Liebe Kolleginnen und Kollegen! Sehr geehrte Damen und Herren! Hiermit wollen wir Sie/Euch an die zweite ATHEA-Konferenz für Gesundheitsökonomie erinnern, die am 25. und 26. Februar 2016 in Wien stattfindet. Der Call for Abstracts endet am 07. Jänner 2016 und befindet sich im Anhang zu diesem E-Mail bzw. kann unter folgenden Link abgerufen werden: http://www.athea.at/news/ Aufgrund einzelner Rückfragen weisen wir ausdrücklich darauf hin, dass das Konferenzthema „Efficiency and equality in health systems“ einen Rahmen für die Keynotes vorgibt, dass aber selbstverständlich Einreichungen zu allen Themen der Gesundheits- und Pflegeökonomie willkommen sind. Mit freundlichen Grüßen, Das ATHEA-Team Call for Abstracts Zweite ATHEA-Konferenz für Gesundheitsökonomie „Efficiency and equality in health systems“ Wien, 25. und 26. Februar 2016 Im Bestreben, Gesundheitssysteme an zukünftige Herausforderungen anzupassen, muss eine Balance zwischen effizienter Leistungserbringung und gerechter Ressourcen- bzw. Lastenverteilung zwischen BürgerInnen, Versicherten, PatientInnen, aber auch zwischen health professionals gefunden werden. Auch in Österreich will man mit der laufenden Gesundheitsreform viele Veränderungen umsetzen. Die Gesundheitsökonomie kann dabei mit ihren Forschungsergebnissen die Politik dahingehend unterstützen und informieren, welche Maßnahmen in Mittelaufbringung, Mittelverteilung und Mittelverwendung gesetzt werden können, um diesen Zielen besser gerecht zu werden. Zur Jahreskonferenz im kommenden Jahr werden daher insbesondere Einreichungen begrüßt, die sich mit Effizienz und/oder gerechter Verteilung in unterschiedlichen Bereichen des Gesundheitssystems beschäftigen. Wir freuen uns, zwei renommierte Keynote Speaker ankündigen zu dürfen: · Peter C. Smith, Professor emeritus am Imperial College London und · Leonie Sundmacher, Professorin an der Ludwig-Maximilians-Universität München Peter C. Smith ist Professor emeritus am Imperial College London, wo er das Centre for Health Policy am Institute of Global Health Innovation gründete und als Co-Direktor führte. Seine Forschungsschwerpunkte der letzten Zeit sind die Messung von Performance und Produktivität in Gesundheitssystemen sowie Fragen der universellen Gesundheitsversicherung. Neben seiner umfangreichen Publikationstätigkeit berät er auch Regierungen und Institutionen weltweit. Leonie Sundmacher leitet seit Oktober 2013 den Fachbereich Health Services Management an der Fakultät für Betriebswirtschaft der Ludwig-Maximilians-Universität München und war davor Juniorprofessorin für das Fachgebiet Versorgungsforschung und Qualitätsmanagement im ambulanten Sektor an der Technischen Universität Berlin. These considerations affect citizens, insurees, patients and also health professionals, and their viewpoints have to be taken into account. Austria tries to address many challenges with the current health care reform, and health economics research can provide the evidence base for policy makers needed to implement the right measures in raising, pooling and allocating funds in order to meet these goals. For our conference next year we especially encourage the submission of research in efficient and equitable allocation in all areas of health systems. We are happy to announce two well-known keynote speakers: · Peter C. Smith, Professor emeritus at Imperial College, London and · Leonie Sundmacher, Professor at Ludwig-Maximilians-University, Munich Peter C. Smith is Professor emeritus at the Imperial College in London, where he co-founded the Centre for Health Policy at the Institute of Global Health Innovation. He also held the position of co-director. His main research areas over the last few years have been the measurement of performance and productivity in health systems as well as issues of universal health coverage. Besides his active research he also advises governments and institutions worldwide. Leonie Sundmacher is head of the department of Health Services Management at the faculty of business administration of the Ludwig-Maximilian University in Munich. Previously, she was a junior professor for health services research and quality management in the ambulatory sector at the Technical University of Berlin. Her research fields are health management and regional health services research. Dear Colleague, We cordially invite you to the next wiiw seminar 'Policy Perspectives for European Integration' on Thursday, 3 December 2015, 5 pm wiiw, Vienna 6, Rahlgasse 3, lecture hall (entrance from the ground floor) The European Asylum Crisis Heinz Faßmann Vice-Rector for Research and International Affairs, University of Vienna Abstract Heinz Faßmann will present an overview of the current asylum flows from the main countries of origin in the MENA region to Europe based on available statistics. Furthermore, the demography and the qualification of the asylum seekers to Austria and Germany will be investigated. In the focus of the presentation will be a discussion of the Common European Asylum System (CEAS) and the question why the system has failed and how it can be re-implemented. The EU has been working on the creation of a Common European Asylum System since 1999 and attempts were made to improve the legislative framework. Between 1999 and 2005 several legislative measures were adopted with the purpose of harmonising the common minimum standards for asylum. In that respect, the Asylum Procedures Directive, the Reception Conditions Directive, the Qualification Directive, the Dublin Regulation and the EURODAC Regulation have to be mentioned. Finally, an outlook for the European and national policy reactions will be presented. In this case the signal extraction problem about the state of the economy cannot be separated from the determination of the optimal policy. We derive a nonstandard first order condition of optimality from first principles and we use it to find numerical solutions. We show how available results where separation obtains arise as special cases. We use as an example an optimal fiscal policy problem. We find that the policy response can be quite non-linear, calling for tax smoothing in normal times, but for a strong fiscal adjustment during a slump that protracts the downturn. This can provide a rationale for the austerity programs followed by some European countries in the Great Recession. Our identification strategy based on highdimensional fixed effects and high frequency advertising data shows that advertising leads to more positive press coverage. This advertising bias in reporting is found to be mitigated but not eliminated by newspapers' reputational concerns. Advertising bias manifests particularly in less negative reporting of a newspaper about bad news events of its advertising clients as compared to firms not advertising in this newspaper.
