Dear Sir / Madame, We would like to invite you to our upcoming event in the International Seminar Series of The European Centre for Social Welfare Policy and Research: *Care workers with migrant backgrounds in professional long-term care provision in Germany: Patterns of integration and the interaction of policy fields, *presented by Prof Hildegard Theobald, University of Vechta, Germany Date: Wednesday, 17th May 2017, 12:30 - 14:00 Location: Seminar Room at the European Centre for Social Welfare Policy and Research, Berggasse 17, 1090 Vienna Abstract: Embedded in an expansion and restructuring of professional care services in Germany care workers with migrant backgrounds have increasingly been employed in professional care services in Germany. Based on a large survey study in home-based- and residential care services throughout the country the patterns of integration of care workers with and without migrant backgrounds in professional long-term care services in Germany will be compared. An own multi-level intersectional approach will be used to reveal the interrelated impact of – long-term care-, professionalization- and migration policies – on the employment- and working-situation, i.e. the patterns of integration in professional care organizations respectively daily care work. The analysis examines the interrelated effects of migration backgrounds and skill levels as an indicator for social class in the female dominated work field. Against the background of mainly stable residence- and work permits two impacts can be found: 1) access to qualified care-related training programs for care workers with migrant backgrounds and a strong impact of the skill level on their employment situation and 2) features of a difficult working-situation in daily care provision for care workers with migrant backgrounds in residential care provision in a complex interrelationship to skill levels. Adverse selection is defined quantitatively as the difference in expected value of those who trade compared to the population at large, conditional on public information. In our employer learning context, this is also the amount by which wages are depressed by asymmetric information. For a fixed information structure, efficiency and adverse selection are co-monotone. Both depend on the realisation of information only through its effect on the public expectation of the worker's match with the current employer, with adverse selection increasing and efficiency decreasing in this variable. Instead, comparing different information structures can allow expected adverse selection and efficiency both to increase. More generally, we parameterize Gaussian information structures and characterise the extent of adverse selection and efficiency that they can achieve. Under natural conditions, average wages are higher for the workers who leave than are retained when adverse selection is imposed (approximately) efficiently.
