Ory Professor of Economics at Harvard University. Pol Antràs’s research interests are in the areas of international economics and applied theory. In his most recent work, he analyzed global value chains and the interplay between trade, inequality and costly redistribution. The 2020 Global Economy Lecture will focus on the relationship between globalization and pandemics. On the one hand, deepening global integration can lead to multiple waves of infections, whereas, in a closed economy, only a single wave would occur. On the other hand, a pandemic may have a lasting impact on global value chains. Even though the growth of international trade flows has slowed down since the Great Recession, there is little systematic evidence for an era of de-globalization. The main challenge for the future of globalization is institutional and political in nature rather than technological. If it aggravates policy tensions across countries, the current health crisis may darken the prospects of globalization. This year’s conference will focus on “CESEE in the COVID-19 crisis – the role of the EU and global spillovers.” The considerable economic disruption caused by the COVID-19 pandemic has shown that no economy is immune to regional or international spillovers. The economies of Central, Eastern and Southeastern Europe (CESEE) are no exception, not least because of their deep global integration. But how can the CESEE region become more resilient to such painful shocks, expand its policy space and benefit from EU integration effects to support recovery? In pursuit of answers, the Oesterreichische Nationalbank, in cooperation with Bruegel, will bring together high-ranking representatives from central banks, international organizations and academia for two afternoons of insightful presentations and thought-provoking discussions. The Avant smart card system created by the Bank of Finland in the 1990’s can be considered the world’s first CBDC and the only one so far that has gone into production. Avant cards were based on smart card technology similar to that used in debit and credit cards today. Even though the system was initiated, developed, and for the first few years operated by the central bank, it was eventually spun off and sold to commercial banks. Once debit cards be-came less expensive and were upgraded to use smart card technology, Avant became obsolete and was shut down. Junior Researcher (PhD candidate) Position available from: Jan 2021 Temporary position for 3 years (30h/week) The Institute for Advanced Studies (IHS)<https://www.ihs.ac.at/> is an independent, non-profit research institute in Vienna (Austria). It brings together high-level expertise from various disciplines (economics, sociology, and political science, among others) to address fundamental economic and social problems and policy choices. IHS is pleased to announce an opening for one Junior Researcher (PhD candidate). The position is directed at an early stage career scientist with the ambition to pursue his/her PhD in one of the economic and social sciences featured at the Institute. Specifically, the position is available in the research field of Health Economics and Health Policy<https://www.ihs.ac.at/ru/health-economics-and-health-policy/>. Both quantitative and qualitative methods are employed to improve health and long term care systems as well as to conduct research in health related aspects of the economy. Given the applied and policy-oriented nature of many projects, topical issues are addressed. The open position is integrated in the respective Research Group at IHS (for further details, see www.ihs.ac.at/health) The salary is oriented along the FWF scheme for pre-doctoral staff. Half of the time is dedicated to writing the dissertation; the other half of the time is to work on ongoing IHS research projects. There is no teaching obligation, and Junior Researchers are part of the IHS Doctoral College. The contract with IHS will include a dissertation agreement, which will be updated regularly over time. Job profile: * MA, preferably from economics and social sciences * Knowledge of and interest in the research fields mentioned above * Either already enrolled, or planning to enroll, as a PhD candidate at a university in Austria or abroad, in economic or social sciences (or another discipline arguably relevant for the chosen research field), with the plan to write a dissertation * Fluent in English, good command of German * Experience with statistical software such as Stata, SPSS, or R; preferably also good command in syntax writing * Preferably experienced with cooperating in empirical research projects * Passionate in communicating with decision makers in science, politics, business, and society If you fit this description, you can expect the following at the Institute: You will do research in ongoing projects at IHS, and also have the opportunity to pursue your scientific interests in the context of your dissertation project. I exploit financial statements to measure tax avoidance of US-listed firms and the conferral of the Permanent Normal Trade Relations status on China as a quasi-natural experiment to establish causality. The results, supported by a series of sensitivity tests, reveal a positive effect of import competition on corporate tax avoidance. Furthermore, they are entirely driven by multinational enterprises. In response to the China shock, these firms invested in intangible assets to escape competition but these intangibles also allowed them to shift more profits towards low-tax countries. These findings shed light on the determinants of corporate tax avoidance. More generally, they help understand the decline in the average effective tax rate of US publicly listed firms and the recent backlash against large corporations and globalization. Baptiste Souillard is a PhD candidate in economics at Université libre de Bruxelles (ECARES) and a research fellow at the Fund for Scientific Research-FNRS. His research is at the intersection of international trade and public economics. Using methods from both economics and accounting, he studies corporate tax avoidance and profit shifting activities of multinational firms. He is also interested in industrial organization and labor economics. Dear colleagues, The Department of Economics cordially invites you to the WU Economic Research Seminar on Wednesday, October 28, with Michel Serafinelli (University of Essex) on "The World's Rust Belts" Abstract: We document what happens at local level after the decline of manufacturing in six major Western countries (France, Germany, Italy, Japan, U.K., U.S.) since the 1970susing a newly-assembled dataset. We document a significant heterogeneity in employment growth across local labor markets in the decades following the start of manufacturing decline, even within the group of manufacturing capitals which were more strongly affected by the country-level trend. Using data on driving distance to the nearest historical research university to construct an instrument, we also document a positive association between human capital at the start of manufacturing de-cline and employment performance in the following decades, particularly in knowledge intensive services. Our estimates suggest that skills are important for local reinvention.
