Oktober 2016, 13:15 Uhr WIFO, Großer Sitzungssaal Jürgen Essletzbichler (WU Wien) "The Evolution of Specialization in the EU 15 Knowledge Space" Kommentar: Andreas Reinstaller (WIFO) Abstract: Significant attention has been directed to processes of knowledge production, but little consideration has been given to the type of technological knowledge produced within specific places. Patent co-classification data are employed to measure the distance between all pairs of International Patent Classification categories in order to visualise and to trace the evolution of the EU 15 knowledge space from 1981 to 2005. Technological relatedness measures specify the degree of specialisation of knowledge produced within each NUTS 2 region. Knowledge specialisation has increased significantly across regions since 1981. Changes in the average relatedness of regional knowledge cores are decomposed to reveal the contributions of technological entry, exit and selection processes over space and time. In a final section of the paper, technological diversification and abandonment at the regional level are modeled as a function of proximity to the knowledge core of the region and to knowledge spillovers from neighboring regions. Dear Sirs, We have the pleasure of inviting you to the 79th East Jour Fixe of the Oesterreichische Nationalbank (OeNB) on the topic of “Capital Flows to CESEE: Impact on Macro-Financial Stability and Policy Responses,” which will take place at the OeNB in Vienna on November 4, 2016. The East Jour Fixe was initiated by the OeNB in 1991. It is a high-profile policy discussion forum on economic reforms and developments in Central, Eastern and Southeastern Europe (CESEE). Participants come from diverse backgrounds and present academic, political and other professional expertise to a selected audience. The 79th East Jour Fixe will focus on recent developments and driving factors of capital flows in CESEE countries. Joshua Aizenman (USC) will give a keynote speech at the beginning of the workshop. In session 1, we will review the driving forces behind the interaction of capital flows and the boom-bust-cycles the region has experienced during the recent two decades. In session 2, we will look at international country experiences in coping with volatile capital inflows and review the effectiveness of different policy measures. We will end with a panel discussion in order to draw some policy lessons for CESEE countries. Please find the program attached to this e-mail.
