Fiscal pro-cyclicality has also declined markedly in emerging market economies. We investigate whether fiscal rules, working to increase stability in public sector finances, may have allowed governments to follow less pro-cyclical fiscal policies. Chile is a well-known success story in this regard, with its adoption of strict policy rules regulating government expenditures, taxation and debt. We investigate whether adopting rules-constrained fiscal policy similar to Chile has helped reduce the procyclicality of fiscal policy and thereby dampened business cycle fluctuations. To this end, we employ a dynamic panel framework with 101 countries over 1985-2013. We also investigate whether the effectiveness of fiscal rules is contingent upon the quality of government institutions, and which specific type of fiscal rule (expenditure, revenue, balanced budget or debt rules) appears most effective. In addition, we control for other factors that may impact fiscal cyclicality and the effectiveness of fiscal rules, i.e. inflation targeting, IMF programs, terms-of-trade changes and the level of government debt. We find that fiscal rules are effective in reducing pro-cyclicality if implemented in countries with relatively high quality government bureaucracies (advanced and emerging market economies). The converse also holds - higher government efficiency reduces procyclicality but the effect is much stronger when combined with fiscal rules. We also find that balanced budget rules appear the most effective in reducing fiscal pro-cyclicality for a broad group of countries, but only expenditure rules appear effective in the developing-country group. Rules are also most effective in countries with particularly high government debt burdens and in those experiencing large terms-of-trade volatility. paper jointly with U. Mai 2015, 13:15 Uhr WIFO, Kleiner Sitzungssaal Wolfgang Frimmel (Universität Linz) "Grandmothers' labour supply" Abstract: The birth of a child may have (negative) consequences on labor supply of the mother or the parents in general - but also on labor supply of the grandmother. Nonavailability of formal child-care may force the extended family to bargain whether the mother, the father or the grandmother is taking a leave to care for the child. While the joint determination of mother's labor supply and fertility decisions is well studied in the literature, a thorough causal analysis of labor supply effects of becoming a grandmother is practically non-existent. We will use administrative data covering the universe of Austrian workers and two different identification strategies to explore causal effects of having a first grandchild vs. having an additional one. We find that becoming a grandmother significantly increases the probability of labor market exit. Similarly, having an additional grandchild reduces labor market participation. Such an analysis is important, because it investigates side-effects of the existence of formal child-care facilities on labor supply and early retirement behavior of elderly workers in times of serious demographic pressure on public pensions systems. The East Jour Fixe was initiated by the OeNB in 1991. It is a discussion forum on economic reforms and developments in Central, Eastern and Southeastern Europe (CESEE). The 77th East Jour Fixe will focus on Russia’s economic policy challenges and options against the background of the country’s current and likely longer lasting economic turmoil, which has laid bare the vulnerabilities of the Russian economy. In session 1, we will therefore discuss structural reform needs and how to use FDI more efficiently. In session 2, we will then explore ways to safeguard banking sector stability and buttress monetary policy. Madam, Sir, dear memebers this is to remind you of the upcoming guest-lecture The Pension System and Convergence in Corporate Governance Speaker: Martin Gelter, Fordham University School of Law Venue: Seminar, Schenkenstraße 4, 2nd floor, 1010 Vienna 16 - 18 hours Abstract This article explores the influence of the pension system on convergence in corporate governance. In a previous paper, I studied the effects of the shift in the private pension system of the US between the 1970s and today, arguing that the gradual transition from defined benefit (DB) to defined contribution (DC) plans turned workers into "forced capitalists." This changed the incentives of firms and workers as well as the political economy of corporate governance and helped to lead the way toward the shareholder primacy model. I now take the theory to the international level and apply it to the corporate convergence debate. Compared to the US, Continental European and Japanese employees continue to rely to a much larger degree on government pensions that are essentially centralized DB plans. Where company-funded pensions exist, they often are of the DB variety, e.g. in the case of the German and Japanese book reserve plans. Thus, while the development of the stock market is of tremendous importance for members of the aging middle class in US, e.g. their German peers need to rely primarily on the continued ability of the government to fund pensions. Efforts to increase the significance of DC pension plans and private pension savings in Europe during the 1990s and 2000s coincide with the strengthening of the shareholder model. Historically, unfunded pension systems in Europe were introduced during and after World War II for reasons connected to destruction of the previous pension systems funding base, for reasons including inflation, the collapse of capital markets and the need to alleviate poverty. The institutional framework developing at the time was not amenable to the development of a financial system fostering strong capital markets. By contrast, in the US capital markets continued to play a larger role in spite of the experience of the depression. In contrast to previous simulation studies which mostly considered semiparametric approaches relying on parametric propensity score estimation, we also consider more flexible approaches based on semi- or nonparametric propensity scores, nonparametric regression, and direct covariate matching. In addition to (pair, radius, and kernel) matching, inverse probability weighting, regression, and doubly robust estimation, our studies also cover recently proposed estimators such as genetic matching, entropy balancing, and empirical likelihood estimation. We vary a range of features (sample size, selection into treatment, effect heterogeneity, and correct/misspecification) in our simulations and that several nonparametric estimators by and large outperform commonly used treatment estimators using a parametric propensity score. For the first time this paper gives a thorough account of its history, from its foundation 1918 until the demise of its long-time president, Hans Mayer, 1955, based on official documents and archival material. The topics treated include its predecessor and rival, the Gesellschaft österreichischer Volkswirte, the foundation 1918 soon to be followed by years of inactivity, the relaunch by Mayer and Mises, the survival under the NS-regime and the expulsion of its Jewish members, and the slow restoration after 1945. In particular, an attempt is made to provide a list of the papers presented to the NOeG, as complete as possible, for the period 1918-1938.
