Dear Colleague, We cordially invite you to our wiiw seminar on Thursday, 4 February 2016, 5 pm wiiw, Vienna 6, Rahlgasse 3, Library 2nd floor The natural interest rate: concept, measurement and monetary policy implications Dubravko Mihaljek Head of Macroeconomic Analysis in the Monetary and Economic Department of the BIS Abstract Recent economic developments reinforce questions about what a new equilibrium in the global economy might look like. This is the case for both macroeconomic developments - how to interpret the continued weak global growth - and financial markets - how much stimulus near-zero interest rates provide, and how far policy rates in the United States and elsewhere have to rise during normalisation. Conceptually, the natural rate of interest could help answer these questions: it has traditionally been defined as the interest rate that would prevail when the economy is operating at potential and prices (inflation) are stable. Hence, knowing the level of the natural rate would allow central banks to assess how far current interest rates are from equilibrium. However, the natural rate is a multi-layered concept. Traditionally interpreted as a domestic macroeconomic equilibrium, in an open economy the natural rate can also be seen as representing a global macroeconomic equilibrium. In addition, the natural rate is unobservable and hence depends fundamentally on views about how the economy works. Various empirical approaches indicate that the natural rate has fallen in recent decades, although its current level may not be unprecedented. Der Preis wird in Erinnerung an die großen Leistungen des österreichischen Ökonomen, der mit seinem Wirken Wissenschaft, Politik und Gesellschaft in Österreich nachhaltig geprägt hat, vergeben. Insbesondere seine Zeit im Exil – als Sozialist jüdischer Herkunft musste Rothschild nach dem Einmarsch Hitlers aus Österreich fliehen – hat dazu beigetragen, dass Kurt Rothschild immer einen sozialen Anspruch an die als Wissenschaft betriebene Ökonomie gestellt hat. ________________________________ Kriterien Zur Einreichung sind Beiträge der Wirtschaftspublizistik oder publizistische Arbeiten mit wirtschaftspolitischer Ausrichtung eingeladen, für die Pluralismus in Methode und Theorie prägend sind und die explizit auf Basis eigener wissenschaftlicher Arbeiten der Autorin, des Autors oder der Autor_innen beruhen. The main theme of the conference will be “Economic Policy in a Dynamic Environment”. However, all fields from economic research are welcome. Einladung zur Seminarreihe "Aktuelle volkswirtschaftliche Fragen im Rahmen von internationaler Wirtschaft und Europäischer Integration" Das Bundesministerium für Wissenschaft, Forschung und Wirtschaft (BMWFW) veranstaltet in Kooperation mit der Verwaltungsakademie des Bundes (VAB) im Rahmen des Forschungsschwerpunkts Internationale Wirtschaft (FIW) eine neue Seminarreihe, die allen an der Außenwirtschaft Interessierten offensteht, die sich Detailwissen zu ausgewählten Themen aneignen möchten. Im Jahr 2015 finden vier Veranstaltungen statt. Diese sind nicht aufeinander aufbauend und können auch einzeln besucht werden. Dutch health economic guidelines include a costing manual, which describes preferred research methodology for costing studies and reference prices to ensure high quality studies and comparability between study outcomes. The Dutch health economic guidelines have been updated and this paper describes the most important revisions of the costing manual compared to the previous version. Methods. An online survey was sent out to potential users of the costing manual to identify additional aspects for improvement. The costing manual was aligned with contemporary health economic guidelines. All methodology sections and parameter values needed for costing studies, particularly reference prices, were updated. An expert panel of health economists was consulted several times during the review process. The revised manual was reviewed by two member of the expert panel and by reviewers of the Dutch health care institute. Results. The majority of survey respondents was satisfied with the costing previous manual. Respondents asked for updated reference prices and improved methodological descriptions. Three categories of costs were distinguished: 1) costs within the health care sector; 2) patient and family costs; and 3) costs in other sectors. Methodological descriptions and reference prices were updated to reflect 2014 values. Upon request of survey respondents, reference prices for diagnostic procedures and nurse practitioners were included in the updated costing manual. Conclusions.
