Dezember 2018, 13:15 Uhr WIFO, Kleiner Sitzungssaal Katja Schechtner (MIT Senseable City & OECD/International Transport Forum) "Unsicherer Himmel: Drohnen in der Welt von morgen" Kommentar: Philipp Piribauer (WIFO) Abstract: Nach der rasanten Entwicklung in den letzten Jahren haben Drohnen heute das Potential, eine zuverlässige Technologie für den zivilen, kommerziellen und Freizeitbereich zu werden. Dies birgt sowohl Chancen als auch Risiken für die Gesellschaft, insbesondere in der Anwendung im Verkehrssektor. Obwohl der Einsatz von Drohnen wahrscheinlich öffentlich unterstützt sein wird, muss eine umfassende Einführung mit einer Regulierung einhergehen, die auf die Bedenken hinsichtlich Datenschutz, Nachhaltigkeit, Wettbewerb und Sicherheit eingeht und die neuen Services bestehenden Transportoptionen gegenüberstellt. Die derzeitige staatliche Regulierung von Drohnen ist tendenziell entweder zu restriktiv (behindert die Weiterentwicklung) oder bleibt zurück (was potentielle Endnutzer an der Einführung von Drohnen hindert). Die Politik muss daher mit den internationalen Entwicklungen der Branche vertraut gemacht werden, insbesondere in Bezug auf den Verkehrssektor. Dieser Vortrag beschäftigt sich mit den sich rasch entwickelnden Konzeptentwürfen für Drohnen und Drohnendienste und diskutiert Fragen der Akzeptanz von Drohnen und deren sichere Integration in das gesamte Verkehrssystem. Angesprochen werden auch die Verwendung von Drohnen für unterschiedliche Anwendungen - sowohl für den Fracht- als auch für den Personenverkehr - und ihr Potential zur Unterstützung anderer Verkehrsträger (Logistikoptimierung, Überwachung, Wartung, Notfalldienste usw.). Dear colleagues, The Department of Economics cordially invites you to the WU Economic Research Seminar (Department Seminar) on Wednesday, December 12, with Christian Traxler (Hertie School of Governance) on "Punishment and Specific Deterrence: Evidence from Speeding Tickets" Abstract: This paper studies how exposure to punishment - which may induce learning about law enforcement - shapes future compliance behavior. The context of our study is the enforcement of speed limits through radars and speeding tickets. Tickets do not affect the future “price” for speeding (i.e., expected fines, insurance rates). Hence, there is no scope for general deterrence effects. Using unique data on driving and ticketing histories that track more than 1 million cars over almost 4 years, we evaluate drivers' responses to punishment at the extensive (receiving a speeding ticket) and intensive margin (tickets with low vs high fines). We use two complementary empirical strategies: (1) A regression discontinuity design that builds on speed level cutoffs used in the enforcement process and (2) an event study deign that exploits high-frequency data to compare driving before and after receiving a ticket. Both analyses provide coherent evidence, documenting a strong and persistent specific deterrence effect from receiving a ticket. Drivers reduce their speed immediately after receiving a ticket. The drop in speeding is sustained over several months. However, we find no evidence that intensive margin variation in punishment related to a more than two-fold increase in fines amplifies the impact of speeding tickets. The Department of Economics of the Vienna University of Economics and Business would like to invite you to the WU Lecture in Economics 2018 with Dr. Anke Hoeffler (Centre for the Study of African Economies, University of Oxford) on "What are the Costs of Violence?" If you follow the news, you cannot help but get the impression that our world is an extremely violent place full of armed conflicts, terrorist bomb attacks, and mass shootings. Reading the headlines, you might think that most human violence against other humans in our world takes the form of civil war, perhaps other lower-level armed conflicts, or terrorist attacks. This lecture will take you behind the headlines and suggest that the impression you get from the news coverage is misleading. Every year, the amount of violence resulting from civil war and terrorism is dwarfed by interpersonal violence - chiefly, homicide, assault, especially assaults against women, and severe physical abuse of children. The resulting economic and social costs of interpersonal violence are substantially greater than those of civil war and terrorism. In contrast, aid spending on programs related to civil war violence and terrorism is vastly greater than spending on programs specifically focused on reducing interpersonal violence. Please note that under the terms of the WU personnel development plan, the position of Assistant Professor, tenure track, is limited to an employment period of not more than six years. On behalf of the selection panel, For your information there are various traineeship opportunities at the European Central Bank that are published at different points in time (apologies for cross-posting). Our business area, the Directorate General International and European Relations, has recently published a vacancy on the ECB website for students that have completed at least two years of PhD: https://www.ecb.europa.eu/careers/vacancies/html/vacancydetails.en.html?id=…. This might be of interest to students from your university. In case you want to advertise it, this would be highly welcome. Given the limited number of positions, the number of applicants may be high and the positions very competitive. However the application process is quite straightforward. We encourage interested students to submit a project proposal of one page max, which is however not binding as selected students might be asked to work on other relevant topics of interest for the Directorate General. They should take note of the deadline for applying is the 10th of December. Contracts are typically set initially for 3 months with (potential) extensions up to 1 year. Dezember 2018, 16:00 Uhr Oesterreichische Nationalbank, Veranstaltungssaal (M0010) Erdgeschoss 1090 Wien, Otto Wagner Platz 3 Zum Inhalt: Die unterstellte Bankgebühr (Financial Intermediation Services Indirectly Measured, FISIM) ist ein Konzept der Volkswirtschaftlichen Gesamtrechnungen und misst die Erträge aus dem Kredit- und Einlagengeschäft, die die Hauptkomponente der Produktion des Bankensektors darstellen. Bei einer Produktion von 7,8 Mrd. € im Jahr 2016 trug die FISIM 0,8% direkt zum österreichischen Bruttoinlandsprodukt und 0,6% zum Bruttonationaleinkommen bei. Mit dem ESVG 2010 kam es zum wiederholten Mal zu Neuerungen in der Behandlung der FISIM im Rahmen der VGR, die im Zuge der Jahresrechnung im Herbst 2014 in Österreich erstmals implementiert wurden. Der Vortrag gibt einen Überblick über aktuelle Konzepte und Methoden sowie über quantitative Aspekte der FISIM in Österreich.
