Motivation Behind their role as policy makers, central banks are also businesses with many operational tasks which the public is little aware of. They finance the various services which they provide to the public out of “seigniorage” income (the income generated from issuing central bank money), which is influenced by the composition and the properties (risk, return) of the assets and liabilities in their balance sheets. The SUERF Annual Lecture will start from current discussions about the losses incurred by central banks and ask whether there is a conflict between the policy mandate of the central bank and the viability of the central bank as a business, which is essential to its independence. Sources of losses, such as the risk on assets held and the interest paid on reserves, will be considered, as will be the relation of these phenomena to monetary policy and to the central bank’s mandate. In a longer perspective, central banks’ “business model” as such may need reconsideration as seigniorage may be disappearing in a digitalized world. The SUERF Annual Lecture will highlight topical perspectives relevant in this context from one of Europe’s leading academic researchers in the field. Abstract To what extent does the sorting of workers across firms contribute to intergenerational persistence, and why? We show that differences in firm pay premia account for 31% of the intergenerational elasticity of earnings in Sweden, rising to 38% when including dynamic returns to firm-specific experience. Firm pay gaps open already at career start, suggesting that children from more privileged backgrounds find more favorable entry points to the labor market. Their pay advantage widens further in early career as they climb the firm pay ladder faster, switch firms more frequently and secure higher pay gains conditional on switching. Skill sorting explains most of the widening in early career, but not the initial pay gaps at career start. These results are robust to accounting for compensating differentials and using alternative measures of firm quality. Abstract: In this paper, we start by presenting new empirical facts on the job search behaviour of migrants. Using data from the largest online platform in Sweden, we find strong segregation between migrants and natives already at the application stage. Migrants from developing countries apply to jobs that pay 6% less (3% less when controlling for observable characteristics) and to employers that pay 3% less. In a second step, we measure the differential in the application success probability between migrants and natives. We find that, conditional on applying, migrants are less likely to be hired. From the point of view of a native applicant to a job, three marginal migrant applicants exert the same competition as one marginal native applicant. Because migrants and natives apply to different jobs, and because employers are less likely to hire a migrant than a native applicant, the effective competition that migrant shocks generate for the average native worker is likely to be mitigated. Using a simple conceptual framework in which we plug our empirical estimates regarding differential application behaviour and differential probability of being hired conditional on applying, we show that displacement effects induced by migrant shocks are reduced to 45% of their potential maximum value.
