INVITATION: The Welfare Magnet Hypothesis Revisited ? A Natural Experiment in Austria, 3 March 2020

A NATURAL EXPERIMENT IN AUSTRIA FANNY DELLINGER University of Innsbruck TUESDAY, 3 MARCH 2020, 3:00 PM (15:00 CET) wiiw, Rahlgasse 3, 1060 Vienna, library (2nd floor) How do welfare levels influence refugees' intra-state location choice? The welfare magnet hypothesis claims that migrants will be disproportionately drawn to high-welfare locations. So far, the hypothesis has proven difficult to verify empirically because of the multiplicity of factors influencing mobility choices. However, due to a policy of initial random dispersion of refugees in Austria and subsequent welfare reforms in specific states, it is possible to causally identify the effect of welfare on location choice. In addition, different rules regarding welfare apply to refugees depending on their protection status. The welfare reforms always left one group of refugees within the state unaffected, thereby creating inner-state control groups. This allows for a rich identification strategy, which controls for state-time, group-time and group-state fixed effects. The results show strong evidence for welfare levels having an effect on location choice. However, for understanding overall mobility patterns of refugees the importance of state specific support structures cannot be overstated. Finally, policy implications for Austria will be discussed. FANNY DELLINGER is currently doing her PhD in Economics at University of Innsbruck focusing on location choice and integration of refugees. Previously, she has done interdisciplinary research on labour market integration of refugees in Austria at University of Vienna and on attitudes towards migration and demographic change at Austrian Institute of Economic Research. Her Master in Economics is from University of Vienna. Good morning, The call for papers for the European Central Bank’s young economists’ competition 2020 is now open for PhD students in economics or finance until 15 March. Selected applicants will have the chance to present their research to top policymakers and academics at the ECB Forum on Central Banking in Sintra (Portugal) from 29 June to 1 July 2020 and to win €10,000. This competition is an opportunity for young researchers to contribute to the future of Europe with their innovative research and for universities to enhance their international reputation, as selected finalists become ambassadors representing their respective academic institutions at the ECB’s flagship conference in Sintra. Students of all nationalities who are currently enrolled on a PhD programme in economics or finance are invited to participate. Applications from female candidates are particularly welcome. Students currently employed by, or collaborating with, the ECB or a national central bank within the European System of Central Banks are not eligible. Co-authors of eligible papers should either be students or have completed their PhD no more than five years ago. What is the theme of this year’s competition? The theme of the 2020 Forum is “Central banks in a shifting world”. PhD students are invited to submit papers addressing the following topics: i. the quantitative formulation of price stability and the approaches (including economic and monetary analyses) and instruments by which price stability is achieved; ii. the effectiveness and the potential side effects of the monetary policy toolkit developed over the past decade; iii. how monetary policy should take into account financial stability, employment and environmental sustainability; iv. the macroeconomic and financial implications of structural changes (e.g. an ageing population, slowing productivity, globalisation and potential reversals, evolving financial structures, threats to environmental sustainability) and how they affect inflation and the conduct of monetary policy; v. monetary policy communication practices; vi. the roles of monetary and fiscal policies in a low interest rate environment. Papers on other topics relevant to central banking (including the deepening of the European Economic and Monetary Union, the functioning of the euro area economy and financial system, financial stability as well as banking regulation and supervision) will also be considered. How can students apply? Dear all, The Vienna Yearbook of Population Research (VYPR) is seeking submissions for a Special Issue on “Demographic Aspects of Human Wellbeing”. The VYPR is an open-access journal that has been published annually by the Vienna Institute of Demography (VID) at the Austrian Academy of Sciences since 2003. It is addressing population trends as well as a broad range of theoretical and methodological issues in population research. WIC COLLOQUIUM Anna Katharina Raggl, Österreichische Nationalbank The Role of the Quality of Public Services in Shaping Migration Intentions in CESEE February Tuesday 11th, 10:00-11:00 Abstract In Central, Eastern and Southeastern European (CESEE) countries, emigration has been high in the past, and, especially in the non-EU CESEE countries, net migration rates are still negative and sizeable. Migration can have a substantial impact on the age and skill profile of a society, which in turn is key for economic development and fiscal sustainability. Therefore, it is of particular importance to understand the motives for individual migration intentions. Building on earlier studies of migration intentions in CESEE, we use the 2018-wave of the OeNB Euro Survey to study in particular the link between individual migration intentions and the satisfaction with the provision of public services - infrastructure, education, health, etc. in ten CESEE countries. We employ (Polychoric) Principal Component Analysis, (P)PCA, to reduce the dimensionality of the data, and instrumental variable techniques to estimate the effect of the satisfaction with public services on migration intentions.
