A first crucial step is to describe and measure vulnerability, analyse eligibility conditions and estimate the degree of potential LTC coverage. We provide a detailed taxonomy of the forms of public coverage existing in Austria, Belgium, Czech Republic, England, France, Germany, Italy and Spain, and address the substantial differences existing across Europe in the definition of the target population in need-of-LTC due to a reduced degree of physical or cognitive capacity. A striking feature of most public LTC systems is that they are extremely fragmented and show a significant variability of benefits and provisions even at a local level. We document the efficacy of the different long-term care provisions in different institutional contexts, and simulate 'counterfactual' regimes. In particular, we estimate comparable measures of potential coverage for specific LTC systems, disentangling the population effect from the regulation effect in the different countries. Our applied analysis exploits information from large surveys representative of the European population age 50 and over, such as ELSA (English Longitudinal Study on Ageing) and SHARE (Survey of Health, Ageing and Retirement in Europe). We show that discretion is associated with lower powered incentives than is constraint: opportunism may put shareholder capital at risk; shareholder can lessen that risk by lowering the power of managerial incentives, thereby decreasing the manager's incentives to spurn principle for opportunity. We further show that the cost of capital plays a central role in favoring discretion over constraint: the use of capital constitutes an externality; when the cost of capital is low, the externality is of relatively little importance, and the manager is afforded the discretion to be opportunistic. Februar und 01.März 2019 Für die vierte ATHEA-Konferenz sind Einreichungen aus allen Bereichen der Gesundheitsökonomie und -politik willkommen, einschließlich des Bereichs der Langzeitpflege. Für die Keynotes wurde das Generalthema „Economics of Child Health“ gewählt. Die Kindheit ist seine sehr prägende Lebensphase für die Gesundheit. Gewohnheiten bilden sich heraus, die auch später einen gesunden Lebensstil fördern oder behindern. Die körperliche Entwicklung kann Resilienz gegenüber Krankheiten unterstützen oder eben nicht, und damit u.a. zu Kurzsichtigkeit, orthopädischen Leiden oder sogar Krebs führen. Auch im psychischen Bereich können Kinder Resilienz aufbauen, oder Anfälligkeit für psychische Störungen entwickeln. Wird der Grundstock für health literacy bereits in der Schule gelegt, kann dies spätere Entscheidungen bezüglich Gesundheit und Gesundheitsversorgung beeinflussen. Andererseits kann eine von Krankheit belastete Kindheit massiv die Bildungschancen behindern und damit die Möglichkeiten verringern, auf der sozialen Leiter aufzusteigen, was wiederum in engem Zusammenhang mit der späteren Gesundheit steht. Bereits in der Kindheit werden Präventionsaktivitäten, wie Impfungen, gesetzt, es können aber auch schon ernste Krankheiten auftreten, die eine kostenintensive Behandlung erfordern. Auf politischer Ebene erlangte die Kindergesundheit in den letzten Jahren wachsende Bedeutung, und einige Länder haben dementsprechend Gesundheitsstrategien für Kinder und Jugendliche entwickelt. Aus diesen und weiteren Gründen bietet die Kindergesundheit ein reichhaltiges Forschungsfeld und wurde daher als Generalthema für die vierte ATHEA Konferenz gewählt. Wir freuen uns, zwei interessante Keynote Speaker ankündigen zu dürfen: · Nora Döring, Postdoctoral Researcher · Mark Stabile, Professor für Economics Nora Döring ist Postdoctoral Researcher am Karolinska Institut. Ihre Forschungsagenden beinhalten u.a. Prävention von Fettleibigkeit in der Kindheit, Kosteneffizienz der Prävention, wirtschaftliche und gesellschaftliche Konsequenzen der Fettleibigkeit von Kindern. Mark Stabile ist Stone Chaired Professor in Wealth Inequality, ein Professor für Economics bei INSEAD in Fontainebleau. Davor war er Gründer und Direktor der School of Public Policy and Governance sowie Professor für Economics und Public Policy an der Rotman School of Management, beide an der Universität von Toronto. Seine aktuellen Forschungsinteressen liegen auf Ungleichheit, Armut, Kindergesundheit, Finanzierung des Gesundheitswesens. For the keynotes, the