We are happy to announce the the new Applied Economics Seminar series at the University of Vienna, which will take place bi-weekly on Tuesdays from 13.15-14.30h. On March 6, Nicolas de Roos (University of Sydney) will present "Startup search costs". Abstract: Search frictions determine the impacts of policies or technologies in many markets. Workhorse economic models used to study these impacts assume constant marginal search costs: individuals pay the same search cost to become informed about an additional price (sequential search models), or the entire price distribution (non-sequential search models). This paper provides evidence from a natural experiment in retail gasoline on a new form of search costs: startup costs. We empirically document how a temporary, large exogenous shock to consumers’ search incentives leads to a permanent doubling of their search intensity for gasoline prices. Dear colleagues, The Department of Economics cordially invites you to the WU Economic Research Seminar (Department Seminar) on Wednesday, March 14, with Ahmed Mushfiq Mobarak (Yale University) on "The Economics of Enforcement" Abstract: Curbing undesirable behaviors through regulation is difficult when regulated agents react in unanticipated ways to circumvent enforcement. When enforcement capacity is limited, regulators rely on indirect methods like information campaigns to encourage compliance with socially desirable actions. We evaluate attempts to reduce over-fishing of the critically endangered Pacific hake by either (a) monitoring and penalizing vendors that sell illegal fish during a ban or (b) discouraging consumers from purchasing hake during the ban. Vendors attempt to circumvent the ban through hidden sales and other means, which we track using secret shoppers. Instituting random monitoring visits are much more effective in curbing hake sales by limiting such cheating, than visits that occur on a predictable schedule. Monitoring at higher frequency (designed to limit spatial and temporal displacement of illegal sales) backfires, because targeted agents learn faster, and cheat more effectively. Details of enforcement policy design are therefore crucial in determining the sustained, longer-term effects of enforcement. To address this question, we develop a novel technique to measure a worker’s motivation to work hard as a deviation from optimal behavior in a real effort experiment. While we find that average output increases in response to team incentives and peer pressure, we find that highly motivated workers do not respond. The reason is that the highly motivated already work hard, and increasing effort even further is very costly to them. While the theoretical literature broadly suggests a positive impact, the empirical verification of this relationship is complicated by the well-known problem of endogeneity. A relatively new approach to overcome this limitation is the synthetic control method (SCM), which compares the post-liberalisation GDP trajectory of a country that liberalised with the trajectory of a combination of similar economies that did not liberalise. Although this method is widely praised for being data-driven, transparent and less prone to specification searching, it has recently come under heavy criticism for actually failing to meet any of these criteria.
