Dear colleagues, The Department of Economics cordially invites you to the WU Economic Research Seminar on Wednesday, January 26th, with Rudolf Winter-Ebmer (Johannes Kepler University Linz) on "The health externalities of downsizing" Abstract: We show that downsizing has substantial externalities on the health of workers who remain in the firm. To this end, we study mass layoff (ML) survivors in Austria, using workers who survive a ML themselves, but a few years in the future, as a control group. Based on high-quality administrative data, we find evidence that downsizing has persistent effects on mental and physical health, and that these effects can be explained by workers fearing for their own jobs. We also show that health externalities due to downsizing imply non-negligible cost for firms, and that wage cuts may have similar effects. Despite variations across regions, this development is global. Several driving factors can be identified: the vigorous post-COVID economic recovery; disruptions in global value chains for intermediate and final goods, partly due to short-term COVID-related factors, partly due to a possible reversal of globalization; cycles in commodity and energy production and prices, which may in part also be related to actual or anticipated climate protection measures; shifts from services to goods demand; labor market shortages due to COVID-induced structural changes in labor demand and supply. In policy and academic circles, a key issue being discussed is the extent to which current inflation, and the pressures producing it, are temporary in nature or are more entrenched. This hinges in part on the impact current headline inflation has on expectations and wage-setting. Central banks worldwide have come under pressure to normalize their monetary policy stances. The risk of missing a timely response to inflation becoming entrenched, and of a de-anchoring of inflation expectations, contrasts with concerns of prematurely strangling the economic recovery, in the light of persistent uncertainties regarding the further course of the pandemic. In addition to the large uncertainties stemming from the factors above, the interplay between monetary policy, fiscal policies and financial stability has become more complicated in the post-COVID world of high debt, high asset market valuations and climate challenges, which potentially hamper central banks’ perceived anti-inflationary resolve. Against this background, among the multitude of relevant sub-themes, this conference will concentrate on five topics: secular drivers of inflation in the post-COVID world; the role and measurement of inflation expectations; insights from the analysis of micro price data; the potential impact of climate change and climate protection on inflation; the role of policy, notably changes in central banks’ strategies, and the interaction between monetary policy, fiscal sustainability and financial stability on central banks’ reaction functions. We welcome scientific theoretical and empirical papers which fit into the overall theme of the conference, and contributions on the following, non-exhaustive list of themes: * Secular drivers of inflation: (de)globalisation, ageing, productivity etc. * Short- and long-term impact of climate change and climate protection on inflation * Inflation perceptions, inflation expectations measurement and formation, and their role for macroeconomic outcomes, including inflation * Role of cost-push versus demand shocks for inflation, and implications for monetary policy * Wage setting, firms’ margins, the Phillips curve and inflation * Political economy and game theoretical analyses of inflation * Temporary vs. more entrenched inflationary pressures, and implications from this distinction * Analysis of price setting and inflation based on micro price data * Behavioural and distributional aspects of inflation * Central bank behaviour, monetary policy strategies (including their reviews) and inflation performance * Short- and long-term drivers of energy prices, commodities, energy price forecasting * Inflation forecasting, in particular in a post-Covid world * Links between consumer and asset price inflation * Inflation measurement, inclusion of owner-occupied housing in consumer price inflation * What are the drivers and risks of fiscal dominance? The majority of central banks around the world currently explore the option of creating a central bank digital currency (CBDC). Private individuals would be able to hold central bank money in digital form. Economic pressure from competing central banks, cryptocurrencies, and private payment services providers are important drivers in this process. CBDCs as a major innovation in central banking could have far-reaching consequences for the monetary system and the financial sector. The talk by Ulrich Bindseil will address some of the key issues about CBDCs with special emphasis on the project of a future European CBDC, the digital Euro. Ulrich Bindseil has been Director General of Market Infrastructure and Payments at the European Central Bank since November 2019. In this capacity, he is one of the key policymakers at the ECB preparing the possible creation of a digital Euro. Previously, he was Director General of Market Operations at the ECB and worked for the Deutsche Bundesbank and the European Monetary Institute. He is also honorary professor at TU Berlin. Abstract Duringmy time at the VID, I explored the measurement of population health from a methodological point of view with a particular focus on the Healthy Life Years (HLY) indicator. HLY extends classic period life expectancy (LE) by taking into account the health dimension in survivorship. However, HLY is less reliable as compared to LE. For instance, HLY values are showing more fluctuations over time and countries with high LE levels do not necessarily rank also high in terms of HLY. Accordingly, it is worthwhile to take a closer look at the HLY indicator. I examined HLY with respect to its underlying health and mortality components. Additionally, I tested the impact of population's educational composition on HLY. While all factors can play a role in specific situations, the health information appears as being the most important driver for the observed HLY estimates. Liebe Kolleg-innen! Wir