Oktober 2017, 13:15 Uhr WIFO, Kleiner Sitzungssaal Franz Sinabell, Fabian Unterlass (WIFO) "Innovationen in der österreichischen Landwirtschaft - Messbarkeit, empirische Ergebnisse, Schlussfolgerungen" Kommentar: Andreas Reinstaller Abstract: Zu Innovationen in der Landwirtschaft liegen in Europa bislang keine mit dem Community Innovation Survey vergleichbaren Befunde vor. Die WIFO-Studie liefert drei Beiträge zur Innovationsliteratur: 1. Sie stellt ein Erhebungsinstrument vor, das den spezifischen Bedingungen der Landwirtschaft Rechnung trägt. Die Betriebe sind in der Regel klein, verfügen kaum über Forschungskapazität, sind meist Preisnehmer, und die unternehmerischen Interessen sind stark von den Zielen der Familie geprägt. 2. Empirische Ergebnisse einer umfassenden Erhebung im Jahr 2016 bestätigen den Befund, dass Gewinnorientierung nicht das primäre unternehmerische Ziel ist. Landwirtschaftliche Unternehmen sind nicht nur Technologienehmer, sondern entwickeln Produkte, Produktionsweisen und organisatorische Abläufe im Rahmen ihrer Möglichkeiten erheblich weiter. Mit herkömmlichen Erhebungsverfahren könnten diese Befunde nicht sichtbar gemacht werden. Die Ergebnisse zeigen auch, dass es einigen Betrieben durch Innovationen gelingt, spezielle Nischen zu schaffen, um sich von der Konkurrenz abzuheben. Sie können höhere Preise erzielen. Andere Betriebe lenken ihr Augenmerk auf kostensenkende Neuerungen, um preislich wettbewerbsfähig zu bleiben. 3. Die detaillierten Ergebnisse liefern Anhaltspunkte für die Entwicklung zielgerichteter Programme zur Forcierung der Innovationsleistung in der Landwirtschaft. SMIRNOV Higher School of Economics, ‘Development Center’ Institute, Moscow Abstract Radical disagreement between ‘month-on-month’ and ‘year-on-year’ monthly statistics is identified in regional statistics published by the Russian Federal State Statistics Service (Rosstat). In view of this, an original method is proposed for estimating the level of Regional Economic Activity (REA), based on monthly official regional statistics in five key sectors of the Russian economy: industry, construction, retail trade, wholesale trade, and paid services for the population. This method transforms current ‘year-on-year’ growth rates into specially constructed dichotomous variables which eliminate the excessive volatility and inaccuracy of the initial time series. On this basis, REA indices are estimated for all Russian constituent entities. Composite REA indices for all five economic sectors, eight federal districts, and Russia as a whole are then calculated. Methods for visualising multidimensional regional data are also proposed. They allow us to track the regional peculiarities of the Russian economy and to discern the current phase of the business cycle more accurately and without any additional lag. These errors can be explained by a modest deviation from rational expectations, where agents overestimate the persistence of their income process. This bias has two effects. First, low income households with this bias are too pessimistic and hence choose to borrow less than their fully rational counterparts even though their borrowing constraint is not binding. This allows a quantitative model to match the joint distribution of liquid assets and income. Second, the bias alters the distribution of marginal propensities to consume which makes government stimulus policies less effective. Our first contribution concerns hedging prices. It shows that for a large class of markets said to be normalized namely those with a list of independent marketed assets (IND), and another one being frictionless and satisfying a condition (CC), the hedging price under a weak arbitrage-free assumption (PAF), can be written as the sum of two terms. The first one is a generalized convex Choquet integral, in the sense that, up to an isomorphism V it is a (standard) convex Choquet integral with a tractable explicit formula. The second term is modular since it is separable in each of its variables. Let us add that generically the modular term equals zero in other words that the hedging price is a generalized convex Choquet integral. It happens that the notion of generalized Choquet integral coincides with the notion of Choquet integral on Riesz space introduced by Cerreia-Vioglio, Maccheroni, Marinacci, Montrucchio 2015, this is proved in the Appendix. This equivalence will allow us to deduce the Put-Call parity property of the hedging price as a direct consequence. Another contribution concerns the fact that in our framework the marketed securities are hedging complements which can be regarded related to assets in the same way as perfect complementarity on preferences and utility functions, which dates back to Fisher, Pareto, and Edgeworth, thus according to Samuelson (1974) are usually assumed to illustrate super modularity. A related property