*INTERNSHIP: Health and Care Unit / European Centre for Social Welfare Policy and Research** * The European Centre for Social Welfare Policy and Research, a UN-affiliated intergovernmental organization based in Vienna, is recruiting an intern for a 3-month period attached to the institute’s Health & Care Unit. The internship will allow the successful candidate to acquaint him/herself with the tasks and responsibilities of working in a research environment and to benefit from exchanges with colleagues on a wide range of subjects. The intern will have the opportunity to participate actively in project meetings as well as in wider institutional seminars and other activities. Juli 2018, 13:15 Uhr WIFO, Kleiner Sitzungssaal Michael Thöne (FiFo, Köln) "Reform und Zukunft des Finanzausgleichs in Deutschland" Kommentar: Hans Pitlik (WIFO) Abstract: Die deutschen Bund-Länder-Finanzen erfuhren in den letzten 15 Jahren zahlreiche Neuerungen. Nach zwei großen Föderalismuskommissionen und der Finanzausgleichsreform von 2017 ändern sich ab 2020 für alle Ebenen - besonders für die Länder - die Bedingungen ihrer Finanzierung und der darauf aufbauenden Politikfelder deutlich. Mit der Kurzstudie betrachten wir Stand und Zukunft der Bund-Länder-Finanzen aus der Perspektive der Entwicklungszusammenarbeit. In Kooperation eines ehemaligen Finanzpolitikers und eines Finanzwissenschafters, beide in ihren Funktionen an den Reformen beteiligt, ziehen wir gemeinsame Schlüsse zu den Stärken der föderalen Finanzierung und ihrer Reform. Lassen sich aus unserer Erfahrung Erfolgsfaktoren destillieren, die jenseits der spezifisch deutschen Bedingungen sinnvoll verfolgt werden können? Ohne Anspruch auf Vollständigkeit identifizieren wir sechs Erfolgsfaktoren, die eine zentrale Rolle beim Funktionieren des deutschen Modells föderaler Finanzierung spielen. Ohne Anspruch auf allgemeingültige Übertragbarkeit schildern wir sie als Strukturen, die auch außerhalb des deutschen Kontextes gut wirken können.
