Dear Colleague, We cordially invite you to the wiiw-FIW-Seminar in International Economics on Thursday, 23 June, 4 pm wiiw, Rahlgasse 3, 1060 Vienna, Library (2nd floor) The Gender Wealth Gap in Europe Alyssa Schneebaum (with Miriam Rehm, Katharina Mader and Katarina Hollan) Vienna University of Economics and Business (WU) Abstract This paper studies the gap in wealth holdings between male and female single households using 2010 Household Finance and Consumption Survey data for 10 European countries. The analysis employs OLS and quantile regressions and finds that there is no wealth gap across most of the wealth distribution, but that male households have between 30% and 76% more net wealth than female households at the very top of the distribution. Differences in labour market characteristics, in particular earnings and the ownership of business assets, explain much of the difference in the gender wealth gap between the 70th and 90th percentiles. The model accommodates time-varying component means and co-variance matrices, normal and t-distributed mixtures, and economic determinants of time-varying parameters. Monte Carlo experiments suggest that banks can be classified reliably into distinct components in a variety of settings. In an empirical study of 233 European banks between 2008Q1-2015Q2, we demonstrate that past crises had a differential impact on banks with different business models. Each setting has imposed new demands on the algorithm. Among them are to how to handle complementarities and distributional constraints. However, the simplicity of the DA makes it difficult to accommodate these new considerations except in special cases. In this talk I will outline an alternative approach based on Scarf's lemma for tackling such problems. (based on joint work with Thanh Nguyen) and Credit institutions in an evolving economy (Gilles Saint-Paul) I study how limits to the ability of firms to issue debt affects the selection process in an economy where firms follow simple behavioral rules. Such an institution affects aggregate fluctuations through its effects on the granularity of the cross-sectional distribution of firms, on the financial strategy of survivors, and the inertia of its aggregate distribution. The results differ sharply depending on the wage elasticity of labor supply, which tends to generate oscillations if it is very low. If that is the case, relaxing debt limits makes the economy more ganular and paradoxically favors "holdings" which take advantage of the mistakes made by highly leveraged firms, in particular their willingness to borrow at high rates. Upjohn Institute) "Lessons from the US Federal-state Unemployment Insurance System for a European Unemployment Benefits System" Kommentar: Helmut Mahringer (WIFO) Abstract: The federal-state system of unemployment insurance (UI) in the USA was established by the Social Security Act of 1935 during the Great Depression. Under the programme, states provide temporary partial wage replacement to involuntarily unemployed workers with significant labour force attachment. The federal government induced states to establish adequate UI programmes through: 1. a uniform federal tax imposed on employer payrolls, with a 90 percent credit granted to employers in states operating approved UI programmes, and 2. grants to states to administer their programmes. The existing federal-state UI system is a delicate balance of power that is largely self-regulated by a built-in incentive structure. The system has evolved over 80 years into a collection of state programmes adapted to regional economic and cultural contexts, with each state following a common thread of purpose. The federal partner has used the tax credit lever, administrative grants, and other incentives to nudge state action in meeting steadily increasing programme standards. This paper reviews state practices concerning employer coverage, applicant eligibility, benefit generosity, and benefit financing, with the aim of revealing lessons for a possible European unemployment benefit system (EUBS). The evolution of federal conformity regulations is described, with particular attention to programme incentives influencing the behaviour of applicants, employers, and programme administrators. We will identify areas of risk for individual and institutional moral hazard in a multi-tiered UI system, and will give examples of monitoring methods and incentives offered to ameliorate risks. While the US system offers many positive lessons for an EUBS, several shortcomings can be seen in the US system. These also provide guidance for an emerging multi-tiered system in the EU. We describe guidelines for benefit access, adequacy, and financing that promote social coherency and minimise adverse incentives. We review elements of performance measurement and random audit; incentives for broadening access and forward funding of benefits, and procedures for centralised grants and loans to states in times of crisis. Taken together these can be seen as features essential to a sustainable EUBS. In order to improve European cohesion, the European Centre for Social Welfare Policy and Research aims at constructing new bridges between stakeholders, sectors, countries, policies, and systems in the field of social welfare. In this context, the European Centre will organize a launch event to further focus its activities in the EU acceding countries of Eastern Europe and countries of the Eastern Partnership. The Workshop "Building Bridges in Social Welfare Policy in Eastern Europe" takes place on 19 September 2016 in Vienna.
