As a result, they either delay care until they can pay for it or they forgo the care altogether. To test for such a possibility, we study the distribution of monthly Social Security checks among Medicare Part D enrollees. When Social Security checks are distributed, prescription fills increase by 6-12 percent. In that sense, drug consumption of low-income Medicare recipients is "liquidity sensitive." We then study recipients who transition onto a program that eliminates copayments. When those recipients do not face copayments, their drug consumption becomes less liquidity sensitive. That finding implies that, beyond risk protection, generous insurance also provides recipients with the ability to consume healthcare when they need it rather than when they have cash. Further, we find that recipients whose drug consumption is most liquidity sensitive exhibit price elasticities of demand that are twice the size of the average elasticity, suggesting that more-generous insurance causes recipients both to re-time prescription filling and also to start filling prescriptions that they otherwise would not fill. We present a stylized model that uses this finding to call into question the conventional interpretation of demand-response to price as solely inefficient moral hazard. We analyze the impact of a major parental leave reform on mothers' long-term earnings. The 2007 German parental leave reform replaced a means-tested benefit with a more generous earnings-related benefit that is granted for a shorter period of time. Additionally, a "daddy quota" of two months was introduced. To identify the causal effect of this policy on long-run earnings of mothers, we use a difference-in-difference approach that compares labor market outcomes of mothers who gave birth just before and right after the reform and nets out seasonal effects by including the year before. Using administrative social security data, we confirm previous findings and show that the average duration of employment interruptions increased for high-income mothers. Nevertheless, we find a positive long-run effect on earnings for mothers in this group. This effect cannot be explained by changes in working hours, observed characteristics, changes in employer stability or fertility patterns. Descriptive evidence suggests that the stronger involvement of fathers, incentivized by the "daddy months", could have facilitated mothers' re-entry into the labor market and thereby increased earnings. For mothers with low prior-to-birth earnings, however, we do not find any beneficial labor market effectsof this parental leave reform. This difference in trade policy creates a global implicit subsidy to CO2 emissions in internationally traded goods and so contributes to climate change. This global implicit subsidy to CO2 emissions totals several hundred billion dollars annually. The greater protection of downstream industries, which are relatively clean, substantially accounts for this pattern. The downstream pattern can be explained by theories where industries lobby for low tariffs on their inputs but final consumers are poorly organized. A quantitative general equilibrium model suggests that if countries applied similar trade policies to clean and dirty goods, global CO2 emissions would decrease and global real income would change little. Academic economists understand that they are misleading indicators of competitiveness and of the gains from trade. However, they also recognize their political relevance, calling for accurate statistical measurement and for more scholarly work. Disturbingly, Davis and Weinstein (2002) argue that the canonical gravity model of trade fails when confronted with bilateral trade balances data, dubbing this "The Mystery of the Excess Trade Balances''. Capitalizing on the latest developments in the theoretical and empirical gravity literature, we demonstrate that the workhorse international trade model actually performs well in explaining bilateral trade balances. Moreover, in our data, only 11 to 13% of the variance in bilateral balances is due to asymmetric bilateral trade costs, belying beliefs that bilateral imbalances are driven by 'unfair' manipulation of terms-of-trade. We also perform several general equilibrium experiments within the same structural gravity framework to show that free trade agreements tend to exacerbate bilateral imbalances and that macroeconomic rebalancing leads to adjustment with all trade partners. That said, not all patents are equally novel. In particular, the patent box encourages the submission of patents of marginal novelty, a selection effect that would reduce the average success rates of patents. At the same time, the increased return to patenting encourages additional effort in innovation development and application preparation, increasing success rates. While this predicts an ambiguous effect, by exploiting the time dimension of these responses, we are able to examine their relative size. Using data from applications to the European Patent Office from 1978 to 2017 and find that the introduction of a patent box increases the average success rate of applications from the large innovators who make up the majority of applications by 6.9 percentage points. This impact only materializes two years after a patent box takes effect, suggesting that improved research effort is the dominant response by rms. Sprache: Englisch Description: In this paper, we first describe the size, composition and characteristics of the recent unauthorised migration flows through external European Union borders. We then assess the effectiveness of EU border enforcement policies in deterring or diverting migration flows across