[cid:image001.png@01CF9C58.2BC464E0] Call for Abstracts Dritte ATHEA-Konferenz für Gesundheitsökonomie „Health services research in patients with complex needs“ Wien, 23. und 24. November 2017 Die alternde Bevölkerung stellt nicht nur in quantitativer, sondern auch in qualitativer Hinsicht eine Herausforderung an die bestehenden Gesundheitssysteme dar. Die Behandlung chronischer Erkrankungen geht häufig mit Multimorbiditäten einher, die die Anforderungen an das Management von Behandlungsabläufen und damit oft auch von unterschiedlichen Angebotsstrukturen erhöhen. Unter dem Stichwort der integrierten Versorgung werden hierzu in zahlreichen Ländern Projekte durchgeführt und Versorgungsstrukturen umgebaut, um eine abgestimmte und umfassende Versorgung auch unter diesen erschwerenden Bedingungen weiterhin gewährleisten zu können. Zur dritten ATHEA Konferenz im November 2017 sind Einreichungen zu allen aktuellen gesundheitsökonomischen und –politischen Themen willkommen, um einen Überblick über die gesundheitsökonomische Forschung in und über Österreich zu erzielen. Wir freuen uns, zwei renommierte Keynote Speaker ankündigen zu dürfen: · Prof. Dr. Ellen Nolte, MPH PhD, Honorarprofessorin an der London School of Hygiene and Tropical Medicine (LSHTM) sowie European Observatory on Health Systems and Policies · Prof. Dr. Chris Bojke, MSc, Professor für Gesundheitsökonomie, Universität Leeds Ellen Nolte koordiniert am European Observatory die beiden Londoner Niederlassungen an der London School of Economics und an der London School of Hygiene and Tropical Medicine. Zuvor leitete sie das Health and Healthcare Policy Programme bei RAND Europe in Cambridge. Ihre Forschungsschwerpunkte liegen einerseits im Bereich internationaler Gesundheitssystemvergleiche und andererseits in der Anpassung von Gesundheitssystemen an chronische Erkrankungen. Neben ihrer umfangreichen Publikationstätigkeit berät sie Regierungen und Institutionen, und hat auch bereits wiederholt in Österreich vorgetragen. Chris Bojke ist Inhaber des Lehrstuhls für Gesundheitsökonomie an der Universität Leeds. Davor war er Senior Research Fellow am Centre for Health Economics in York. Sein besonderes Forschungsinteresse gilt großen Beobachtungsdatensätzen und ihrer Anwendung in Health Technology Assessment und Politikevaluation. Caring for persons with chronic diseases often entails the care for multimorbidity, which poses even higher demands on the management of care processes and the organization of care settings. The buzzword integrated care labels numerous projects and reforms in health care systems across countries which are aimed at achieving comprehensive, well-aligned but also sustainable care for patients with complex needs. For our third ATHEA conference, we encourage the submission of abstracts on all current topics in health economics and health policy, in order to provide a broad overview on health economic research in and about Austria. We are happy to announce two well-known keynote speakers: · Prof. Dr. Ellen Nolte, MPH PhD, honorary professor at the London School of Hygiene and Tropical Medicine (LSHTM) and the European Observatory on Health Systems and Policies · Prof. Dr. Chris Bojke, MSc, chair in health economics, University of Leeds Ellen Nolte currently serves as coordinator of the two London hubs of the European Observatory, at the London School of Economics and at the London School of Hygiene and Tropical Medicine. She previously acted as director of the Health and Healthcare Policy Programme at RAND Europe in Cambridge. Her research focus is on international health system comparisons and on the impact of chronic diseases on health reforms. Furthermore, she acts as consulter for governments and institutions, and has previously presented her research in Austria on multiple occasions. Chris Bojke is chair in health economics at the University of Leeds. He previously worked as Senior Research Fellow at the York Centre for Health Economics. He is an empirical health economist specialising in the analysis of observational datasets and their role in health technology assessment and policy evaluation. The analysis shows that in addition to generalised social capital there is also the dimension of civic engagement and one of communitarian values. *Invitation to the **EESPN Public Forum: “Divided Society – Cohesive Europe?” *(12 July 2017, 14.30-17.30, BMASK, Saal II / 1st floor, Stubenring 1, 1010 Vienna) * ** */Dear colleagues, /* *It is our pleasure to invite you to the EESPN Public Forum taking place on 12 July 2017 at the Austrian Ministry of Labour, Social Affairs and Consumer Protection (BMASK, Stubenring 1, 1010 Vienna – room II / 1st floor; 2:30-5:30 pm). The Eastern European Social Policy Network (EESPN) is a network of researchers, policy advisers and representatives of public authorities working in the field of social welfare policy. Europe faces manifold societal challenges, out of which the unequal distribution of wealth between and within European territories is of upmost importance. The growing divide between the rich and the poor, the healthy and unhealthy, economic and social segregation by skill-levels and ethnic origin and persistent discrimination based on gender and age, to just name some social discrepancies, jeopardise Europe’s welfare, social cohesion and economic development. Well-designed social policies that help those most in need are required more than ever before across Europe, be it European member states or the (potential) candidate countries and the countries of the Eastern partnership. Various political strategy papers and action plans have been drafted and partly implemented in most countries. These, however, frequently miss the research base, are repeatedly not aligned with one another and often fall short of their final goal of helping those most in need. Representatives of the (potential) candidate countries and the countries of the Eastern partnership therefore stressed the need to establish strong linkages to research during the Launch event of the Eastern European Social Policy Network (19 September 2016, Vienna). To this end, participants of all countries present at the event requested to promote evidence-based policies and to strengthen cooperation between sectors, systems and policies, not only within countries but even more relevant across countries. Well-designed social policies that help those most in need contribute to reduce social inequalities and to achieve more distributive justice. In times of stressed social systems, effective social policy making that reduces economic and social discrepancies, however, is not an easy task. How can social policies best contribute to more distributive justice? Which strategies are the most promising in the various European regions? And: How can governments and research from the EU member states and (potential) candidate countries contribute to a social and cohesive Europe? The EESPN Public Forum seeks to provide an assessment of current social policy practices based on these guiding questions. There is a tradeoff between waiting for a thicker market, allowing for higher quality matches, and minimizing agents' waiting costs. The optimal mechanism cumulates a stock of incongruent pairs up to a threshold and matches all others in an assortative fashion instantaneously. In decentralized settings, a similar protocol ensues in equilibrium, but expected queues are inefficiently long. We quantify the welfare gain from centralization, which can be substantial, even for low waiting costs. We also evaluate welfare improvements generated by transfer schemes and by matching individuals in fixed time intervals. In a geographically differentiated world, the 'free' markets propounded by neoliberal visions of capitalism cannot be self-regulating and harmonious; their creation and maintenance require continual spatio-temporal interventions by extra-market forces, and market-based principles are not adequate for redressing political, cultural or biophysical entanglements. Capitalism exhibits out-of-equilibrium dynamical complexity characterized by path-dependence, instability, unpredictability and conflict. It follows that a territory's economic performance cannot be explained by place-based thinking, or addressed through place-based strategies, but depends on asymmetric connectivities with the wider world. Rather than the solution to impoverishment, globalizing capitalism is productive of social and geographical inequality, making it necessary to provincialise globalizing capitalism, drawing on peripheral experiences and encounters with it to take seriously alternative, more-than-capitalist experiments and trajectories.