topic “Economics of Child Health“ was selected. Childhood is a very formative phase of a person's health. Habits develop that will later promote or impede a healthy lifestyle. Physical development may or may not support resilience to disease, and lead, among others, to myopia, orthopedic diseases or even cancer. Also in the mental area, children can build resilience or develop susceptibility to mental disorders. Laying the foundation for health literacy at school may influence future health and health care decisions. On the other hand, a childhood burdened with illness can massively hinder educational opportunities, thereby diminishing the chances of advancing on the social ladder, which in turn is closely related to later health. Preventive activities, such as vaccinations, are already being set up in childhood, and serious illnesses can occur that call for cost-intensive treatment. At the political level, child health has become increasingly important in recent years, and some countries have accordingly developed health strategies for children and adolescents. As in previous conferences, apart from the general theme reflected in keynotes and panel discussion, submissions from all other areas of health economics and policy are welcome, including long-term care. We are happy to announce two interesting keynote speakers: · Nora Döring, postdoctoral researcher · Mark Stabile, professor of economics Nora Döring is postdoctoral researcher at the Karolinska Institute. Her research interests inlcude prevention of childhood obesity, cost-effectiveness of prevention, economic and societal consequences of (childhood) obesity. Mark Stabile is the Stone Chaired Professor in Wealth Inequality, a Professor of Economics at INSEAD in Fontainebleau and was the founding Director of the School of Public Policy and Governance and Professor of Economics and Public Policy at the Rotman School of Management, both at the University of Toronto. His recent work focuses on inequality, poverty, child health, health care financing, and tax policy. As in previous years, submissions for presentation are welcome in all fields of health economics and health policy, including long-term care. The OECD NAEC Innovation LAB<http://www.oecd.org/naec/projects/naecinnovationlab/> will host a conference on "New Analytical Tools & Techniques for Economic Policymaking" on 15-16 April in Paris. This should be a great forum for policy/new ideas to connect, as well as bringing together a wide range of research and policy communities. The conference will focus on research that addresses policy challenges using new approaches and data that can provide a more realistic way of thinking about the world as it really is and help policymakers to better understand and address a range of policy challenges. New tools and methods can explore new dimensions of policy issues including policy interactions, complex systems, non-rational behaviour, multi-dimensional outcomes, network phenomena, non-linear responses, distributional impacts and geospatial effects. Jänner 2019, 14 Uhr WIFO, Kleiner Sitzungssaal Giacomo Corneo (Frei Universität Berlin) "Ungleichheit und Umverteilung der Einkommen im Lebensverlauf in Deutschland" Kommentar: Silvia Rocha-Akis (WIFO) Abstract: Wir verwenden deutsche Sozialversicherungsdaten und ein umfassendes Mikrosimulationsmodell, um die Ungleichheit und Umverteilung des Einkommens innerhalb der Generationen auf der Ebene der Geburtsjahrgänge zu untersuchen, beginnend mit den 1935 geborenen. Wir stellen einen markanten säkularen Anstieg der Einkommensungleichheit auf Lebenszeit fest, sowohl vor als auch nach der Umverteilung. Über ganze Lebenszyklen hinweg zeigt sich, dass das deutsche Steuertransfersystem progressiv ist und erhebliche Auswirkungen auf das verfügbare Einkommen der beiden extremen Dezilen der Lebenseinkommensverteilung hat. Die Umverteilung der staatlichen Lebenseinkommen zeigt eine invertierte U-Form über Kohorten und ist deutlich kleiner als auf Jahresbasis. Die differentielle Sterblichkeit erhöht die Einkommensungleichheit auf Lebenszeit um etwa 5 %. Wir entwickeln ein Wohlfahrtsmaß, das den monetären Wert einer längeren Lebensdauer berücksichtigt. Wir stellen fest, dass die unterschiedliche Sterblichkeit die Ungleichheit in der in Geldeinheiten gemessenen Lebenswohlfahrt um etwa 13 % erhöht.
