Competition to recruit workers leads to an information structure that resembles outplacement (lots of information to potential employers on bad matches, little on good matches). This involves considerable adverse selection but no inefficiency and acts as a way for workers to effectively pay for efficient training. One consequence, in line with some empirical findings and in contrast to standard tests for adverse selection, is that wages of those who stay in the firm are on average higher than wages of those who leave. Dear colleagues, The Department of Economics cordially invites you to the WU Economic Research Seminar (Department Seminar) on Wednesday, January 27th, with Dominika Langenmayr (KU Eichstätt-Ingolstadt) on "Escaping the Exchange of Information: Tax Evasion via Citizenship-by-Investment" Abstract: With (automatic) exchange of tax information among countries now common, tax evaders have had to find new ways to hide their investments. One such way are citizenship-by-investment programs, which offer foreigners a new passport for a local investment or a fixed fee. We show analytically that high-income individuals acquire a new citizenship to lower the probability that their tax evasion is detected through information exchange. Using data on cross-border bank deposits, we find that deposits in tax havens increase after a country starts offering a citizenship-by-investment program, providing indirect evidence that tax evaders use these programs. Most of the previous studies of the SOEs is focused on the comparison of the performance of state-owned and private companies. Empirical analyses of the decentralized and centralized systems of ownership management are very scarce. From the beginning of 2017 new regulation of the state ownership management is in force in Poland – it was introduced to increase efficiency of the supervision and management over the SOEs. Empirical evaluation of the reform is the main goal of the study. Main hypotheses assume that reform introduced from the beginning of 2017 entailed improvement of profitability and effectiveness of the Polish SOEs. In order to empirically evaluate the hypotheses difference-in-differences approach and panel data model were applied. A Panel Data Structural Gravity Model"). Die Schätzung erfolgt mit einem strukturellen Gravitationsmodell auf disaggregiertem Branchenniveau. Die Studie vergleicht die ökonomischen Folgen des am 24. Dezember 2020 vereinbarten Freihandels-abkommens zwischen der EU und dem Vereinigten Königreich mit den Handels- und Wohl-fahrtseffekten aus einem ungeregelten Ausscheiden des Vereinigten Königreichs. Demnach dämpft das Freihandelsabkommen die negativen bilateralen Handelseffekte, kompensiert sie jedoch nicht vollständig. Das Vereinigte Königreich ist vom Ausscheiden deutlich stärker als Österreich betroffen. Die größten negativen Handelseffekte zeigen sich für den Agrar-sektor sowie in der für den bilateralen Handel wichtigen Kfz-Branche. This study provides an update on the trade and welfare effects of Brexit calculated in 2017 for the Austrian and the British economy ("Estimating the Trade and Wel-fare Effects of Brexit. A Panel Data Structural Gravity Model"). The estimation is carried out with a structural gravity model at a disaggregated industry level. The study compares the economic consequences of the free trade agreement between the EU and the United Kingdom agreed on December 24, 2020 with the trade and welfare effects of an unregulated exit of the United Kingdom. Accordingly, the FTA dampens the negative bilateral trade effects, but does not fully compensate for them. The United Kingdom is significantly more affected by the exit than Austria. The largest negative trade effects are seen in the agricultural sector and in the automotive sector, which is important for bilateral trade. We examine this question using a multi-country multi-industry general equilibrium trade model with transboundary carbon externalities. Our framework accommodates firm-delocation in response to policy, multi-lateral carbon leakage, and returns to scale in production and abatement. Our central result is a set of simple formulas for unilaterally optimal trade and carbon taxes in an open economy. The optimal policy consists of (i) a uniform carbon tax across all industries; (ii) industry-level production subsidies that restore marginal-cost-pricing independent of the industry’s carbon intensity; (iii) industry-level import taxes that penalize carbon-intensive imports but less so in high-returns-to-scale industries; and (vi) industry-level export subsidies that, in addition to improving the terms of trade, promote clean exports against carbon-intensive foreign competition. Mapping our formulas to data, we find that trade taxes can replicate only around 3% of the carbon reduction attainable under (first-best) cooperative global carbon taxes. This lack of effectiveness is partly driven by a tension between the carbon-reducing and terms-of-trade rationales for trade taxation under scale economies. We examine this question using a multi-country multi-industry general equilibrium trade model with transboundary carbon externalities. Our framework accommodates firm-delocation in response to policy, multi-lateral carbon leakage, and returns to scale in production and abatement. Our central result is a set of simple formulas for unilaterally optimal trade and carbon taxes in an open economy. The optimal policy consists of (i) a uniform carbon tax across all industries; (ii) industry-level production subsidies that restore marginal-cost-pricing