is that if the hedging price is written as a function of its coordinates on the independent securities it tuns out to be meaningfully submodular, but a counterexample shows that if independence is deleted, sub-modularity is no longer guaranteed. Our second contribution proves that in fact a for a much larger class of bid/ask markets that the same hedging formula as above can be applied. In actual we show that if the initial market consists of a frictionless security and a list of independent securities, but CC is not satisfied one can obtain an indistinguishable market that is with the same discount factors hence the same hedging price but also satisfying CC, furthermore since the corresponding securities will be independent and indeed PAF will be satisfied, consequently our first contribution applies. Our third contribution concerns superhedging prices. For these cost functions under some additional properties we obtain bounds in terms of Generalized Choquet integrals. Finally in the particular case where the independent marketed assets are disjoint event securities both the hedging and superhedging prices are proved to boil down to tractable explicit regular convex Choquet integrals. Our first contribution concerns hedging prices. It shows that for a large class of markets said to be normalized namely those with a list of independent marketed assets (IND), and another one being frictionless and satisfying a condition (CC), the hedging price under a weak arbitrage-free assumption (PAF), can be written as the sum of two terms. The first one is a generalized convex Choquet integral, in the sense that, up to an isomorphism V it is a (standard) convex Choquet integral with a tractable explicit formula. The second term is modular since it is separable in each of its variables. Let us add that generically the modular term equals zero in other words that the hedging price is a generalized convex Choquet integral. It happens that the notion of generalized Choquet integral coincides with the notion of Choquet integral on Riesz space introduced by Cerreia-Vioglio, Maccheroni, Marinacci, Montrucchio 2015, this is proved in the Appendix. This equivalence will allow us to deduce the Put-Call parity property of the hedging price as a direct consequence. Another contribution concerns the fact that in our framework the marketed securities are hedging complements which can be regarded related to assets in the same way as perfect complementarity on preferences and utility functions, which dates back to Fisher, Pareto, and Edgeworth, thus according to Samuelson (1974) are usually assumed to illustrate super modularity. A related property is that if the hedging price is written as a function of its coordinates on the independent securities it tuns out to be meaningfully submodular, but a counterexample shows that if independence is deleted, sub-modularity is no longer guaranteed. Our second contribution proves that in fact a for a much larger class of bid/ask markets that the same hedging formula as above can be applied. In actual we show that if the initial market consists of a frictionless security and a list of independent securities, but CC is not satisfied one can obtain an indistinguishable market that is with the same discount factors hence the same hedging price but also satisfying CC, furthermore since the corresponding securities will be independent and indeed PAF will be satisfied, consequently our first contribution applies. Our third contribution concerns superhedging prices. For these cost functions under some additional properties we obtain bounds in terms of Generalized Choquet integrals. Finally in the particular case where the independent marketed assets are disjoint event securities both the hedging and superhedging prices are proved to boil down to tractable explicit regular convex Choquet integrals. Abstract Professor Dorn will discuss the “rise of the machines,” which has fundamentally transformed the organization of work during the last four decades. While early adopters are captivated by the new technologies, many people worry that the universal use of machines will eventually lead to mass unemployment, with robots and computers substituting for human labor. The Global Economy Lecture 2017 will investigate how rapid technological progress and automation have affected the patterns of employment and unemployment levels and how they have contributed to inequality. Moreover, it will address policy challenges caused by computerization. Speaker David Dorn is Professor of International Trade and Labor Markets at the Department of Economics of the University of Zurich and Affiliated Professor at the UBS International Center of Economics in Society. He was also a visiting scholar at a number of renowned U.S. universities such as Harvard University, Boston University, MIT and the University of Chicago.
