Zahlreiche Forschungsprojekte in Österreich haben seit März begonnen, die Auswirkungen der COVID-19 Pandemie sowie der zu ihrer Eindämmung getroffenen Maßnahmen auf verschiedenste Lebens- und Gesellschaftsbereiche zu analysieren. Vielen Dank LG Claudia Stowasser Panel 'International Trade and Sustainable Development' Diskutieren Sie mit und erfahren Sie mehr über die zahlreichen Artikel von "Schwerpunkt Außenwirtschaft 2019/2020" am 30.6.2020, 13:00-15:00 Internationaler Handel hat mannigfaltige Effekte auf wirtschaftliche, ökologische und soziale Nachhaltigkeit. Globalisierung und Handel führen weltweit zur Erhöhung von Einkommen. Niedrigere Umwelt- und Sozialstandards in Entwicklungs- und Schwellenländern verzerren jedoch den Wettbewerb zulasten der Produzenten in den entwickelten Volkswirtschaften mit hohen Umwelt- und Sozialstandards und können unter Umständen auch Umweltzerstörung zur Folge haben. Auch können Maßnahmen, die von ökologischer Nachhaltigkeit motiviert sind, negative globale ökologische Effekte haben, wenn sie eine Verlagerung der Produktion in Regionen mit niedrigen Standards bewirken. Andererseits erhalten Unternehmen und Privatpersonen durch die Globalisierung und den einhergehenden Transfer innovativer Technologien die nötigen Werkzeuge, um Emissionen zu verringern und den Klimawandel zu bremsen. Handelsabkommen sind für die EU ein bedeutender Weg, um nachhaltige Entwicklung global voranzutreiben. Sie fördern die Ratifizierung und effektive Umsetzung multilateraler Vereinbarungen wie das Klimaschutz-Übereinkommen von Paris oder die ILO-Kernarbeitsnormen, wodurch die internationale Agenda für nachhaltige Entwicklung gestärkt und höhere Umwelt- und Sozialstandards global exportiert werden. Mit diesen und weiteren Themen beschäftigt sich die OeNB/WKÖ-Publikation "Schwerpunkt Außenwirtschaft 2019/2020", deren Inhalt beim Panel "International Trade and Sustainable Development" im Rahmen des Exporttags 2020 vorgestellt wird. Präsentiert werden nicht nur die aktuelle Situation und die Rahmenbedingungen des Welthandels sowie der Außenwirtschaft in Österreich, sondern auch Analysen zum Thema internationaler Handel und nachhaltige Entwicklung. We also cover a wide variety of issues in International Economics. Our thematic research covers macroeconomic analysis, international economics, labour markets, regional analysis, industrial organisation. Research projects are commissioned by national and international clients and emerge from applications to research funding agencies. FIW-Policy Brief "Internationaler Handel, Klimapolitik und Carbon Leakage" Das Policy Brief von Stefan Borsky betrachtet die mögliche Einführung von Grenzausgleichsmaßnahmen als ergänzendes Instrument der EU-Klimapolitik mit Carbon Leakage. Es wird der aktuelle Stand des Emissionshandelssystems der Europäischen Union als Instrument zur einheitlichen Bepreisung von CO2-Emissionen gezeigt und ein Überblick über die aktuelle Diskussion zur möglichen Ausgestaltung eines Grenzausgleichs gegeben. Darüber hinaus werden mögliche Effekte auf Wohlfahrt, Handel und CO2-Emissionen analysiert. Abschließend werden die Einführung einer Grenzausgleichsmaßnahme im Licht der WTO-Rechtskonformität betrachtet und Handlungsempfehlungen abgeleitet. FIW Policy Brief "International trade, climate policy and carbon leakage" (in German) The policy brief by Stefan Borsky considers the possible introduction of border adjustment measures as a complementary instrument of EU climate policy with carbon leakage. The current status of the European Union's emissions trading system as an instrument for the uniform pricing of CO2 emissions is shown and an overview of the current discussion on the possible design of a border adjustment is given. Furthermore, possible effects on welfare, trade and CO2 emissions are analysed. Finally, the introduction of a border adjustment measure is considered in the light of WTO conformity and recommendations for action are derived.
