We study the implications of heterogeneity in house price growth expectations for the level of house prices. We feed the joint empirical distributions of income, wealth and expectations into a calibrated heterogeneous agents housing model. We find that eliminating heterogeneity in house price growth expectations would raise average house prices and amplify house price fluctuations thereby reducing the fit of the model. Without heterogeneity, average house prices would. LECTURE SERIES: MONETARY POLICY AND THE FINANCIAL SECTOR (MPFS) You are cordially invited to the following public lecture: “Fiscal Sustainability in a Changing Global Financial System“ Frank SMETS Head of Economic Analysis and Statistics and Deputy Head of the Monetary and Economic Department, Bank for International Settlements, Basel Time: Friday, January 23, 2026, 10:30-12:00 a.m. Location: Wirtschaftsuniversität Wien, Welthandelsplatz 1, Clubraum, LC.2.400 (Learning Center/Library Building, 2nd floor, above the entrance area to the library, opposite the Study Service Center) Sovereign debt levels have increased considerably since the Great Financial Crisis, reaching historical post-World War II highs in many advanced economies. This has been accompanied by a growing presence of non-bank financial institutions in sovereign bond markets. This combination generates new financial stability challenges, which have both domestic and international aspects. Policymakers should address these challenges by employing a carefully selected mix of tools that spans fiscal, monetary and prudential policy. Frank Smets, being one of the creators of the famous Smets-Wouters macroeconomic model, is an internationally leading expert on monetary policy. He joined the BIS in December 2024 from the ECB, where he previously was Director General of Economics and Director General of Research. He was also in charge of conducting the ECB’s Strategy Review 2021. Mr. Smets holds a PhD in economics from Yale University. When studying inter-ethnic relations, however, survey methods are fundamentally constrained due to difficulties in sampling minority populations and potential response biases. As an alternative, this talk argues for using administrative data to study relations between ethnic groups. These data offer advantages in terms of their size and longitudinal coverage. However, since they were not designed with our specific research questions in mind, conceptual validity remains a challenge. We illustrate these issues via examples from our recent work on (i) military service and immigrant integration, (ii) cultural responses to terrorist attacks, and (iii) childhood exposure to ethnic outgroups and subsequent marriage decisions. Speaker Nan Zhang is an Interim Professor ("Vertretungsprofessor") of Evidence-based Political Research at the University of Mannheim, where he also leads the Emmy-Noether research group Making Diversity Work at the Mannheim Centre for European Social Research (MZES). His work spans both Political Science and Sociology, with a focus on the study of group relations, language and identity, social norms, and civic behavior. Major applications include research on immigration, ethnic diversity, and state- and nation-building. His work has been published in the American Political Science Review, the American Journal of Political Science, the Journal of Politics, the Proceedings of the National Academy of Sciences (PNAS), the American Journal of Sociology, the European Sociological Review, and Sociological Science, amongst other outlets. He holds a Ph.D. in Political Science from Stanford University and has held prior positions at the Max Planck Institute for Research on Collective Goods and the European University Institute. Abstract This paper examines how digital technological change affects labor market outcomes in an economy with a large vocational education and training (VET) system, using Austria as a case study. We combine Austrian administrative data with firm-level investment records and a novel sectoral measure of exposure to emerging digital technologies based on global patent activity. Using a shift–share design across Austrian labor market districts from 2012 to 2019, we estimate the impact of digitalization on employment and earnings. We find small but negative average effects of digital technology exposure on employment and income. These effects are driven by workers with low and higher education, while vocationally trained workers are largely unaffected. This pattern holds across genders, sectors, and fields of study, indicating that vocational education shields workers from the adverse effects of technological change. Population Momentum from Migration Josh Goldstein, University of California, Berkeley Abstract: The study of population momentum has focused on changing birth rates, but it is also possible to reach a stationary population through migration. In this talk, I'll show the momentum implied by a change in migration regimes. I will investigate the eventual stationary population size implied by migration-change as opposed to fertility-change, and the differences in age-structure. A simple model is used which has two key simplifying assumptions: (1) all migrants enter (or leave) at the same age, an age that is prior to childbearing and (2) the number of migrants who enter (or leave) is a constant proportional to the current population size. According to this model, stationary-through migration populations will be closer to their original pre-transition size (have less momentum) than stationary-through-fertility populations and will have an age structure that has less dependency. We can discuss the realism of this model and its potential applicability to the contemporary world. About the presenter: Josh Goldstein is Chancellor's Professor of Demography at the University of California, Berkeley. He received his PhD from Berkeley and has held positions at Princeton and MPIDR.