möchten Studierenden, Wissenschaftler-innen und angehenden Wissenschaftler-innen, die im Sinne der Disability Studies forschen, die Möglichkeit geben, sich über kritische und emanzipatorische Forschung und Lehre zu Behinderung(en) auszutauschen und zu vernetzen. Ziel ist der 1. Österreichischen Online Inter- und Transdisziplinäre Dis/Ability-Forschungswerkstatt, das breite Forschungsspektrum und die damit einhergehenden, vielfältigen Forschungen, Fragestellungen, Methoden und Perspektiven zu Disability Studies, Behindertenpolitik, Dis/Ableismus, Anti/Diskriminierung, Barrierefreiheit, Intersektionalität und Diversität in Österreich weiter sichtbar zu machen sowie die Vernetzung auszubauen. Diese Einladung darf gerne an potentiell Interessierte verteilt werden. Wir bieten dazu eine niederschwellige Veranstaltung mit Workshop-Charakter an: in kurzen Slots sollen laufende Forschungs- oder Kunstprojekte und/oder Anliegen aus der Lehre oder auch ein Diskussionsthema vorgestellt und diskutiert werden. Pro Beitrag bzw. Präsentation sind 10 Minuten vorgesehen. Darüber hinaus soll Raum für weiterführende Vernetzung und mögliche Kooperationen geschaffen werden: angedacht sind etwa gemeinsame Veranstaltungen, gemeinsames Publizieren sowie der Austausch mit zivilgesellschaftlichen Organisationen. Abstract: Das RCEP-Abkommen, das von ASEAN+3, Neuseeland und Australien unterzeichnet wurde, bildet den größten Handelsblock der Geschichte und wird den Schwerpunkt des Handels wahrscheinlich stärker nach Asien verlagern. Dies wird weitreichende Auswirkungen auf die Mitglieder haben, die aufgrund der wirtschaftlichen und handelspolitischen Unterschiede möglicherweise nicht alle wirtschaftlichen Vorteile in gleichem Maße in Anspruch nehmen. Die Länder des derzeitigen Handelsblocks sind große Handelspartner der EU und Österreichs und diese Handelsverflechtung wird weiter zunehmen. High-Tech-Industrien sind besonders stark von Importen aus diesem Handelsblock abhängig, während ein erheblicher Teil der Wertschöpfung aus China in die Dienstleistungs- und Warenexporte der EU und Österreichs einfließt. Die Einschätzung von Caliendo-Parro ist, dass der Handel mit der EU durch die Blockbildung um -1% zurückgehen könnte. Der österreichische Export wird etwas stärker leiden (-1,2%). Positivere Wohlfahrtseffekte könnten jedoch durch erfolgreiche Zuflüsse von EU-Direktinvestitionen in den neu gebildeten Handelsblock erzielt werden, sofern dies möglich ist. The existing research assumes that variation in firm financial conditions identifies credit constraints. A critical assumption is that financial conditions do not affect real outcomes (performance, exporting, or investment). To relax this assumption, we focus on the direct effect of firm fundamentals and financial conditions on firm performance. This approach distinguishes between firms who choose not to export because it is unprofitable from firms that do not export because of binding credit constraints. Our empirical specification allows firm characteristics to enter both the selection into exporting and return from exporting regressions. The leverage response heterogeneity identifies the presence of credit constraints. Using administrative Canadian firm-level data, our findings show that new exporters (a) increase their productivity, (b) raise their leverage ratio and (c) increase investment. We estimate that about 15 percent of Canadian manufacturers do not engage in export-induced productivity growth because of credit constraints. Abstract: The RCEP agreement, signed between ASEAN+3, New Zealand and Australia, forms the largest trade bloc in history, and will likely change the gravity of trade more towards Asia. This will pose large implications for its members that, due to economic and trade diversities, may not incur all economic benefits equally. This policy brief demonstrates that the countries encompassing the current trade bloc are large trade partners of the EU and Austria, and this trade embeddedness has been on the rise. High tech industries are particularly trade dependent on imports from this trade bloc, while significant value added from China is embodied in EU and Austrian service and goods exports. The assessment based on Caliendo-Parro is that due to formation of the bloc, trade with the EU may decline by -1%. Austrian export will suffer slightly more (-1.2%). However, more positive welfare effects might be generated from successful EU FDI inflows to the newly formed trade bloc, when possible. Please join us in welcoming Andrea Weber, Professor of Economics at CEU, who will explain the contributions of the recent Nobel Prize in Economic Sciences. The recent award recognizes the discovery of methods for analyzing natural experiments as a source of knowledge in economics. It went to David Card "for his empirical contributions to labor economics", the Joshua D. Angrist and Guido W. Imbens "for their methodological contributions to the analysis of causal relationships." This approach has played an important role in the credibility revolution and has greatly enhanced the ability of researchers to answer important questions. Andrea Weber is one of the most successful and distinguished economists in Austria. She is an outspoken expert in the field honored by the Nobel Prize Committee, and she publishes regularly in top-tier journals on topics in labor economics and applied econometrics. In addition, she serves as an editor at the Journal of Public Economics, among others, and has recently joined the editorial board at the Journal of the European Economic Association. Notably, she is also a co-author of several works with David Card. We are very pleased that she will be giving the keynote lecture at our event. General information about the lecture series: Nobel Prizes are awarded every year in December, on the anniversary of Alfred Nobel’s death. Nobel laureates are celebrated in the media, but hardly anyone knows anything about the research that goes on behind the scenes. We want to change that. In cooperation with experts, we are introducing the work of the winners of each year’s Nobel Prize in Economic Sciences in terms that even laypeople can understand. We analyze the innovative power of the work and discuss its significance and potential applications in practice.