independent of the industry’s carbon intensity; (iii) industry-level import taxes that penalize carbon-intensive imports but less so in high-returns-to-scale industries; and (vi) industry-level export subsidies that, in addition to improving the terms of trade, promote clean exports against carbon-intensive foreign competition. Mapping our formulas to data, we find that trade taxes can replicate only around 3% of the carbon reduction attainable under (first-best) cooperative global carbon taxes. This lack of effectiveness is partly driven by a tension between the carbon-reducing and terms-of-trade rationales for trade taxation under scale economies. Trade taxes, however, can be remarkably effective at enforcing international climate agreements even in the presence of scale economies and firm-delocation effects. Most of the previous studies of the SOEs is focused on the comparison of the performance of state-owned and private companies. Empirical analyses of the decentralized and centralized systems of ownership management are very scarce. From the beginning of 2017 new regulation of the state ownership management is in force in Poland – it was introduced to increase efficiency of the supervision and management over the SOEs. Empirical evaluation of the reform is the main goal of the study. Main hypotheses assume that reform introduced from the beginning of 2017 entailed improvement of profitability and effectiveness of the Polish SOEs. In order to empirically evaluate the hypotheses difference-in-differences approach and panel data model were applied. Results reveal underperformance of the Polish SOEs in comparison to their private counterparties but do not provide sufficient proof of significant impact of the reform. Sprache: Englisch Description: We use French data over the 1994-2013 period to study how imports of industrial robots affect firm-level outcomes. Compared to other firms operating in the same 5-digit sector, robot importers are larger, more productive, and employ a higher share of managers and engineers. Over time, robot import occurs after periods of expansion in firm size, and is followed by improvements in efficiency and a fall in demand for labor. Guided by a simple model, we develop various empirical strategies to identify the causal effects of robot adoption. Our results suggest that, while demand shocks generate a positive correlation between robot imports and employment, exogenous changes in automation lead to job losses. We also find that robot imports increase productivity and the employment share of high-skill professions, but have a weak effect on total sales. The latter result suggests that productivity gains from automation may not be entirely passed on to consumers in the form of lower prices. REMINDER: CALL for PAPERS - Sustainability, Work and Growth Workshop on SDG8 "Full employment, decent work for all and economic growth" 5th March 2021 Submission Deadline: 29th January 2021 Outline WIFO's Research Platform Sustainability and Inclusiveness is organising a Workshop on SDG8 "Decent work and economic growth". The United Nation's "Sustainable Development Goals" (SDGs) encompass economic, ecological and social aspects of sustainable and inclusive development and describe central global challenges for Austria and the EU, such as reducing inequality, mitigating climate change or creating appropriate working conditions. Among the 17 SDGs, SDG8 focuses on full employment, decent work for all and economic growth. Emerging structural changes are accelerating in the COVID-19-crisis and increasing recognition of the global climate crisis are intensifying the questions of sustainable labour markets as well as of sustainable and inclusive economic structures. The conference topic is set on the back- ground of the actual situation facing disruptions and challenges. In this respect, issues and effects on inequality both among the society and countries should be discussed. Another relevant aspect relates to measurement and monitoring instruments. We invite the submission of (full) working papers on all topics related to SDG8. Papers addressing the following research questions are particularly welcome: * What alternative sub-targets or indicators would be needed to measure progress towards SDG8 in a broader sense? * Do the sub-targets related to SDG8 adequately reflect today's grand challenges (like the cli- mate crisis) and mega-trends (like digitalisation)? * What gender-sensitive indicators and methods can be developed? * What are suitable methods to measure the progress towards the sustainable development objective of SDG8? * What are trade-offs and synergies between SDG8 and other SDGs and how could trade-offs be overcome? * What are the implications of the COVID-19-crisis for SDG8 in general, and in particular for full employment? Time and Location The "Sustainability, Work and Growth" workshop will take place online on March 5th, 2021. Due to the current global situation regarding COVID-19 we decided to organize the workshop as an online event. Paper Submission We invite the submission of (full) working papers on all topics related to SDG8. The submission of interdisciplinary papers is encouraged. Please submit your long abstracts (minimum 500 words) via the online tool (https://sdg8workshop.wifo.ac.at/) until 29th January 2021. Notification of the outcome of the review process for the conference is scheduled for 10th February 2021. Publication of Papers Selected papers may be published after a peer-reviewing process in a special conference issue of Empirica: Journal of European Economics.
