efforts, as well as collaboration patterns. There are by now many explanations of these trends, most of them focus on the crisis and its aftermath. Less attention has been paid to the distant roots of the crisis. It is argued here that in order to understand what went wrong since the crisis, it is important to recognize the causes of EU fragility before the crisis. The interdependence between countries at different levels of development entailed the build-up of increasing fragilities: the countries of the European peripheries increased their dependency on the core. At the same time, the export-led model of the core and the austerity policies since the crisis, reduced the absorptive capacity of the internal markets, leading to the increased fragility of the entire EU. The sustainability of the European project requires to reverse the process of dependency, widening the domestic market and sustaining the productive capacities of late-comer countries. This can only be achieved through a series of related steps: assign responsibility for growth and employment to the EU; the reversal of the policy mix (between monetary and fiscal policy) and a EU-wide industrial policy targeting the social engines of growth (technology, innovation, and social objectives). _ANNAMARIA SIMONAZZI is Professor of Economics at Sapienza University of Rome, Italy, where she is the director of the Master in Economics and local coordinator of the European Phd in Socio-Economic and Statistical Studies. She heads the Scientific Committee of the Fondazione Giacomo Brodolini, a research institute carrying out research activities, technical assistance, and capacity building in the fields of labour, economics, development and culture in Europe. More than half of these applicants received a recognised protection status in one form or another. On average, female applicants had a slightly higher chance to gain protection than male applicants, a fact we refer to as the gender gap in asylum recognition rates. While small on average, this gender gap varies tremendously and, we show, systematically across refugees' countries of origin. We discuss four potential explanations, namely a general preference for women, gender-specific grounds for protection and persecution affecting men and women differently, differences in the demographic composition of male and female asylum-seeking populations, and, lastly, male dominance in violent crime coupled with some nationalities exhibiting a much higher prevalence of violent crime suspects than others. We show that the cross-country variation in the gender gap in asylum recognition rates can be explained by the latter three determinants, whereas controlling for these structural determinants we find no evidence for a general preference for women. Thomas Plümper is Professor of Quantitative Social Research at the Vienna University of Economics and Business. Plümper was previously Professor of Government at the University of Essex and Director of the Essex Summer School in Social Science Data Analysis. He is also one of the founders of the European Political Science Association and currently serves as the Association's Vize-president. Plümper has published widely on social science methodology, political economy, and in socio¬economics. His contribution to social science research on natural disasters made him a fellow of the Sendai Framework of Disaster Risk Reduction.
