Hiermit übermitteln wir Ihnen die Einladung zu einem VOSTA-Freitagsseminar von Sven Seuken und Steffen Schuldenzucker, University of Zurich, mit dem Titel "Clearing Payments in Financial Networks with Credit Default Swaps" Termin Freitag, 21.10.2016, 11.00 Uhr Ort Geldzentrum der Oesterreichische Nationalbank (OeNB II) Garnisongasse 15, 1090 Wien Veranstaltungssaal, 3. Stock Abstract: We consider the problem of clearing a system of interconnected banks that have been exposed to a shock on their assets. Eisenberg and Noe (2001) showed that when banks can only enter into simple debt contracts with each other, then a clearing vector of payments can be computed in polynomial time. In this paper, we show that the situation changes radically when banks can also enter into credit default swaps (CDSs), i.e., financial derivative contracts that depend on the default of another bank. We prove that computing even an approximate solution to the clearing problem with polynomial accuracy is PPAD-hard. To do this, we demonstrate how financial networks with debt and CDSs can encode arithmetic operations such as addition and multiplication. Further analysis of our construction reveals that already determining which banks are in default is a PPAD-hard problem. This makes apparent the origin of the additional complexity introduced by CDSs: that banks may profit from the ill-being of other banks. Um Ihre Rückmeldung ersuchen wir bis Mittwoch, 19.10.2016. Although many old member states applied transitional arrangements temporarily restricting the free movement of new member states' citizens, the need for adjustment became ever more important during the Great Recession, which affected EU member states unevenly. This chapter studies whether and how east-west migration flows in an enlarged EU responded to institutional and economic factors. We first develop a simple framework of adjustment through migration of workers between labour markets affected by asymmetric economic shocks. Using a new migration dataset and treating the EU enlargement and labour market openings towards the new EU members as a natural experiment allows us to estimate the effects of the EU accession and economic opportunities on migration. Applying the difference-in-differences and triple differences empirical modelling framework, we subsequently find that east-west migration flows in the EU responded positively to the EU entry and economic opportunities in receiving labour markets. However, this potential through which migration helped to ease the imbalances across EU labour markets was hampered by transitional arrangements, which negatively affected the flows of east-west migrants. We conclude that the free movement of workers is an asset that the EU needs to nurture as a means of adjusting to structural economic asymmetries as well as to short-run shocks across EU member states. (Benjamin Born) We investigate if a reduction of government consumption lowers the sovereign default premium. For this purpose we build a new data set for 38 emerging and developed economies. Results vary along three dimensions. First, the time horizon: the premium declines, but only in the long run. Second, initial conditions: the premium increases in the short run, but only if it is already high. Third, size: the short-run response of the premium increases disproportionately as government consumption is reduced. We rationalize these findings in a structural model of optimal sovereign default where default risk is priced in an actuarially fair manner. paper jointly with Gernot Müller and Johannes Pfeifer and Optimal team composition and the Apollo Syndrome (Paul Schweinzer) We model leadership, competition, and decision making in teams with heterogeneous membership composition. We show that if the choice of leadership in a team is imprecise or noisy -- which may be the case if appointment decisions are made not only by experts but also by less well-informed executives -- then it is not necessarily the case that the best individuals should be selected into a single team. On the contrary, and in line with what has been called the "Apollo effect," a team consisting of unambiguously higher performing individuals may perform worse in terms of team output than a group composed of lower performers. We characterize the properties of the leadership selection process which lead to the Apollo effect and clarify when the opposite effect -- in which supertalent teams perform better than comparatively less qualified groups -- takes place. paper jointly with Alex Gershkov We are looking forward to seeing you!
