Das Programm umfasst eingangs die Vorstellung bereits bestehender Formen der Kooperation, wie jene von Statistik Austria mit der Wirtschaftsuniversität Wien oder das Projekt PUMA. Anschließend wird dem wichtigen Aspekt des Mikrodatenzugangs für Forschungszwecke besonderes Augenmerk geschenkt. Die rechtlichen Rahmenbedingungen werden dargelegt und den Anforderungen aus Sichtweise der Wissenschaft und Forschung gegenüber gestellt. In einer abschließenden Panel-Session wird - ausgehend vom schwedischen Modell - die Frage der Institutionalisierung der Kooperation von Wissenschaft und amtlicher Statistik diskutiert. (Benjamin Born) We investigate if a reduction of government consumption lowers the sovereign default premium. For this purpose we build a new data set for 38 emerging and developed economies. Results vary along three dimensions. First, the time horizon: the premium declines, but only in the long run. Second, initial conditions: the premium increases in the short run, but only if it is already high. Third, size: the short-run response of the premium increases disproportionately as government consumption is reduced. We rationalize these findings in a structural model of optimal sovereign default where default risk is priced in an actuarially fair manner. paper jointly with Gernot Müller and Johannes Pfeifer and Optimal team composition and the Apollo Syndrome (Paul Schweinzer) We model leadership, competition, and decision making in teams with heterogeneous membership composition. We show that if the choice of leadership in a team is imprecise or noisy -- which may be the case if appointment decisions are made not only by experts but also by less well-informed executives -- then it is not necessarily the case that the best individuals should be selected into a single team. On the contrary, and in line with what has been called the "Apollo effect," a team consisting of unambiguously higher performing individuals may perform worse in terms of team output than a group composed of lower performers. In a diplomatic conflict, they aim to elicit a change of policies of foreign governments by damaging their economy through restrictions on trade, financial transactions and the movement of people. However, they are not costless for the sending economy, where domestic firms involved in business with the target countries might incur collateral damages. This paper evaluates the cost, in terms of export losses, of the diplomatic crisis between the Russian Federation and Western countries over the Ukrainian conflict. We first gauge the global impact of the sanctions regime using a structural gravity framework and quantify the trade loss in a general equilibrium counterfactual analysis. We estimate this loss at 60.2 billon $ over the period from 2014 until mid-2015. Interestingly, we find that the bulk of the impact stems from products that are not directly targeted by Russian retaliations - suggesting that most of the loss is not attributable to the Russian retaliation, but to Western sanctions. We then investigate the underlying mechanism at the firm-level using French customs data. Results indicate that neither consumer boycotts nor perceived country risk can account for the decline in exports of non-targeted products. Instead, the disruption of the provision of trade finance services is found to have played an important role. A potentially serious drawback of the existing literature is the use of linearized models. Recently, Braun, Koerber and Waki (2012) and others claim that in a liquidity trap, a model can behave qualitatively different depending on whether it has been linearized or not. We examine their claim with a focus on whether fiscal austerity can be self-defeating - i.e. austerity causes government debt to rise due to adverse effects on aggregate demand. Specifically, we compare the government debt and output effects due to changes in fiscal spending in linearized and nonlinear general equilibrium models. We start with a variant of the simple benchmark model in Woodford (2003), which allows us to carefully parse out the differences between the linear and nonlinear solutions. Finally, we examine the robustness of our results in the workhorse model of Christiano, Eichenbaum and Evans (2005) augmented with a financial accelerator mechanism. paper jointly with Jesper Linde and Can gender quotas empower women? Evidence from a regression discontinuity design (Manuel Bagues) We estimate the short- and mid-term effect of legislated candidate gender quotas on voting behavior, women's access to leadership positions, and local public finances. We use evidence from Spain, where gender quotas were introduced in 2007 in municipalities with more than 5,000 inhabitants, and in 2011 in municipalities with more than 3,000 inhabitants. Using a Regression Discontinuity Design, we find that gender quotas raise the share female councillors by 4 p.p. (13%). However, within three rounds of elections, women fail to reach powerful positions such as party leader or mayor. Furthermore, we do not find evidence of an impact of gender quotas on voting behavior or on the size and composition of public finances.
