Dear Colleagues, please find attached detailed information on a practical CGE training course, organized by the Centre of Policy Studies at Victoria University of Melbourne in cooperation with WIFO. The course will take place from September 9 – 13, 2019, in Vienna. Participants of the course will have the opportunity to perform topical simulations which investigate the effect on the Austrian economy of Brexit, changes to immigration policy and the impact of climate change. The course fee amounts to € 1,200 for students, € 2,400 for members of academia, € 3,200 for government employees and € 4,500 for private sector employees. CEEC residents are offered a 15% discount. These phenomena present several issues which are related both to the collection of information and to the analysis of complex information such as the ones related with tourist itineraries. An improved understanding of tourist mobility can assist DMOs to fully capture the benefit of cooperative marketing strategies between destinations and among tourism services within the same destination. Furthermore, increased knowledge regarding the determinants of tourist mobility can result in a more focused marketing of tourism products and services. In this lecture, traditional survey methods and the potential coming from the use of new technologies for the analysis of tourist mobility, such as GPS devices are discussed along with their merits and pitfalls. Special attention will be given to the implementation of sampling procedure, and Time Location Sampling is introduced as a potential solution in surveying mobile populations. From several case studies we can describe empirically the main problems arising in the analysis of tourist mobility and propose some potential solutions for the collection and analysis of data on tourist mobility at different temporal and territorial scales. To highlight the redistributive role of capital taxation, robust correlations between labour income, wealth and capital income are documented and new evidence on the wealth holdings of the wealthiest is presented. Distortionary effects of capital taxation are analysed and critical issues in its practical implementation are discussed. The overall conclusion is that there are good reasons to tax capital and that Nordic "dual" income taxation could be a constructive way to strike a balance between an optimal and administratively feasible tax system. The 84th East Jour Fixe focuses on long-run economic growth and development in Central, Eastern and Southeastern Europe (CESEE) − a very timely topic, given the high level of uncertainty surrounding the medium- to long-term growth outlook for the CESEE region. Potential growth estimates for many CESEE countries are currently low, putting into question the speed of convergence and raising concerns that CESEE might end up in a middle-income trap. Low potential growth also raises the question of whether the CESEE countries need a new and more sustainable growth model for the future. Against this backdrop, the 84th East Jour Fixe will discuss the key goals, priorities and implementation strategies aimed at ensuring sustainable economic growth and development in CESEE in the long run. The keynote speech and session 1 will focus on current challenges for economic growth and development in the CESEE region, taking stock of past growth models and reflecting on future growth drivers. Session 2 will deal with the ecological sustainability of growth, discussing potential frameworks and opportunities for as well as potential obstacles to green growth in CESEE. Mai 2019, 14:00 Uhr WIFO, Kleiner Sitzungssaal Daniel Waldenström (Paris School of Economics) "How Capital Should be Taxed" Kommentar: Margit Schratzenstaller (WIFO) Abstract: The lecture analyses the appropriate role of capital taxation in advanced economies by synthesising the research on optimal capital taxation. To highlight the redistributive role of capital taxation, robust correlations between labour income, wealth and capital income are documented and new evidence on the wealth holdings of the wealthiest is presented. Distortionary effects of capital taxation are analysed and critical issues in its practical implementation are discussed. The overall conclusion is that there are good reasons to tax capital and that Nordic "dual" income taxation could be a constructive way to strike a balance between an optimal and administratively feasible tax system.
