Hahn (Austrian Institute of Economic Research - WIFO) on "Credit Limits: A Potential Outcome Analysis of Bank-Firm Relationship" Abstract: At the center of this study has been the identification of the empirically and, thus, policy relevant causes of financial contraction. To be specific, our focus has been on identifying the "pure" credit-limiting supply effect in order to assess its importance as it is claimed in the theoretical literature. In order to resolve the underlying identification problem in empirical credit market analysis we apply advanced methods of the matching approach. To the best of our knowledge our work is the first that uses matching techniques to resolve the identification problem in conjunction with credit supply and credit demand. Most importantly, advanced matching techniques allow us to identify the causal effect of credit constraints on non-financial businesses. By comparing the effects of credit constraints on businesses that were exposed to credit limits to those that were not exposed to credit limits but were otherwise identical to the credit-constrained firms prior to the treatment, the selection problem can be solved and the average treatment on the treated is computed as the difference in outcome between those two groups. The empirical analysis is based on a unique, interlinked micro-dataset drawn from banks and business firms of the Austrian economy that covers the pre-crisis period from 2004 onwards, the crisis period 2008 and 2009 and the post- crisis period from 2010 onwards (until 2013). By applying propensity score analysis we are able to show that bank credit limits are not only imposed due to unfavorable demand-side factors (i. e., bad debtors, poor information, weak growth environment, high exposure to external shocks) but also due to supply-side weaknesses such as poor bank capitalization. The overall-picture of our findings even fuels speculation that the average Austrian non-financial company might have been running a much higher credit-limitation risk during the financial crisis and thereafter as many, experts and authorities alike, initially assumed and, what's more, still refuse to believe. We focus our attention on two hypotheses as to why public consumption expenditure has been constantly increasing: Wagner’s law and Baumol’s cost disease. The estimated income elasticity of demand for public consumption expenditure suggests that Wagner’s law is not confirmed. In contrast, price-inelastic demand combined with a strong increase in the prices of public services relative to private goods suggest that Baumol’s cost disease is at work. 2. As part of their quest for EU membership, over the past few years, Albania, Bosnia-Hercegovina, Kosovo, Montenegro, and Serbia have adopted fiscal policy rules. Although still at a relatively early stage of implementation, a preliminary evaluation of the design and operation of the rules—applying internationally accepted standards of good practice—suggests that their quality across countries is rather mixed. Abstract Over the last decades, tariffs have been substantially reduced through multilateral and regional negotiations. The research and policy agendas have shifted towards less standard trade barriers. Exporters all over the world must comply with complex regulations, prepare the necessary paperwork, have their shipments inspected and be subject to lengthy customs clearance. Uncertainty associated with the time delays induced by customs clearance and uncertainty in delivery conditions may negatively affect trade. This paper explores the role of uncertainty in trade associated with both customs-specific time delays and delivery conditions. We employ a highly detailed dataset on the export from Russia, over the 2011-2015 period. By exploiting the customs clearance process in Russia, we identify the causal impact of customs-driven administrative barriers on the extensive and intensive margins of export flows. We show that time delays induced by customs clearance negatively affect exports, even after controlling for other potentially confounding factors. Overall, we observe significant heterogeneity in stringency of customs-related administrative barriers across customs control points at the border. We further explore the role of Incoterms, which are used as a tool to delimit the risks associated with transportation and delivery of goods. We show that the more risks are passed to the buyers, the higher the export value is. Meanwhile, in the cases where exporters take full control over export clearance, the export margins are significantly higher. Keywords: Customs, Administrative barriers, Uncertainty, Export margins. Abstract Over the last decades, tariffs have been substantially reduced through multilateral and regional negotiations. The research and policy agendas have shifted towards less standard trade barriers. Exporters all over the world must comply with complex regulations, prepare the necessary paperwork, have their shipments inspected and be subject to lengthy customs clearance. Uncertainty associated with the time delays induced by customs clearance and uncertainty in delivery conditions may negatively affect trade. This paper explores the role of uncertainty in trade associated with both customs-specific time delays and delivery conditions. We employ a highly detailed dataset on the export from Russia, over the 2011-2015 period. By exploiting the customs clearance process in Russia, we identify the causal impact of customs-driven administrative barriers on the extensive and intensive margins of export flows. We show that time delays induced by customs clearance negatively affect exports, even after controlling for other potentially confounding factors. Overall, we observe significant heterogeneity in stringency of customs-related administrative barriers across customs control points at the border. We further explore the role of Incoterms, which are used as a tool to delimit the risks associated with transportation and delivery of goods. We show that the more risks are passed to the buyers, the higher the export value is. Meanwhile, in the cases where exporters take full control over export clearance, the export margins are significantly higher. Keywords: Customs, Administrative barriers, Uncertainty, Export margins. The response of aggregate demand to the announcement of a future loosening in monetary policy falls when financial wealth is more concentrated. The concentration of financial wealth matters because households with great net financial wealth (creditors) are those who are the most likely to believe the announcement, due to the potential loss of wealth from the prospective policy easing. And when creditors believe the announcement more than debtors, their expected wealth losses are larger than the wealth gains that debtors expect. So aggregate net wealth is perceived to fall, which attenuates the effects of forward guidance announcements and can even lead to a contraction in aggregate demand when financial wealth is concentrated enough. We calibrate the model to the Euro area after allowing agents to trade in short and long term nominal assets as well in real assets, and find that the effect can be quantitatively important.
