Dear all, our next seminar speaker at CEU is Chris Tonetti (Stanford), who will present "Risky Insurance: Life-cycle Insurance Portfolio Choice with Incomplete Markets" (with Joseph Briggs and Ciaran Rogers) - you're all cordially invited to his in-person seminar. Time and venue: May 31, Wednesday, 11.15am - 12.30pm, in C322, at CEU (51 Quellenstrasse, 1100 Vienna). Abstract: We provide survey evidence that individuals believe there is substantial nonpayment risk in annuity, life insurance, and long-term care insurance (LTCI) products. Using simple statistical analysis we show that nonpayment beliefs predict insurance ownership and that the insurance ownership rate would be much larger if people believed there was zero nonpayment risk. To better quantify how nonpayment risk affects insurance ownership and how different features of insurance products affect consumer welfare, we develop an incomplete-markets life-cycle model of the demand for life insurance, annuities, LTCI, and a risk free bond. We incorporate features of real-world insurance products such as perceived nonpayment risk, high loads above actuarial fair prices, and quantity restrictions (e.g., age restrictions on purchases, short-selling constraints). Both high prices and nonpayment risk substantially decrease insurance ownership. Compared to our baseline, the welfare loss from sub-optimally owning zero insurance is 1.8 percent in consumption equivalent units. If the products had no risk and were sold at actuarially fair prices, the welfare cost of zero insurance ownership is much larger at 7.3 percent. This year’s conference of the Austrian Economic Organization (NOeG) aims to discuss the implications of this uncertainty on consumers, firms and governments, labor and financial markets, industrial organization, and fiscal and monetary policy. The organizers invite submissions of full papers on these topics as well as from all areas of Economics and Finance. The uncertain inflation and interest rate outlook also weighs on the real economic outlook. Refinancing for banks has become substantially more costly. Financing conditions for non-financial firms and for private households have tightened considerably. Real estate prices have ended their upward trend or are falling, raising concerns about disorderly corrections in some segments or countries. Also, European governments are going to feel higher debt servicing costs. Lending has strongly fallen against higher interest rates and real economic uncertainty. While EU banks have shown strong resilience in the face of the recent unexpected turmoil in the US and Swiss banking sectors, signs of fragility are surfacing globally. Financial markets are characterized by elevated volatility. Liquidity and credit risks among non-banks may also affect banks. The ECB’s May 2023 Financial Stability Review is going to analyze these and related developments in detail and outlines the role and appropriate course of policies to safeguard financial system stability.
