Dear Colleague, We cordially invite you to the wiiw-FIW-Seminar in International Economics on Monday, February 29th, 4 pm wiiw, Rahlgasse 3, 1060 Vienna, lecture hall (ground floor) North-South Trade and Bilateral Investment Treaties Neil Foster-McGregor (with Rod Falvey) UNU-MERIT Abstract Bilateral Investment Treaties (BITs) have become increasingly popular as a means of encouraging FDI from developed to developing countries. We adopt a difference-in-difference analysis to deal with the problem of self-selection when estimating the effects of BITs on FDI flows from a sample of OECD countries to a broader sample of lesser developed countries. Our results indicate that forming a BIT with a developed country significantly increases FDI inflows to developing countries, with BITs found to double FDI flows in some specifications. We further find that FDI flows along the extensive margin are much more responsive to BIT formation than flows along the intensive margin. Using a standard model of knowledge, the partition model, we examine the sure-thing principle, presenting two ways to capture it. One is in terms of knowledge operators, which we call the principle of follow the knowledgeable; the other is in terms of kens--bodies of agents' knowledge--which we call independence of irrelevant knowledge. We show that the two principles are equivalent. We present a stronger version of the independence of irrelevant knowledge and show that it is equivalent to the impossibility of agreeing to disagree on the decision made by agents, namely the impossibility of different decisions made by agents being common knowledge. 7 PhD Positions in Vienna Doctoral Programme on Water Resource Systems

The Centre for Water Resource Systems at the Vienna University of Technology announces competition for the third intake of doctoral candidates for the Doctoral Programme on Water Resource Systems. The programme is anticipated to host a total of 70 doctoral students over a period of 12 years. This is a dedicated programme of the Austrian Science Fund (FWF) that promotes doctoral research and education at the highest standards and provides excellent opportunities for cross-disciplinary research. International networking is facilitated by a mobility programme with a spectrum of attractive international partner institutions and a comprehensive guest scientist programme. Seven PhD student positions are available in the following research themes related to Water Resource Systems: * Flood-hydrology * Environmental economics * Aquatic microbiology * Environmental engineering * Micro-meteorology * Soil moisture remote sensing * Socio-hydrology * Mechanics of structures Applicants must have a Master’s degree (or equivalent), preferably in a subject related to water resource systems. The working language of the programme is English. Students are expected to work across disciplines and in cooperation with others. A capacity and willingness to integrate and collaborate is essential. The Programme provides a salary according to the FWF scheme (approx. EUR 20000/year net), together with health and social security benefits. There is also significant allowance for travel and research support. TU Wien is an equal opportunities employer. The preferred starting date is Oct. 1, 2016. Sind das innovative Medikamente? Oder soll man bei Bagatellkrankheiten mehr auf Eigenverantwortung (und Eigenbeiträge?) setzen? We show that incorporating fertility and longevity into a lifecycle model of savings changes the standard predictions when countries differ in their ability to borrow inter-temporally and across generations through social security. In this environment, global aging triggers capital flows from emerging to developed countries, and countries' current account positions respond to growth adjusted by current and expected demographic composition. Data on international capital flows are broadly supportive of the theory. The fact that fast-growing emerging countries are also aging faster, while having less developed credit markets and pension systems, explains why they are more likely to export capital.
