Dear Colleague, We cordially invite you to the wiiw-FIW-Seminar in International Economics on Thursday, May 19th, 4 pm wiiw, Rahlgasse 3, 1060 Vienna, Library (2nd floor) Recent Development of International Trade Theory and Some of its Consequences Yoshinori Shiozawa Osaka City University, Japan Abstract A few people imagined that a new theory of international values emerges about 200 years after Ricardo´s Principles. The talk starts from the new interpretation of Ricardo´s four magic numbers. After a brief account of the new theory, it extends to some of its consequences. They include topics like global supply chains, fragmentations of production processes, and trade frictions caused by rapid liberalisation. Speaker Yoshinori Shiozawa is Professor Emeritus at Osaka City University. He is the second president and a fellow of the Japan Association for Evolutionary Economics. He is one of the pioneers of complexity economics and a leader in evolutionary economics. He succeeded in building a new theory of international values in his book A Final Solution of the Ricardo Problem on International Values (in Japanese, 2014). All his English papers can be found on ResearchGate. After the seminar there will be the opportunity for the speaker and the audience for further discussions, accompanied by drinks and snacks. This seminar series is an activity in the framework of FIW ('Forschungsschwerpunkt Internationale Wirtschaft'), which is a project designed to build a center of excellence in research on International Economics, funded by the Austrian Ministry of Science, Research and Economy (BMWFW). He used to be a Member of the Hungarian Parliament on behalf of the Alliance of Free Democrats (1994-2002) being a founding member and leading economist of this party from 1988 on. In 2011 he co-founded the new party Democratic Coalition and was its vice-president until 2014. Mr. Bauer studied at the Karl Marx University of Economics (1964-68). Capital-constrained, leveraged banks invest in assets and raise short-term funds by borrowing in the unsecured and secured money markets. Our model derives how funding liquidity across money markets is related, explains how a shock to asset values can lead to mutually reinforcing liquidity spirals in both money markets, and shows how borrowers' flight-to-safety and risk-seeking behavior impacts their liability structure. We derive the social optimum and show which combination of conventional and unconventional monetary policies and regulatory measures can reduce money market fragility. (Andrea Weber) Contrary to predictions of standard search models, past studies have not found a positive effect of unemployment insurance (UI) on reemployment wages. We estimate a positive UI wage effect exploiting an age-based discontinuity in Austria. Incorporating duration dependence into a job search model predicts two countervailing forces: more generous UI induces workers to seek higher-wage jobs, but reduces wages by lengthening unemployment. Matching-function heterogeneity plausibly generates a negative relationship between the UI effect on unemployment durations and wages. This relationship holds empirically within our sample and across prior studies, reconciling disparate wage-effect estimates in the literature. We formally investigate these arguments in a two-task moral hazard model in which the agent is privately informed about which task is less costly for him. We examine two simple classes of incentive scheme that are "opaque" in that they make the agent uncertain ex ante about the incentive coefficients in the linear payment rule. Relative to transparent menus of linear contracts, these opaque schemes induce more balanced efforts, but also impose more risk on the agent per unit of aggregate effort induced. We identify settings in which optimally designed opaque schemes not only strictly dominate the best transparent menu but also eliminate the efficiency losses from the agent's hidden information. Opaque schemes are more likely to be preferred to transparent ones when i) efforts on the tasks are highly complementary for the principal; ii) the agent's privately known preference between the tasks is weak; iii) the agent's risk aversion is significant; and iv) the errors in measuring performance have large correlation or small variance. Dear Sir / Madame, The European Centre for Social Welfare Policy and Research is happy to announce a new event in its International Seminar series: "Care in Crisis: Austerity and Long-term Care in the UK", presented by Professor Emerita Caroline Glendinning, University of York. Date: Wednesday, 27 April 2016 (12:30 - 14:00) Location: Seminar Room at the European Centre for Social Welfare Policy and Research, Berggasse 17, 1090 Vienna Long-term care in the UK – particularly in England – is in serious crisis. Not only are levels of funding and service provision failing to keep pace with demographic trends; increasingly severe cuts are being made in levels of public funding. Professor Emerita Caroline Glendinning will argue that these cuts are partially hidden through current local government funding regimes and accountability structures. The speaker will present evidence of the impacts of current funding cuts on care markets, on older people and on family care-givers. The seminar will also draw attention to the longer-term implications of current policies, in undermining any notion that access to publicly-funded long-term care might be linked to concepts of citizenship and based on rights and entitlement; rather, long-term care is likely to become increasingly variable across the UK, dependent on local political priorities and discretionary decision-making.
