________________________________ [cid:image001.jpg@01D138CF.330E3590] ________________________________ Expertisezentren für seltene Erkrankungen in Österreich Ein zentrales Thema des Nationalen Aktionsplans für seltene Erkrankungen ist die Verbesserung der medizinisch-klinischen Versorgung der von seltenen Erkrankungen Betroffenen (NAP.se, Handlungsfeld 2) und dabei insbesondere die Designation spezialisierter Zentren hinsichtlich in Gruppen zusammengefasster seltener Erkrankungen (SE), sogenannter Expertisezentren (EZ). Auf den dringenden Versorgungsbedarf der betroffenen Menschen soll mit dem Etablieren spezialisierter Zentren für SE reagiert werden. Expertise wird damit gebündelt und sichtbar gemacht. Bestehende Strukturen können vernetzt koordinierter und systematisch genutzt und Qualität sichergestellt werden. Nicht nur auf nationaler Ebene ist Vernetzen bedeutend, Ziel ist auch das Eingliedern nationaler Expertisezentren in die derzeit in Entstehung begriffenen europäischen Referenznetzwerke (European Reference Networks, ERN). Dazu lieferte das an der GÖG angesiedelte Pharma-Preisinformation (PPI)-Service die Preisdaten aus den europäischen Ländern. Gegenübergestellt und analysiert werden mehr als 25 Vergleichsindikatoren (Gesundheitsausgaben und Ressourceneinsatz; Zugang, Gerechtigkeit und Inanspruchnahme; gesundheitsbezogene Leistungsergebnisse), die Rückschlüsse auf die Leistungsfähigkeit des österreichischen Gesundheitssystems im internationalen Vergleich sowie kritische Reflexion und eine Stärken-Schwächen-Analyse ermöglichen. Dear Colleague, We cordially invite you to the wiiw-FIW-Seminar in International Economics on Thursday, January 14th, 4 pm wiiw, Rahlgasse 3, 1060 Vienna, lecture hall (ground floor) Interregional migration within the European Union in the aftermath of the Eastern enlargements: a spatial approach Sascha Sardadvar (with Rocha-Akis S.) Vienna University of Economics and Business (WU) Abstract This paper investigates interregional migration on a pan-EU level for the era immediately following the accession of new member states with relatively low income levels. It is shown that it is possible to account for spatial effects of interregional migration despite the lack of data on region-to-region migration flows. In the paper, a spatial model framework of interregional migration is developed that corresponds to a spatial lag of X model or, by inclusion of a spatial autocorrelation term, a spatial Durbin error model. The framework shows that within a system, a linear model of migration inevitably result in a function of net-migration which is based on a column-standardised weight matrix. A region´s migration level is assumed to be simultaneously affected by determinants at home as well as in other regions, where the latter´s influences decrease with distance. The specifications are subsequently applied to data on net-migration rates in 250 European NUTS2 regions over the period 2006-2008. The empirical results reveal a robust association between a region´s net-migration rate and its relative location in space. Moreover, migration is driven by income opportunities, labour market conditions, economic growth, human capital endowments as well as temporarily imposed restrictions on the freedom of movement of workers. This has led to a growing awareness of the importance of what are termed the "new" Non-Tariff Measures (NTMs). Today, with the dominance of global value chains and the increased tradability of non-tangible products, we are confronted with new and important questions about the impact of NTMs on competitiveness and productivity. Vienna University of Economics and Business (WU) Abstract This paper investigates interregional migration on a pan-EU level for the era immediately following the accession of new member states with relatively low income levels. It is shown that it is possible to account for spatial effects of interregional migration despite the lack of data on region-to-region migration flows. In the paper, a spatial model framework of interregional migration is developed that corresponds to a spatial lag of X model or, by inclusion of a spatial autocorrelation term, a spatial Durbin error model. The framework shows that within a system, a linear model of migration inevitably result in a function of net-migration which is based on a column-standardised weight matrix. A region's migration level is assumed to be simultaneously affected by determinants at home as well as in other regions, where the latter's influences decrease with distance. The specifications are subsequently applied to data on net-migration rates in 250 European NUTS2 regions over the period 2006-2008. The empirical results reveal a robust association between a region's net-migration rate and its relative location in space. Moreover, migration is driven by income opportunities, labour market conditions, economic growth, human capital endowments as well as temporarily imposed restrictions on the freedom of movement of workers. Tymon Słoczyński<http://akson.sgh.waw.pl/~tslocz/> Warsaw School of Economics New Evidence on Linear Regression and Treatment Effect Heterogeneity<http://akson.sgh.waw.pl/~tslocz/Sloczynski_paper_regression.pdf> Abstract: It is standard practice in applied work to rely on linear least squares regression to estimate the effect of a binary variable ("treatment") on some outcome of interest. In this paper I study the interpretation of the regression estimand when treatment effects are in fact heterogeneous. I show that the coefficient on treatment is identical to the outcome of the following three-step procedure: first, calculate the linear projection of treatment on the vector of other covariates ("propensity score"); second, calculate average partial effects for both groups of interest ("treated" and "controls") from a regression of outcome on treatment, the propensity score, and their interaction; third, calculate a weighted average of these two effects, with weights being inversely related to the unconditional probability that a unit belongs to a given group. Each of these steps is potentially problematic, but this last property - the reliance on implicit weights which are inversely related to the proportion of each group - can have particularly devastating consequences for applied work. To illustrate the severity of this issue, I perform Monte Carlo simulations as well as replicate two prominent applied papers: Berger, Easterly, Nunn and Satyanath (2013) on the effects of successful CIA interventions during the Cold War on imports from the US; and Martinez-Bravo (2014) on the effects of appointed officials on village-level electoral results in Indonesia. In both cases some of the conclusions change dramatically after allowing for heterogeneity in effects. We are looking forward to seeing you!
