The response of aggregate demand to the announcement of a future loosening in monetary policy falls when financial wealth is more concentrated. The concentration of financial wealth matters because households with great net financial wealth (creditors) are those who are the most likely to believe the announcement, due to the potential loss of wealth from the prospective policy easing. And when creditors believe the announcement more than debtors, their expected wealth losses are larger than the wealth gains that debtors expect. So aggregate net wealth is perceived to fall, which attenuates the effects of forward guidance announcements and can even lead to a contraction in aggregate demand when financial wealth is concentrated enough. We calibrate the model to the Euro area after allowing agents to trade in short and long term nominal assets as well in real assets, and find that the effect can be quantitatively important. As part of their quest for EU membership, over the past few years, Albania, Bosnia-Hercegovina, Kosovo, Montenegro, and Serbia have adopted fiscal policy rules. Although still at a relatively early stage of implementation, a preliminary evaluation of the design and operation of the rules—applying internationally accepted standards of good practice—suggests that their quality across countries is rather mixed. Hahn (Austrian Institute of Economic Research - WIFO) on "Credit Limits: A Potential Outcome Analysis of Bank-Firm Relationship" Abstract: At the center of this study has been the identification of the empirically and, thus, policy relevant causes of financial contraction. To be specific, our focus has been on identifying the "pure" credit-limiting supply effect in order to assess its importance as it is claimed in the theoretical literature. In order to resolve the underlying identification problem in empirical credit market analysis we apply advanced methods of the matching approach. To the best of our knowledge our work is the first that uses matching techniques to resolve the identification problem in conjunction with credit supply and credit demand. Most importantly, advanced matching techniques allow us to identify the causal effect of credit constraints on non-financial businesses. By comparing the effects of credit constraints on businesses that were exposed to credit limits to those that were not exposed to credit limits but were otherwise identical to the credit-constrained firms prior to the treatment, the selection problem can be solved and the average treatment on the treated is computed as the difference in outcome between those two groups. The empirical analysis is based on a unique, interlinked micro-dataset drawn from banks and business firms of the Austrian economy that covers the pre-crisis period from 2004 onwards, the crisis period 2008 and 2009 and the post- crisis period from 2010 onwards (until 2013). By applying propensity score analysis we are able to show that bank credit limits are not only imposed due to unfavorable demand-side factors (i. e., bad debtors, poor information, weak growth environment, high exposure to external shocks) but also due to supply-side weaknesses such as poor bank capitalization. The overall-picture of our findings even fuels speculation that the average Austrian non-financial company might have been running a much higher credit-limitation risk during the financial crisis and thereafter as many, experts and authorities alike, initially assumed and, what's more, still refuse to believe. These errors can be explained by a modest deviation from rational expectations, where agents overestimate the persistence of their income process. This bias has two effects. First, low income households with this bias are too pessimistic and hence choose to borrow less than their fully rational counterparts even though their borrowing constraint is not binding. This allows a quantitative model to match the joint distribution of liquid assets and income. Second, the bias alters the distribution of marginal propensities to consume which makes government stimulus policies less effective. In particular, we find that CBDC can serve as a practically costless medium of exchange, secure store of value, and stable unit of account. Oktober 2017 17.00 bis 18.30 Uhr Biberstraße 20, 1010 Wien zur Anmeldung<http://goeg.us15.list-manage.com/track/click?u=5dccc57dc83f3543c2450e911&id…> Vom Staat finanzierte Pflege- und Betreuungsleistungen sind zunehmend mit Kostendruck konfrontiert. Dies ist insbesondere auf die steigende Anzahl älterer Menschen zurückzuführen, die Betreuung und Pflege benötigen, während gleichzeitig aufgrund veränderter Familienstrukturen die Angehörigenpflege abnimmt. Im Rahmen der Veranstaltung werden einerseits Berechnungen präsentiert, die die Ausgaben für Pflege und Betreuung bis zum Jahr 2050 prognostizieren. Diese zeigen, dass die öffentlichen Ausgaben für Pflegevorsorge bereits bis 2025 kräftig steigen werden. Der besonders starke Anstieg wird jedoch erst danach einsetzen, wenn die Babyboomer-Generation ins Hauptpflegealter vorrückt. Andererseits wird veranschaulicht, dass der Pflege- und Betreuungssektor auch beachtliche Wertschöpfungs- und Beschäftigungseffekte erzielt, welche in der öffentlichen Diskussion vielfach unbeleuchtet bleiben. So betrugen die direkten, indirekten und induzierten Wertschöpfungseffekte im Jahr 2015 insgesamt nicht weniger als 5,9 Milliarden Euro und schlugen sich in 115.000 Beschäftigungsverhältnissen (bzw. 86.500 Vollzeitäquivalenten) nieder. Diese Berechnungen entstanden im Rahmen des Forschungsprogramms „Österreich 2025“ und werden von einem Teil des Autorenteams präsentiert. [cid:image002.jpg@01D336EA.B06AC1F0] Ulrike Famira-Mühlberger ist seit 2007 wissenschaftliche Mitarbeiterin am WIFO. Sie schloss im Jahr 2004 ein PhD-Programm der Sozial- und Politikwissenschaften am European University Institute in Florenz und 2002 ein Doktorat der Volkswirtschaftslehre an der WU Wien ab, wo sie 2010 auch habilitierte. Vor dem Wechsel ans WIFO war sie sechs Jahre lang Universitätsassistentin im Bereich Arbeitsmarktökonomie an der WU Wien, unterbrochen von Forschungsaufenthalten an der Harvard University, UC Berkeley, an der Universität Turin und am Europäischen Hochschulinstitut. Ihre Forschung beschäftigt sich mit der Schnittstelle Arbeitsmarkt und Soziales, mit Pflegesystemen, Gender und Arbeitsmärkten. [cid:image003.jpg@01D336EA.B06AC1F0] Matthias Firgo ist seit 2012 wissenschaftlicher Mitarbeiter im Forschungsbereich für Strukturwandel und Regionalentwicklung am WIFO. Nach dem Studium der Volkswirtschaftslehre an der WU Wien und der University of Illinois war er für vier Jahre Universitätsassistent an der WU Wien. Seit seiner Promotion im Jahr 2012 widmet er sich am WIFO insbesondere Fragen zum strukturellen Wandel sowie den Themen regionale Wettbewerbsfähigkeit und Standortqualität, Digitalisierung und Pflege.