alternative routes. Our empirical analysis is based on a novel dataset of Frontex records on attempted illegal crossing by quarter, country of origin and route of entry in Europe for the period 2009-2017. These records are matched with a dataset - that we assembled - on the monthly EU budget spent on border enforcement and search and rescue operations on each route of entry. Our empirical analysis is threefold. First, we document the existence of a political cycle in enforcement spending at the external EU borders which is orthogonal to expected ows. Second, we use this result as a first stage to deal with the endogeneity of border policies and retrieve the causal impact of enforcement on unauthorized flows. Third, we analyse the effect of outsourcing border controls to a non-EU transit country (the 2016 EU-Turkey deal) on deterrence and diversion of unauthorized flows. Using data from applications to the European Patent Office from 1978 to 2017 and find that the introduction of a patent box increases the average success rate of applications from the large innovators who make up the majority of applications by 6.9 percentage points. This impact only materializes two years after a patent box takes effect, suggesting that improved research effort is the dominant response by rms. Language: English Description: In this paper, we first describe the size, composition and characteristics of the recent unauthorised migration flows through external European Union borders. We then assess the effectiveness of EU border enforcement policies in deterring or diverting migration flows across alternative routes. Our empirical analysis is based on a novel dataset of Frontex records on attempted illegal crossing by quarter, country of origin and route of entry in Europe for the period 2009-2017. These records are matched with a dataset - that we assembled - on the monthly EU budget spent on border enforcement and search and rescue operations on each route of entry. Our empirical analysis is threefold. First, we document the existence of a political cycle in enforcement spending at the external EU borders which is orthogonal to expected ows. Second, we use this result as a first stage to deal with the endogeneity of border policies and retrieve the causal impact of enforcement on unauthorized flows. Third, we analyse the effect of outsourcing border controls to a non-EU transit country (the 2016 EU-Turkey deal) on deterrence and diversion of unauthorized flows. Heterogeneous Response to Formal Feedback Abstract: Physician quality “report cards” are popular measures used by states and insurers to, amongst other things, incentivize physicians to improve care quality by publicly evaluating them on specific clinical outcomes. However, research suggests that report cards are less effective than expected, inducing only small improvements in care quality. The goal of this study is to examine whether this lackluster effect occurs due to heterogeneity in physician response to report cards, which would help inform the design of future quality improvement interventions. I examine this question by exploiting the release of the ProPublica Surgeon Report Card, which was released only in 2015 and graded all surgeons who performed eight elective Medicare surgeries on outcomes such as in-hospital mortality and readmission rates. I estimate the within-physician effects of the report card on physician behavior for Medicare and non-Medicare patients with a combined difference-in-difference and regression-discontinuity research design, using inpatient administrative data from the state of Florida (~3Mil encounters, 2012-17). I then identify physicians who are more or less likely to respond to the report card (“learners” and “non-learners”, respectively) using each physician’s past history of learning from their own and others’ successes and failures in the eight key surgeries. Results show that, on average, the report card improved physicians’ performance on key outcomes for the eight Medicare surgeries compared to other elective surgeries, and had positive spillovers on non-Medicare surgeries. This effect persisted several years after the release of the report card, suggesting that even solitary information shocks can have lasting effects on physician behavior. Examining heterogeneous responses, I find that physicians’ past learning propensities positively predicted the extent to which they responded to report card information, though this effect was moderated by several market-level factors. We leverage the 1991 introduction of worker representation on boards of Finnish firms with at least 150 employees. In contrast to exit-voice theory, our difference-in-differences design reveals no effects on voluntary job separations, and at most small positive effects on other measures of job quality (job security, health, subjective job quality, and wages). Worker voice slightly raised firm survival, productivity, and capital intensity. A 2008 introduction of shop-floor representation had similarly limited effects. The main finding is that uncertainty reflects change: firms report more subjective uncertainty after either high or low growth realizations. In the cross section of firms, subjective uncertainty differs from statistical measures of uncertainty such as volatility: fast-growing and large firms report lower subjective uncertainty than fast-shrinking and small firms, respectively, even if they face shocks of similar size. By contrast, the substantial time variation in firm-specific subjective uncertainty resembles that in conditional volatility: both measures of uncertainty are mildly persistent and rise more when growth is temporarily low.
