[cid:image001.png@01D4614B.8833BAC0] Call for Abstracts Sixth ATHEA Conference for Health Economics Vienna, September 23rd and 24th 2021 “Covid 19 and beyond” The COVID-19 pandemic has disrupted healthcare delivery over an extensive period of time. As safety considerations and restrictive public health policies made traditional models of care impracticable, healthcare providers had to adapt their services and patients had to change their care seeking behaviours. This situation created unprecedented conditions for the development and adoptions of a wide range of healthcare innovations. In particular, physical distancing requirements triggered a dramatic increase in the utilization of e-health and m-health technologies. Simultaneously, health systems need to cope with the new epidemiological burden not only of acute disease management of people with severe respiratory difficulties but also with the fast-emerging issue of long-term complications dubbed long COVID. Furthermore, the already gigantic logistical issue of mass-testing and mass-vaccination is under the constant threat of the apparition of new variants. Not only healthcare delivery but also its financing along with equity issues urgently need to be carefully examined. The sixth ATHEA conference will explore the opportunities and challenges raised by the health care innovation and health system adaptations triggered by the COVID-19 pandemic. The conference will take place from Thursday, September 23rd, 2021 (late-morning start) to Friday, September 24th, 2021 (ending midday). The event will feature one keynote speaker on each day addressing the main theme of the conference, as well as 2 parallel sessions organized according to the themes that will emerge from the selected papers. As in previous years, submissions for presentation are welcome in all fields of health economics and health policy, including long-term care, and are not restricted to the conference topic. Her research interests are in the areas of Labor and Public Economics, with a focus on social insurance programs, minimum wage policy, and labor market inequalities. Before joining Bocconi, she was a Post-doctoral Fellow at the Institute for Fiscal Studies and received a Ph.D. in Economics from the London School of Economics. Enthusiasm for 'greening the financial system' is welcome, but a fundamental challenge remains: financial decision makers lack the necessary information. It is not enough to know that climate change is bad. Markets need credible, digestible information on how climate change translates into material risks. To bridge the gap between climate science and real-world financial indicators, we simulate the effect of climate change on sovereign credit ratings for 108 countries, creating the world's first climate-adjusted sovereign credit rating. Under various warming scenarios, we find evidence of climate-induced sovereign downgrades as early as 2030, increasing in intensity and across more countries over the century. We find strong evidence that stringent climate policy consistent with limiting warming to below 2oC, honouring the Paris Climate Agreement, and following RCP 2.6 could nearly eliminate the effect of climate change on ratings. In contrast, under higher emissions scenarios (i.e., RCP 8.5), 63 sovereigns experience climate-induced downgrades by 2030, with an average reduction of 1.02 notches, rising to 80 sovereigns facing an average downgrade of 2.48 notches by 2100. We calculate the effect of climate-induced sovereign downgrades on the cost of corporate and sovereign debt. Across the sample, climate change could increase the annual interest payments on sovereign debt by US$ 22-33 billion under RCP 2.6, rising to US$ 137-205 billion under RCP 8.5. Enthusiasm for 'greening the financial system' is welcome, but a fundamental challenge remains: financial decision makers lack the necessary information. It is not enough to know that climate change is bad. Markets need credible, digestible information on how climate change translates into material risks. To bridge the gap between climate science and real-world financial indicators, we simulate the effect of climate change on sovereign credit ratings for 108 countries, creating the world's first climate-adjusted sovereign credit rating. Under various warming scenarios, we find evidence of climate-induced sovereign downgrades as early as 2030, increasing in intensity and across more countries over the century. We find strong evidence that stringent climate policy consistent with limiting warming to below 2oC, honouring the Paris Climate Agreement, and following RCP 2.6 could nearly eliminate the effect of climate change on ratings. In contrast, under higher emissions scenarios (i.e., RCP 8.5), 63 sovereigns experience climate-induced downgrades by 2030, with an average reduction of 1.02 notches, rising to 80 sovereigns facing an average downgrade of 2.48 notches by 2100. We calculate the effect of climate-induced sovereign downgrades on the cost of corporate and sovereign debt. I leverage a massive financial aid reform that drastically boosted the share of low-income students at elite universities in Colombia. Unlike affirmative action, the admissions process remained unaffected, which enables identifying the causal effect of diversity. I survey high-income students and compare outcomes across students entering college before vs. after policy rollout and more vs. less exposed to low-income peers. A difference-in-differences approach shows diversity caused high-income students to have more accurate perceptions of poverty and inequality, raising their concerns about fairness and boosting support for progressive redistribution. Juliana is an Assistant Professor of Economics at the University of California, Los Angeles, a Faculty Research Fellow at the National Bureau of Economic Research, and a Faculty Affiliate at the California Center for Population Research. She studies inequality and redistributive tax and transfer policies, and has a special interest in developing countries. Dear colleagues, The Department of Economics cordially invites you to the WU Economic Research Seminar on Wednesday, June 9th, with Helmut Rainer (LMU) on "Caught between Cultures: Unintended Consequences of Improving Opportunity for Immigrant Girls" Abstract: What happens when immigrant girls are given increased opportunities to integrate into the workplace and society, but their parents value more traditional cultural outcomes? We answer this question in the context of a reform which granted automatic birthright citizenship to eligible immigrant children born in Germany after January 1, 2000. Using survey data we collected from students in 57 schools and comparing those born in the months before versus after the reform, we find the introduction of birthright citizenship lowers measures of life satisfaction and self-esteem for immigrant girls by .32 and .25 standard deviations, respectively. This is especially true for Muslims, where parents are likely to prefer more traditional cultural outcomes than their daughters. Moreover, we find that Muslim girls granted birthright citizenship are less integrated into German society: they are both more socially isolated and less likely to self-identify as German. Exploring mechanisms for these unintended drops in well-being and assimilation, we find that immigrant Muslim parents invest less in their daughters' schooling and that these daughters receive worse grades in school if they are born after the reform. Parents are also less likely to speak German with these daughters. Consistent with a rise in intrafamily conflict, birthright citizenship results in disillusionment where immigrant Muslim girls believe their chances of achieving their educational goals are lower and the perceived odds of having to forgo a career for a family rise. In contrast, immigrant boys experience, if anything, an improvement in well-being, integration, and schooling outcomes. Taken together, the findings point towards immigrant girls being pushed by parents to conform to a role within traditional culture, whereas boys are allowed to take advantage of the opportunities that come with citizenship. To explain these findings, we construct a simple game-theoretic model which builds on Akerlof and Kranton (2000), where identity-concerned parents constrain their daughter's choices, and hence lower their daughter's well-being, when faced with the threat of integration.
